Yes, but the answer depends on what you bought and what happened after checkout. Valve’s normal Steam rule is a refund request within 14 days of purchase with less than two hours of playtime. DLC, bundles, Early Access purchases, pre-release games, gifts, in-game items and Steam Wallet funds each add conditions. You request the refund through Steam Support; an approved refund is generally issued within a week.
The Steam refund rule that applies to most games
For a normal game or software purchase, Valve says it will issue a refund when you request it within 14 days and the title has been played for less than two hours. Both requirements normally apply: being inside the time window does not overcome excessive playtime, and having little playtime does not normally overcome an expired window.
You can still submit a request after one or both limits. Steam Support may review an unusual case, but approval outside the published rule is discretionary rather than guaranteed. The policy page was last updated April 23, 2024, so the live policy and support form should control if Valve changes the wording or if local consumer law gives you additional rights.

Can you refund Steam DLC?
Steam DLC purchased from the Steam store is refundable within 14 days when the underlying game has been played for less than two hours since the DLC purchase. The DLC also must not have been consumed, modified or transferred. The “since the DLC purchase” qualification matters: the relevant playtime is not simply every hour ever recorded for the game, but Valve can still evaluate the transaction and the game’s usage history.

What counts as consuming or transferring DLC?
- Activating a consumable item, spending a currency pack or using a one-time boost can make the DLC ineligible because it has been consumed.
- Changing, combining or otherwise modifying DLC can prevent a refund under Valve’s condition.
- Trading, gifting or transferring the content to another account also removes the normal DLC refund eligibility.
Read the DLC’s store listing before buying. Some third-party DLC is explicitly labeled nonrefundable at checkout. That notice takes precedence over assuming that every add-on follows the ordinary store rule.
What happens to the base game?
Refunding an add-on does not automatically refund the base game. If you also want the game refunded, submit a separate request and expect Steam to evaluate its own purchase date and playtime. Removing DLC may also change access to features that depend on it.
Can you refund a Steam bundle?
Valve allows a full refund for a Steam Store bundle when no item in the bundle has been transferred and the combined usage of all bundle items is under two hours. Steam aggregates usage across the bundle; playing one component can therefore affect the refund status of the entire package.
Bundles with nonrefundable content
Some bundles include DLC or in-game content that is not eligible for refunds. Steam’s checkout screen identifies whether that particular bundle is refundable. Check that notice before completing payment, especially when a package contains consumables, third-party add-ons or items that will be delivered to another account.

Why a bundle request may fail
- An item was transferred, traded or otherwise moved out of the purchasing account.
- Combined playtime across the included games reached the limit even though each individual game was played briefly.
- The bundle’s checkout disclosure identified one or more components as nonrefundable.
- You are attempting to refund only part of a package whose terms allow a full-bundle refund but do not support separating already-used items.
Does Steam refund Early Access and pre-release games?
Early Access
Early Access games use the normal Steam refund policy. Valve considers both the purchase date and playtime; the fact that a game is unfinished, changing or still in development does not create a special refund period.
Pre-release purchases
For a game bought before its release date, the 14-day refund clock starts when the game is released. However, any playtime accumulated during the pre-release period counts toward the two-hour limit. A buyer cannot play several hours before launch and then claim a new two-hour allowance after release.
If you bought a pre-release package that includes separate DLC or bonuses, evaluate each component’s terms. A pre-release game’s treatment does not automatically override a nonrefundable DLC notice or the rules for consumed content.
Can you get money back for a gifted Steam game?
Unredeemed gifts
An unredeemed gift can be refunded under the standard 14-day and two-hour conditions. The purchaser submits the request, and the funds return to the account or payment source used to buy the gift. A delivered gift recipient has 30 days to accept or decline it; if neither happens, Steam automatically cancels and refunds the gift.

