Yes. A Windows computer does not need a live internet connection at the moment you install an update. On another connected computer, download the exact package from the Microsoft Update Catalog, move it to the disconnected PC, and install it with Windows Update Standalone Installer or an appropriate DISM command. The package must match the target Windows release and architecture and meet any stated prerequisites.
The process differs when you are patching a running computer, servicing an offline Windows image, preparing installation media, or merely scanning for missing security updates. In particular, Microsoft’s Wsusscn2.cab file can support an offline scan, but it does not contain update payloads and cannot update Windows by itself.
Choose the offline-update workflow
“Without internet access” can describe several different jobs. Select the one that matches your target before downloading anything.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Workflow | Target | What you obtain | Internet on target | Main limitation |
|---|---|---|---|---|
| Manual update | A running Windows PC | An applicable .msu or .cab package from the Microsoft Update Catalog |
Not required during installation | The package must match the Windows release, architecture, and prerequisites |
| Image servicing | A mounted, offline Windows image | Packages applied with DISM | Not required | DISM version, package order, dependencies, and image state matter |
| Prepared setup media | Windows installation media or image used later | Dynamic Update packages downloaded in advance and integrated into the media | Not required in the target setup environment | Dynamic Update normally contacts a Microsoft endpoint; pre-acquisition and integration must be done beforehand |
| Offline security scan | A disconnected Windows installation | Wsusscn2.cab, which contains update detection information |
Not required for the scan | The file does not contain the updates it reports as missing |
| Managed distribution | Multiple computers on a company network | Updates approved and distributed through WSUS | Clients need network access to the distribution service, not necessarily the public internet | Catalog .msu files cannot be imported into WSUS through Microsoft’s described direct-import path |
What you need before downloading a package
Manual installation fails most often because the downloaded file is for a different Windows build or processor architecture. Identify the target precisely while it is still available.

Record the Windows release and architecture
- Press
Win+R, enterwinver, and record the Windows edition and version shown. - Open Settings > System > About and note the system type, such as a 64-bit installation or another architecture listed there.
- If you are servicing an image rather than a live PC, record the image’s edition, version, and architecture from the deployment documentation or image metadata. Do not assume that the computer running DISM has the same servicing requirements as the image.
A KB number is the most precise search term when one is provided by a bulletin or administrator. Otherwise search the Microsoft Update Catalog by product and update title. Catalog contents change, so search again when you are ready to install rather than relying on an old download link or a package kept indefinitely on removable media.
Read the package’s applicability notes
Open the catalog entry and read its description and installation information. Check the supported Windows release, architecture, prerequisites, supersedence or replacement information, and whether a restart is expected. Some packages only apply after an earlier servicing component or cumulative package has been installed. DISM does not perform a full dependency check when you use /Add-Package, so a command can run without proving that the image is fully ready for every dependent update.
Prepare a transfer method
Download the package on a connected computer, then copy it to the target with removable storage such as a USB flash drive. Microsoft also documents USB or DVD files as possible offline repair sources; using a USB drive to carry a downloaded update is the same practical transfer pattern. The drive is only a transport aid. It does not make an incompatible package applicable, and it is not required when the target can receive the file through another trusted local path.
Install an update on a running, disconnected PC
This is the simplest route for a one-off home or office computer. The target can remain disconnected while the installer applies a package that was downloaded elsewhere.

