Only conditionally. An AI agent should approve a payment or disclose confidential information only inside a system that tightly controls its identity, permissions, tools, data, execution path and environment. A fluent or accurate model is not proof that it is authorized to act. For payments and other high-impact operations, require an independent policy or execution check, approval tied to the exact action, strong authentication and an audit trail. Keep sensitive-data access narrow, and treat every email, document and web page the agent reads as untrusted input.
Why an agent’s apparent intelligence is not enough
Agent safety is a property of the complete deployment, not just the language model. The model, prompt and guardrails, tool permissions, memory, connectors, runtime environment and surrounding identity system all influence what can happen. A capable model can still cause harm when a tool exposes unrestricted transfers, a connector returns more records than necessary, or the runtime contains credentials it was never meant to use.
Anthropic describes this as the interaction of the model, harness, tools and environment in its guidance on trustworthy agents. The practical implication is that a model evaluation or a successful demonstration does not certify a different configuration. Changing a tool schema, adding a data source or widening a role can change the risk profile without changing the model.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
There is no universal percentage that answers whether payment-capable agents are safe. Results from one test belong to the particular model, tools, data and policies tested. The useful question is narrower: What authority does this agent have, what independent controls constrain it, and can the organization prove what happened?

What can go wrong in ordinary workflows
Indirect prompt injection and agent hijacking
An agent does not need to receive a malicious instruction directly from its operator. An attacker can place instructions in an email, invoice, shared document, support ticket or web page that the agent is asked to read. If the agent treats that content as a command, it may forward data, change a beneficiary or call a tool for the attacker.
NIST’s Center for AI Standards and Innovation warns that “many AI agents are vulnerable to agent hijacking,” describing indirect prompt injection in which malicious instructions are inserted into data an agent ingests. The warning was published January 17, 2025, in NIST’s agent-hijacking evaluation blog. Retrieved content must therefore be labeled as data, not trusted policy, and tested adversarially.
Overbroad authority
An agent with read and write access across an entire finance system can make a small misunderstanding consequential. The same is true for an agent that can search every customer record, export a database or send messages externally. Permissions should match one task, one data scope and one time window whenever possible.

Giving an agent a person’s password, API token or browser session makes it difficult to prove who acted and to revoke access safely. NIST cybersecurity authors Bill Fisher and Ryan Galluzzo state that “Credential sharing is a bad idea in all contexts,” noting accountability gaps for financial transactions and health information in NIST’s identity-foundation guidance, published August 27, 2026.
Controls required before an agent can approve a payment
Classify the action as high impact
A fund transfer is a critical action. Treat changing a payee, releasing a payment, raising a spending limit or exporting payment instructions as high impact even when the amount is small. The control should be based on the action’s consequences, not on how routine the request sounds.

Separate decision-making from execution
Do not let the same model both decide that a payment is appropriate and directly execute it without an independent check. OWASP’s AI Agent Security Cheat Sheet recommends separating decision-making from execution. A policy service or execution component should independently verify the requested scope, the agent’s privilege, applicable limits and the approval before the payment API is called.
Bind approval to the exact transaction
A generic “allow payments” setting is not meaningful approval. The approval record should identify:
- the software agent and the user or business it represents;
- the payment tool and account;
- the recipient or destination;
- the currency and amount, including any exchange-rate assumptions;
- the payment parameters, schedule and purpose;
- the approving person or service, authentication strength, timestamp and expiry.
If any of these values changes, require a new approval. The execution service should fail closed when the approval, policy or audit check cannot be verified. Critical actions merit stronger authentication than ordinary chat access.
Use an identity that represents the customer correctly
The software identity authenticating to a payment service is not automatically the legal owner of the transaction. Record which customer, department or business the agent acts for. Then determine screening, reporting, record-retention and other obligations based on the payment service, regulated role, transaction and jurisdiction.
OWASP’s AML and Sanctions Compliance for AI Agent Payments Cheat Sheet makes this context explicit. A successful login or a sanctions-list match alone does not establish that all legal requirements have been met. Compliance and legal teams must map the actual deployment before enabling automated release.

Make the operation safe to retry or reverse
Use idempotency keys so a timeout cannot create duplicate transfers. Prefer a staged instruction that can be cancelled before settlement, and define a recovery path for a wrong recipient, duplicate payment or compromised credential. The agent should not be able to erase the logs needed to investigate an incident.
Recommended Free Tools
A payment-approval workflow that limits blast radius
- Receive the request. Parse the request into structured fields rather than allowing free-form text to flow directly to a payment tool.
- Resolve the acting identity. Confirm the customer, account, agent identity and delegated entitlement. Reject shared human credentials.
- Check policy independently. Validate amount limits, recipient rules, account status, segregation-of-duty requirements, timing and jurisdiction-specific controls.
- Generate a transaction preview. Show the exact recipient, amount, currency, fees, timing and data that will be sent to the payment provider.
- Request action-specific approval. Use strong authentication and an approval token containing the transaction details and a short expiry.
- Revalidate immediately before execution. The execution component compares the current request with the approved values and checks that the token is unused and unexpired.
- Execute with an idempotency key. Record the provider response, settlement state and any retry.
- Write an immutable audit event. Store who requested the action, which agent acted, which policy and approval applied, what was sent and what result followed.
Protecting sensitive information
Minimize what the agent can see
Start with read-only access and the smallest record set that can answer the task. Use field-level filtering to omit passwords, private keys, payment-card data, health details and unrelated customer records. A summarization task rarely needs raw identifiers; a support workflow may need one verified account field but not an entire database.
Control destinations as carefully as sources
Prevent an agent that can read confidential data from sending it to arbitrary email addresses, chat rooms, URLs or third-party APIs. Maintain an allowlist of destinations and require a separate check for external disclosure. Validate the output after generation, not only the input before retrieval.
Filter outputs and protect secrets
OWASP recommends output filtering and structured validation to reduce sensitive-data leakage. Enforce schemas for tool arguments and responses, redact secrets from prompts and logs, and keep credentials in a secret manager rather than in instructions or memory. Do not rely on the model to notice that a token, private record or internal link should not be disclosed.
Treat retrieved content as hostile
Emails, documents and web pages can contain instructions that conflict with the user’s request. Keep content and control messages in separate channels where the framework supports it. Test whether phrases such as “ignore previous rules” or a disguised approval request can cause an unintended tool call. NIST’s agent-hijacking guidance provides the relevant threat model.

