Usually, yes. If you bought or redeemed a Steam game before it was delisted, it normally stays in your Steam Library. Valve’s Steamworks retirement guidance says retired games remain in players’ libraries and those owners can continue to download, install and launch them. Store removal generally prevents new purchases; it does not erase an existing entitlement.
That answer has important limits. A game can require an online authentication service, a third-party launcher or live publisher servers. A revoked gift, refunded purchase or account action is also different from an ordinary delisting. Use the checks below to determine which situation applies to your copy.
What “removed from the Steam store” actually means
People use “removed” for several different events. The outcome depends on which one occurred, not merely on whether the store page is visible.
Delisted or retired
A delisted (also called retired) game no longer appears in normal Steam store listings and usually cannot be purchased by new customers. Valve’s Steamworks documentation states: “Retired games will remain in players’ Steam libraries. Those players will continue to be able to download, install, and launch the game.” For an account that already owns the license, the library entry and Steam’s normal install controls therefore usually remain available.

Online service or server shutdown
A publisher can close matchmaking, login, co-op or other backend services while leaving the game’s Steam page and files available. In that case you may still install and launch the program, but online modes can stop working. Whether single-player works is title-specific; check that game’s support notices and current in-game messages.
Revoked gift or removed entitlement
A revoked gift is not a delisting. Steam says the account that redeemed a revoked gift receives a notice that the game is no longer available in its library. The recipient must buy the game or redeem another valid gift to play it again.
Refund, payment dispute or account action
A refund, chargeback, fraud review, account restriction or termination can remove the entitlement even when the game itself is still sold. These are account and license issues, not store-retirement behavior.

What you can normally do after a delisting

The table describes normal access patterns, not a promise that every title will continue to run. A game’s own authentication and server design can override what the Steam client can do.
How to check whether you still own the game
- Open Steam and select Library. Search for the title instead of relying on its old store URL. A missing store page does not by itself indicate a lost license.
- Open the game’s library entry. If an Install or Play button appears, Steam still recognizes the entitlement on that account.
- Install or launch while online. Let Steam finish downloads and updates, then start the game once. This confirms that the current build and any required first-run setup are present.
- Read the game’s notices. Look for publisher announcements, launcher prompts, login requirements and warnings that a service has ended. These details determine whether multiplayer or authentication will continue.
If Steam reports that you do not own the game, verify that you are signed into the account that made the purchase or redeemed the key. Family or shared-library access can also disappear when the lending owner changes settings or loses access.
Can you reinstall a delisted game?
In the ordinary retirement case, yes. Find the title in Library and choose Install. Steam should retrieve the files associated with the license even though new customers cannot buy the game. Existing owners can generally repeat this process on another computer by signing into the same Steam account.

A successful download does not guarantee a successful launch. The installer may require a separate launcher, a product key, a license check or a connection to a publisher service. If those dependencies have been discontinued, reinstalling cannot recreate them.

Can you play it offline?
Steam Support describes Offline Mode as a way to play games without an active connection to the Steam Network. Prepare it while you are online; switching to Offline Mode for the first time after losing internet access is unreliable.
- Connect to the internet and sign in to Steam.
- Install the game and allow all Steam updates to finish.
- Launch the game once while online. Complete any first-run setup and confirm that it reaches the main menu without requesting another online step.
- Close the game normally.
- In the Steam client, choose Steam > Go Offline, then restart Steam when prompted.
- Start the game from Library while offline. If it opens and reaches the expected playable mode, repeat the test before relying on it during travel or an outage.
Offline Mode cannot bypass a title that requires a live connection. Common blockers include always-online authentication, a third-party launcher that must sign in, cloud-only content, online-only multiplayer and DRM checks that contact a remote server. A game can therefore remain in your library and be downloadable yet fail offline.

What happens when the game’s servers shut down?
Server closure affects functionality rather than ownership. Steam may continue to show the game, deliver patches and let you launch it, while matchmaking, leaderboards, account login or co-op no longer responds. Some publishers release an offline patch or convert multiplayer to peer-to-peer; others do not.
Check the individual game’s support page, publisher announcement and in-game error message for the authoritative status. Do not infer that a delisting caused a shutdown, or that a visible store page means online services are still operating. Test the exact mode you care about while the service status is known.

If the game is missing from your Library
A vanished library entry is not the normal result of a delisting. Work through Steam’s account checks before assuming the license was revoked.

- Check Hidden Games. In Steam, open the Library view and inspect the Hidden collection or filter. A hidden title is still owned but omitted from the default list.
- Sign out and back in. Fully exit Steam, reopen it and authenticate with the purchasing account. This refreshes the local license cache.
- Check purchase history. Confirm the transaction, activation key or gift redemption in the account that should own the game.
- Look for a revocation or refund notice. Steam notifications and email can distinguish a revoked gift, refund or payment dispute from a retirement.
- Contact Steam Support. If the title remains absent, provide the purchase record, approximate date, transaction ID and account details requested by Support. Do not publish those details publicly.
Installing files copied from another computer will not restore a missing entitlement. Steam still has to recognize the license before it will authorize installation or launching.
License and account exceptions
Steam’s Subscriber Agreement describes games as licensed access rather than ownership of an unrestricted permanent copy. The license relationship can end when the agreement or a relevant subscription ends. Account enforcement, unresolved payment disputes and service termination are therefore exceptions to the usual delisting result.
Shared-library access is another separate case. You may be able to play a delisted title borrowed through Steam Families or another sharing arrangement, but access depends on the owning account and its sharing settings. It is not the same as owning the game yourself.

No. Valve’s standard refund policy generally allows requests within 14 days of purchase when total playtime is under two hours. The rule counts online, offline and shared-library playtime. Those figures describe refund eligibility; they do not guarantee continued access to a delisted game, preserve an entitlement after a refund or promise that a title will remain playable after its services close.
Are local backups a solution?
A backup of already-downloaded files can save time and disk bandwidth if Steam still recognizes your license. It may also preserve a particular build for personal use where the game supports that workflow. A backup cannot restore Steam authorization, satisfy a DRM check, replace a required third-party launcher, obtain future updates or recreate a publisher’s closed servers. Keep backups as a convenience, not as proof that access will survive every account or service change.
A practical decision flow
- Store page gone, Library entry present: treat it as a normal delisting. Install and launch while online.
- Library entry present, online mode fails: investigate server status, publisher login and third-party authentication; ownership may be intact.
- Library entry present, offline launch fails: complete updates and one successful online launch, then retest Offline Mode. If the game is online-only, offline play is not available.
- Library entry absent: check Hidden Games, re-authenticate and review the purchase or redemption record.
- Steam reports revocation, refund or account restriction: resolve that entitlement issue; a delisted-game rule does not apply.
The key test is not whether a store listing survives. It is whether the owning Steam account still has a valid license and whether the game’s own launch, DRM and server dependencies remain available.