- Identify the target. Record the version, edition, architecture, and any KB number as described above. If the PC has a pending restart from an earlier update, restart it before beginning a new manual installation unless the package instructions say otherwise.
- Search from a connected computer. In the Microsoft Update Catalog, search for the KB number, product, or exact update title. Compare every result’s release and architecture with the target. Do not select a similarly named package merely because its file is newer.
- Download the package. Save the applicable
.msuor, where the instructions specify it,.cabfile. Keep the package’s KB number and release information with the file so it can be identified after transfer. - Move the file. Copy it to removable storage, safely eject that storage from the connected computer, and connect it to the offline PC. Copy the package to a local folder such as
C:Updates; installing from a local path avoids an accidental interruption if the removable drive is disconnected. - Use the supported installer. For a catalog
.msu, double-click the file to invoke Windows Update Standalone Installer, or run the supported standalone installer from an elevated command prompt. A typical direct invocation iswusa.exe C:Updatesupdate.msu; replace the path with the actual filename. Follow the package’s prompts and do not interrupt a servicing operation. - Use DISM only when appropriate. Microsoft documents adding a package to a running installation with
Dism /Online /Add-Package /PackagePath:C:Updatesupdate.msu. This is an example, not a universal command: the package must support the running OS and the installed DISM version must support that package format. - Restart when requested. Servicing can be incomplete until Windows restarts. If the installer reports that a restart is required, restart before deciding that the update failed.
- Verify the result. Reconnect the removable drive only if you need logs or another package. On the PC, check Settings > Windows Update > Update history and confirm that the specific KB appears as installed. If you used DISM, its package-listing operation can show packages present in the installation.
A manual package is not a replacement for every part of Windows Update. It installs only the package you obtained. If the PC needs a prerequisite, a later cumulative update, or a package for a different component, those items must be identified and downloaded separately.
Service an offline Windows image with DISM
Image servicing is for deployment technicians and administrators who need to patch a Windows image before it is applied to a computer. The image must be mounted, and the package must be applicable to that image rather than merely to the host computer running DISM.
Mount the image and stage the package
Mount the WIM or other supported image to a working directory using your normal deployment process. Copy the downloaded package to a path accessible from the servicing computer. Keep the image architecture and edition aligned with the package’s applicability notes. If several updates are required, use the installation order stated in the package documentation; dependencies and prerequisites are not automatically resolved for you.

Microsoft’s example for an offline image is:
Dism /Image:<mounted-image> /Add-Package /PackagePath:<update.msu>
Replace <mounted-image> with the mount directory and <update.msu> with the full package path. The same operation can add a supported .cab package. Review DISM output for applicability or servicing errors rather than assuming that a completed command means every dependency is satisfied.

Check what is installed
Use DISM’s package-listing operation against the image to inspect the resulting state, for example:
Dism /Image:<mounted-image> /Get-Packages
Record the package identity and state before you commit and unmount the image. If the package is listed as pending, complete the servicing workflow and any required reboot action in the deployment environment before capturing or deploying the image.
Understand the DISM version constraint
Microsoft’s current DISM reference states that .msu packages can be added to online or offline Windows 11 version 21H2 or later images. For earlier Windows images, .msu packages can be added only to offline target images. That distinction matters when a technician tests a command against the running host instead of the image being prepared. A package may also require a newer DISM implementation than the one available on the servicing computer.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The documented command forms are therefore examples, not a promise that any catalog file can be applied to any image. Confirm the target release, package prerequisites, package order, and DISM support before modifying a production image. Keep a copy of the original image so an unsuccessful servicing attempt can be discarded without damaging the deployment source.

Prepare Windows setup media when the target cannot connect
Windows Dynamic Update normally contacts a Microsoft endpoint during setup to obtain updated setup files, drivers, and other installation components. If the environment used for deployment cannot reach that endpoint, Microsoft documents obtaining the required packages from the Microsoft Update Catalog and applying them to the installation media in advance.
When pre-integration is useful
- A secure build room has no internet route.
- Deployment computers are intentionally isolated from external networks.
- You need repeatable media for many installations and want the same update baseline on each one.
What this process does not do
Pre-integrated media does not make Dynamic Update run without its normal network access. It supplies selected packages before setup starts. You still need to match the packages to the Windows release and architecture represented by the media, apply them in the documented order, and test the resulting media in the same deployment scenario in which it will be used.
Scan for missing security updates without internet access
Microsoft’s Windows Update Agent documentation describes Wsusscn2.cab as an offline scan file. Windows Update Agent can use it to determine which security updates may be applicable while the computer is disconnected. The file is a catalog of detection information, not a bundle of update installers.
Microsoft states: “The Wsusscn2.cab file doesn’t contain the security updates themselves so you must obtain and install any needed security-related updates through other means.” In practice, the workflow is two separate jobs:

