Generally, yes. A 10,000mAh lithium-ion power bank can usually travel with you when it is in cabin baggage, its watt-hour rating is within the applicable limit, and the airline accepts it. Do not place it in checked baggage. From March 27, 2026, International Civil Aviation Organization (ICAO) rules limit passengers to two power banks and prohibit recharging a power bank during a flight. Airline and national rules can be stricter, so check the operating carrier’s current baggage policy before you leave.

What the rule means for a 10,000mAh power bank

The capacity printed in milliamp-hours (mAh) is not the measurement aviation rules use by itself. Airlines and regulators assess a lithium battery by watt-hours (Wh), which combines capacity with voltage. A 10,000mAh label therefore does not, on its own, prove that the unit is within an airline’s limit.

For most passengers, the practical answer is straightforward: keep the power bank with you in your carry-on, make sure the label shows a permitted Wh rating (or calculate it from the label), protect the terminals, and follow the airline’s instructions at the airport and onboard. A power bank that is loose, damaged, recalled, swollen or otherwise unsafe should not be taken on the trip.

Where you may pack it

Carry-on baggage: the required location

U.S. Federal Aviation Administration (FAA) passenger guidance treats a power bank as a spare lithium-ion battery. Spare batteries must travel in the aircraft cabin, where a crew can respond if a battery overheats or begins to smoke. Put the power bank in a personal item or carry-on bag that remains with you.

If an airline employee takes your carry-on at the gate and puts it in the aircraft’s hold, remove the power bank first. Keep it in your personal item or otherwise with you in the cabin. Do this even when the bag was originally packed for carry-on travel.

Checked baggage: not permitted

Do not pack a power bank in checked luggage. The restriction applies to a 10,000mAh unit as well as larger or smaller spare lithium batteries. A checked suitcase in the cargo hold is not an acceptable substitute for a cabin bag.

How to check the watt-hour rating

The conversion formula

Use the following calculation when the power bank does not print a Wh value:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wh = (mAh ÷ 1,000) × voltage

Dividing 10,000mAh by 1,000 gives 10 amp-hours (Ah). You then multiply 10Ah by the battery voltage shown on the power bank or its documentation. The result is the battery’s watt-hour figure for checking against the airline’s limit.

Why 10,000mAh does not always equal one fixed Wh number

Voltage differs between battery designs and labels. For illustration only, 10Ah at a nominal 3.7V is 37Wh, while 10Ah at 3.85V is 38.5Wh. A calculation using 5V would produce 50Wh, but that may describe an output specification rather than the internal cell voltage. These examples show why mAh alone is insufficient; they are not a universal rating for every product.

Use a printed Wh marking when one is available. If the marking is absent, use the voltage and capacity printed on the unit, not a number inferred from USB output performance. If the label is unreadable or contradictory, ask the manufacturer or replace the unit rather than relying on an estimate at the airport.

Capacity limits you need to know

Battery rating General FAA passenger treatment What you should do
Up to and including 100Wh Generally allowed as a spare rechargeable battery in carry-on baggage. Carry it in the cabin, protect the terminals and follow the airline’s quantity and onboard-use rules.
101Wh through 160Wh Requires approval from the operating airline under FAA passenger guidance. Obtain the airline’s approval before travel; do not assume a security checkpoint will grant permission.
Over 160Wh Forbidden under the FAA passenger guidance for spare lithium-ion batteries. Do not bring it as passenger baggage.

A clearly marked 10,000mAh power bank will commonly calculate well below 100Wh, but the label and voltage remain decisive. The thresholds above are U.S. passenger guidance, not a promise that every airline or country will apply identical conditions. Some operators impose lower limits, additional quantity controls or special stowage instructions.

The 2026 two-power-bank and charging rules

Two power banks per passenger

ICAO says its new specifications became effective on March 27, 2026. The organization’s announcement states: “Following the improvements agreed today, these devices will now be limited to two per passenger, and passengers will be prohibited from recharging them during flights.” The two-unit limit is absolute in ICAO’s addendum: it applies regardless of the capacity of the power banks or how many other spare batteries you carry.

Count every power bank you bring, including a small emergency unit in a second bag. Do not assume that two 10,000mAh units are treated as one combined battery. They remain two separate power banks, and a third unit can exceed the ICAO passenger limit even when each individual unit is below 100Wh.

No recharging a power bank during flight

Do not connect the power bank to an aircraft seat outlet, USB port or wall-style socket to refill it while airborne. The ICAO restriction specifically prohibits recharging the power bank during the flight.

Using it to charge another device

ICAO recommends against using a power bank to recharge a portable electronic device onboard. That recommendation is separate from the prohibition on recharging the power bank itself. An airline may turn the recommendation into a mandatory rule or may give crew a different instruction for a particular aircraft. Follow the operating carrier’s published policy and any direction from cabin crew rather than assuming that a USB connection is permitted.

ICAO’s addendum does not prescribe one universal place—such as an overhead bin or seat pocket—for every operator. Do not infer a single stowage location from the ICAO document. Use the location specified by your airline and keep the unit accessible if the crew asks you to present it.

