Yes. On an Apple silicon Mac, the usual local approach is to run Windows 11 for Arm in a virtual machine. Windows can then emulate many Intel-designed Windows apps inside that virtual machine. Parallels also provides a virtual TPM 2.0 for supported Windows 11 virtual machines; that is virtualization, not a TPM bypass.
How Windows runs on an Apple silicon Mac
The setup has two distinct stages: the Mac runs an Arm-based Windows guest in a virtual machine, and Windows may emulate an x86 or x64 Windows application within that guest. A native Arm64 Windows app avoids the second stage. Microsoft recommends native Arm apps for performance, responsiveness, and battery life. Apple’s Rosetta 2 is not part of this Windows-app path. It translates Intel Mac applications so they can run in macOS on Apple silicon; Windows’ own emulation handles many Intel Windows applications inside Windows for Arm. Apple documents Rosetta’s role.

Parallels says its Apple silicon virtualization engine uses hardware-assisted virtualization for Arm-based virtual machines, and its installation guidance calls for an Arm Windows image. Microsoft cautions that not all apps and hardware work. Compatibility depends on the particular app, driver, device, or game; “many applications” does not mean every application. What the virtual TPM does—and does not mean
A TPM is a security component Windows can use for functions such as protecting keys. In Parallels, the Windows VM receives a virtual TPM 2.0 device. Parallels says all listed editions support TPM 2.0 from version 17, and that new Windows 11 virtual machines receive one automatically from version 17.1.0 onward. Adding it also enables Secure Boot. The TPM state is stored in an encrypted file in the virtual machine bundle. Parallels explains its virtual TPM implementation.
Calling this a TPM “fake” or bypass is misleading: the VM is presented with a virtual TPM, rather than Windows simply skipping the requirement. The documentation does not establish that the Mac’s Secure Enclave is itself the VM’s TPM. Parallels also warns that, by default, a TPM-equipped VM is restricted from running on another Mac if copied or moved. Keep recovery keys and backups in mind before relying on portability.

These scopes are not interchangeable: Microsoft’s cited Parallels authorization is specifically for versions 18–20 and M1–M3 Macs, while its guidance identifies Windows 365 as a hosted alternative. Confirm current compatibility for newer Mac chips, Parallels releases, and the Windows edition and licensing terms you intend to use. See Microsoft’s Windows on Arm overview.

Start with the software and hardware you cannot do without. Ask each app vendor whether the current Windows version supports Windows on Arm and whether its drivers or connected devices are supported. For games and graphics-heavy software, verify the specific title rather than assuming that Windows app emulation guarantees it will run.

Parallels’ limitations page, last updated August 25, 2026, specifies DirectX 11.1 and OpenGL 4.3 3D support. It also lists nested virtualization, WSL2, and VBS as unavailable in the described Parallels environment, and identifies WSL1 as a workaround for WSL2. Microsoft separately warns that some hardware, games, and apps may be limited, including software that depends on DirectX 12. These constraints can rule out a VM for particular workloads; Windows 365 may suit users who need nested virtualization, but its hosted model brings different requirements. For a new local setup, use an Arm-based Windows image through Parallels’ installation flow; Parallels describes retrieving Windows 11 from within its app. Windows 11 licensing is separate from the VM software: Microsoft says each Windows 11 Pro instance needs its own license if you do not already have one, and identifies download and retail as purchase routes. Check the applicable edition and terms for your use. Parallels’ installation guidance and Microsoft’s Windows-on-Mac guidance provide the relevant context.

Do not assume an Intel Windows virtual machine will boot as-is on an Apple silicon Mac. Parallels states: “An Intel-based virtual machine (VM) cannot be started on a Mac with Apple silicon chip due to the difference in architecture.” Its April 2026 documentation describes a separate Parallels Desktop Emulator for some Intel VMs beginning with version 20.2.0, limited to Pro, Business, or Enterprise licenses. That is not the same as Windows emulating an Intel application inside an Arm VM. See Parallels’ documentation on Intel- and ARM-based virtual machines.
Parallels also says Microsoft no longer supports Windows 10 Arm and Windows 10 is no longer supported in Parallels on M-series Macs. Check the current Parallels and macOS support matrix before installing or migrating a VM. Parallels’ Apple silicon installation article covers this support guidance.