USB Stick support TV, desktop, notebook computer, car, audio and other device. The USB Memory Stick is your great data storage and transfer companion with traveling and working.
- 【Easy to use】usb memory stick is plug and play without any software installation. Just simply plug the Flashdrive into the port of your USB-compatible devices such as computer, laptop to start data storage or transmission.
- 【What You Get】16 GB USB Flash Drive Thumb Drive, The default format of the usb storage flash drive is FAT32.
- Obtain the current
Wsusscn2.cabfile and run the supported Windows Update Agent scan. - For each update reported as needed, obtain the actual package through the Microsoft Update Catalog or another approved distribution channel, transfer it to the computer, and install it using the applicable method.
Copying only Wsusscn2.cab to a PC will not patch Windows. Microsoft periodically revises the scan file, and its contents and the catalog’s packages change over time, so use a current file and verify each update’s applicability before installation.
Use WSUS for a disconnected or restricted corporate network
For many computers, manually carrying individual packages is difficult to control. WSUS can distribute approved updates across a corporate network, allowing clients to obtain updates from an internal service rather than directly from the public internet. The disconnected clients still need network connectivity to the WSUS server and whatever internal infrastructure supports it.
The Microsoft Update Catalog remains useful for direct package downloads and for obtaining files needed in special servicing or media-preparation workflows. However, Microsoft’s documentation notes that catalog .msu files cannot be imported into WSUS using the described direct-import path. Do not design a WSUS process around copying a catalog file into the console and expecting it to become an approved update. Use the WSUS synchronization and approval workflow appropriate to the organization, and reserve manual catalog installation for cases where that workflow does not apply.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Troubleshoot the most common failures
| Symptom | Likely cause | What to check or do |
|---|---|---|
| “This update is not applicable” | Wrong Windows release, architecture, edition, superseded package, or missing prerequisite | Recheck winver, system type, image metadata, KB notes, and prerequisite order. Download the package whose applicability explicitly includes the target. |
| Installer requests a restart repeatedly | A previous servicing operation is still pending | Restart as requested, allow Windows to finish servicing, then retry only after checking the update history and package state. |
DISM rejects an .msu on an online system |
The target release or DISM version does not support that package form for online servicing | Check the DISM reference’s Windows version rules. Service the package in an offline image when that is the supported route, or use the installer specified by the package. |
| DISM completes but a dependent update fails | /Add-Package does not perform a full dependency check |
Read the KB installation notes, stage prerequisites first, and inspect the image with DISM’s package-listing operation. |
| The offline scan reports missing updates but no files are available | Wsusscn2.cab was mistaken for an update payload |
Use the scan result as a list of needed updates, then obtain each actual package separately. |
| Setup media behaves differently from online setup | Dynamic Update packages were not pre-applied, or they do not match the media | Acquire the appropriate packages from the Catalog, integrate them into the media in advance, and validate the media before deployment. |
| The package will not open after transfer | Incomplete copy, wrong file selected, or a path/permission problem | Copy the file again to a local folder, confirm its extension and filename, run the installer with appropriate privileges, and compare the package’s release information with the target. |
Operational checklist for a safe offline update
- Write down the target Windows version, edition, architecture, and KB requirement before searching.
- Use the Microsoft Update Catalog entry’s applicability and installation notes, not just its title.
- Download packages on a connected computer and keep their KB identity with the files during transfer.
- Separate scan data from installation payloads:
Wsusscn2.cabdetects security updates but does not install them. - Choose the workflow deliberately: Windows Update Standalone Installer for a suitable package on a running PC, DISM for supported online or offline servicing, pre-integration for setup media, and WSUS for managed internal distribution.
- For images, verify prerequisites and order because DISM’s
/Add-Packageoperation does not perform a full dependency check. - Restart when requested, then verify the KB in Update history or inspect the image’s package list.
- Recheck current Microsoft instructions before each maintenance cycle. Microsoft documentation reviewed on October 13, 2026 notes that Catalog contents, security packages, scan files, and servicing behavior change with the Windows release and tool version.
Bottom line
An internet connection is needed to obtain current packages through the normal online service, but it is not required on the Windows computer at installation time. Download the correct package elsewhere, transfer it, and use the supported installer or DISM workflow for the target. Treat offline scanning, live-PC updating, image servicing, setup-media preparation, and WSUS distribution as separate tasks; the right package and method depend on which one you are performing.