Identity, authorization and audit architecture
Give every agent a distinct, attributable identity with short-lived credentials and narrowly scoped entitlements. Bind delegated rights to the user or system on whose behalf the agent acts, while preserving the agent identity in logs. NIST’s 2026 concept paper on identity and authority of software agents discusses registries, credentials, delegated rights, policy management, auditing and non-repudiation. It describes an evolving project and public-comment process, not a finished prescriptive standard.
Useful audit fields include the request ID, agent identity and version, delegated principal, tools called, records accessed, policy decision, approval token, destination, result, error and operator intervention. Protect the log from alteration and restrict who can read sensitive payloads. An audit trail that records only “approved” cannot explain which amount or data set was actually authorized.
Make human approval meaningful
Human review is appropriate for high-impact or irreversible actions, but an approval prompt can become a liability when it appears constantly or hides the important details. NIST identifies this as consent fatigue. People learn to click through prompts they cannot evaluate, turning nominal oversight into automation.
Show the material facts at the decision point: recipient, amount, data scope, destination, reason for the action and what will happen next. Group low-risk, reversible work under standing policy, but require a fresh, specific approval for a payment, privilege change, bulk deletion or external disclosure. Escalate unusual amounts, new recipients, sensitive fields or policy exceptions to a person with the right authority.

| Observe | Read-only retrieval and draft responses | Minimal data scope, separate agent identity, prompt-injection tests and redacted logs |
| Propose | Prepare a payment or disclosure without sending it | Structured preview, policy evaluation, destination checks and human review |
| Bounded execute | Execute narrow, reversible actions within fixed limits | Independent execution service, action-bound approval, short-lived credentials, idempotency and full audit |
| Exceptional execute | Unusual, irreversible or high-value actions | Stronger authentication, dual control or manual handling, explicit compliance review and recovery plan |
Advance only after testing the complete configuration with the real tools and data paths. A prompt change, new connector, memory feature or policy edit is a material change that should trigger another review.

Testing before and after production
- Inject malicious instructions into emails, files, web pages and retrieved records, then verify that the agent does not treat them as authority.
- Attempt parameter substitution after approval: change the recipient, amount, account, destination or data fields and confirm execution is denied.
- Try replaying an expired or already-used approval token.
- Test duplicate requests, timeouts, partial provider failures and revoked credentials.
- Check that logs preserve the acting agent, delegated customer, policy result and final outcome without exposing unnecessary secrets.
- Verify that a denied action cannot be retried through a different tool or connector with broader permissions.
OWASP recommends structured security testing of agents in its AI Agent Security Cheat Sheet. Monitor for unusual recipients, volume, timing, data access and repeated policy failures, and provide a kill switch that revokes the agent’s credentials without deleting evidence.
How to decide whether a proposed deployment is trustworthy
| Question | Evidence of a bounded deployment | Warning sign |
|---|---|---|
| What can it do? | Read-only or task-specific tools with explicit write limits | Broad administrator or unrestricted account access |
| Whose identity does it use? | Distinct agent identity with delegated, expiring credentials | A person’s password, token or browser session |
| Who enforces policy? | Independent service checks scope and approval before execution | The model’s instructions or a generic confirmation dialog |
| What exactly is approved? | Actor, tool, target, parameters, time and expiry are bound to the action | A standing “allow” permission with no transaction details |
| What data leaves? | Field minimization, destination allowlists and output filtering | Free-form export to arbitrary external recipients |
| Can you investigate and recover? | Protected audit records, idempotency, revocation and rollback procedures | No reliable logs or no way to stop a running agent |
| Has it been tested? | Adversarial tests use the actual tools, connectors and retrieved content | Only a scripted demo or a model benchmark |
What this means for an organization
Use agents first for drafting, classification and read-only analysis. Move to proposals only when the data scope, identity and destination are controlled. Enable execution only for narrowly defined actions with independent enforcement and meaningful approval. Keep a human or second control path for transactions and disclosures that are irreversible, legally sensitive or difficult to recover.
Governance should cover the complete lifecycle: registering the agent, approving its tools, rotating and revoking credentials, reviewing logs, retesting after changes and retiring unused access. OpenAI’s practices for governing agentic AI systems provides additional governance context, while the NIST identity work remains under development.