Redeemed gifts
Once the recipient has accepted the gift, the recipient must initiate the refund in Steam Support and authorize removal of the game from their library. After that authorization, the original purchaser submits the purchase refund request. Valve returns the funds to the purchaser, not to the recipient.
What if the recipient refuses?
The purchaser cannot unilaterally remove a redeemed gift. Without the recipient’s approval, the normal redeemed-gift process cannot proceed. Contacting Steam Support can still document the situation, but approval is not assured when the required authorization is missing.
How to request a Steam refund
- Open help.steampowered.com and sign in to the Steam account that made the purchase. For a redeemed gift, the recipient begins the authorization step from their own account.
- Select Purchases.
- Choose the relevant game, DLC, bundle or gift, then select the problem that best describes the issue.
- Choose I’d like to request a refund.
- Complete the form, explain any relevant circumstance briefly and submit it.
- When Steam offers a destination, choose Steam Wallet or the original payment method.
Keep the confirmation message and check the purchase history for status updates. Valve says an approved refund is issued within up to one week. The time for the money to appear can vary by payment provider, while Steam Wallet credit may appear differently from a card or bank reversal.

Where the refund goes
Steam normally offers a choice between returning the money to the original payment method and crediting Steam Wallet. The available choices depend on the transaction and payment method. For a gift, the original purchaser receives the money even when the recipient had to authorize removal. Do not expect a redeemed gift refund to become balance for the recipient.

Exceptions that use different rules
Steam Wallet funds
Steam Wallet funds are refundable within 14 days only when they have not been used. Once Wallet credit has paid for another purchase, the original Wallet transaction is no longer an unused-funds case.
Valve in-game purchases
Eligible purchases inside Valve-developed games can be refunded within 48 hours when the item has not been consumed, modified or transferred. This is separate from the ordinary game and DLC rule. Items used in a match, opened, traded or otherwise changed may fall outside that window’s conditions.
Purchases made outside Steam
Valve cannot refund third-party CD keys, retail codes or Steam Wallet cards bought elsewhere. The seller or retailer that processed the payment must handle those disputes.

Steam generally does not refund video content unless it was sold as part of a bundle with other refundable content. A video-only purchase therefore should not be assumed to qualify under the game refund rule.

VAC bans and suspected abuse
Games associated with a Valve Anti-Cheat ban lose refund rights. Valve may also stop offering refunds if it believes an account is abusing the refund system. A refund request is intended to correct an unsuitable purchase, not to provide unlimited temporary access.
Why Steam may deny a request and what to check
The request is outside the normal window
Confirm the purchase date, not the date you first installed the game. For pre-release purchases, use the release date as the start of the refund period. If the standard period has passed, submit the request with a concise explanation, but treat any approval as an exception.
Playtime is over the limit
Check the playtime for the correct title and, for bundles, add the usage of every included item. For DLC, Steam evaluates playtime in the underlying game after the DLC was purchased. Pre-release hours also remain part of the total.
The content was used or moved
Do not consume, modify, trade or transfer DLC, bundle items, gifts or in-game purchases while deciding whether to request a refund. If an item was already used, explain exactly what happened in the support form; Valve will decide whether an exception applies.
The purchase does not appear in Steam Support
Sign in to the account that paid for the transaction and open Purchases. A third-party code, retail Wallet card or payment made on another account will not become refundable merely because the resulting game appears in your library.
A gift request is blocked
Determine whether the gift is still unredeemed. If it was redeemed, the recipient must first authorize removal. If the gift was delivered but ignored, the 30-day acceptance period can expire and trigger automatic cancellation.
Practical checklist before you submit
- Identify whether the transaction is a game, DLC, bundle, Early Access title, pre-release purchase, gift, Wallet top-up or in-game item.
- Record the purchase date and, where relevant, the game’s release date.
- Check the playtime shown by Steam; for a bundle, consider the combined usage of every component.
- Confirm that no DLC or included item was consumed, modified, traded or transferred.
- Read any nonrefundable notice shown on the store or checkout page.
- Use the account that made the payment, and arrange recipient authorization first for a redeemed gift.
- Select the preferred refund destination when Steam presents the choice.
Bottom line
Steam can refund DLC, bundles, Early Access games, pre-release purchases and gifts, but each category has a different condition to check. The safest path is to stop using the content, verify the purchase and playtime details, obtain recipient approval for a redeemed gift, and submit the request through Steam Support.