How to prepare the power bank before leaving home

  1. Read the label. Record the printed Wh value, or find the stated voltage and mAh capacity for the conversion. Check that the label is legible and belongs to the unit you are carrying.
  2. Confirm the applicable limit. A rating of 100Wh or less is generally within the FAA’s basic allowance. A rating from 101Wh to 160Wh needs airline approval; over 160Wh is not permitted under that guidance.
  3. Count your units. From March 27, 2026, plan for no more than two power banks per passenger under the ICAO restriction. The airline may set a lower number.
  4. Inspect the casing. Do not travel with a swollen, cracked, leaking, punctured, hot, burned or otherwise damaged battery. A unit that has been recalled or is likely to create dangerous heat or sparks must not be carried unless it has been made safe or removed according to the applicable safety instructions.
  5. Prevent short circuits. Keep exposed terminals from touching keys, coins, loose cables or other metal. Use the manufacturer’s cap, an individual battery case or a protective pouch, and do not let the unit rattle unprotected in a crowded bag.
  6. Check the operating airline. Read the current baggage and dangerous-goods page for every airline operating your itinerary, including a connection operated by a different carrier. Rules can change after you buy the ticket.
  7. Pack it where you can remove it. Put the protected power bank in cabin baggage that will not be checked. Allow time to take it out if security or gate staff ask to inspect it.

What to do at the airport

At check-in and the gate

Tell the agent if your carry-on may be checked at the gate, and remove the power bank before the bag leaves your possession. Keep the unit in the cabin even if the bag tag says “carry-on.” If an employee asks about the capacity, show the Wh marking or the calculation based on the label.

At security screening

Screening procedures differ by airport. Keep the power bank easy to access, follow the checkpoint’s instructions, and do not argue from the mAh number alone. The agent may need to see the battery label, inspect the casing or verify that it is not in checked baggage.

During boarding and the flight

Store the unit exactly as the airline directs. Do not recharge it in flight. Before plugging it into a phone, tablet or other device, check whether the airline permits that use; ICAO recommends against using a power bank to charge another portable electronic device onboard, and crew instructions take priority.

Common mistakes and how to fix them

“It is only 10,000mAh, so it is automatically allowed.”

Why it fails: mAh omits voltage, and the airline evaluates watt-hours and safety condition. Fix: read the Wh marking or calculate Wh from the printed voltage and capacity.

Putting it in a checked suitcase

Why it fails: spare lithium-ion batteries, including power banks, are carry-on items under FAA guidance. Fix: remove it before checking the bag and keep it in the cabin.

Leaving a power bank in a gate-checked bag

Why it fails: once the bag enters the hold, the power bank is in the prohibited location. Fix: take it out when the airline collects the bag.

Bringing three small power banks

Why it fails: the ICAO limit effective March 27, 2026 is two per passenger, regardless of capacity. Fix: reduce the number to the airline’s permitted maximum before departure.

Charging the power bank from the aircraft’s USB port

Why it fails: ICAO prohibits recharging a power bank during flight. Fix: charge it before boarding or after landing.

Taking a damaged or recalled unit

Why it fails: physical damage or a safety recall can create a fire or heat hazard. Fix: leave it at home and follow the manufacturer’s disposal or recall process; do not put a questionable battery in checked baggage.

Assuming one airline’s rule applies to the whole itinerary

Why it fails: operators and jurisdictions can add restrictions. Fix: check the live policy for each operating carrier and ask the airline when the published wording is unclear.

A decision checklist for choosing a travel power bank

  • Wh is printed clearly: a label is easier for airport staff to verify than an inferred capacity.
  • Capacity is below the applicable threshold: stay at or below 100Wh unless the airline has approved a higher rating in advance.
  • The unit is undamaged: no swelling, cracks, leaks, burns, punctures or unusual heat.
  • Terminals are protected: use a case, pouch or other method that prevents metal-to-metal contact.
  • You are carrying no more than two: apply the ICAO limit effective March 27, 2026 and any stricter airline rule.
  • The airline policy is current: verify it shortly before departure, especially for international trips or multiple carriers.

These checks are more useful than choosing a unit solely by the largest mAh number. A lower-capacity battery with a clear Wh marking and intact casing is easier to evaluate at the airport than a higher-capacity unit with missing or damaged labeling.

Which rules apply on an international trip?

FAA guidance is the relevant baseline for U.S. passenger operations, while ICAO establishes international standards and IATA traveler guidance advises passengers to check the airline’s own rules. Your itinerary can therefore be subject to several layers of requirements: the country’s aviation authority, the departure airport, the operating airline and any connecting carrier.

Use the strictest confirmed requirement when they differ. For example, a power bank may be below the FAA’s 100Wh threshold yet still be refused if the airline limits the quantity, bans onboard use or requires a particular stowage method. Check the policy for the carrier actually operating each flight, not only the company that sold the ticket.

Bottom line for your 10,000mAh unit

You can generally take a 10,000mAh power bank on a plane when it is an intact lithium-ion unit in your carry-on, not your checked baggage, and its Wh rating meets the applicable limit. Verify the Wh marking instead of treating 10,000mAh as a complete specification. Carry no more than two under the ICAO rule effective March 27, 2026, do not recharge the power bank in flight, and follow the operating airline’s current instructions if they are stricter.
