Yes, an app can move you toward real proficiency, but finishing a course, maintaining a streak, or earning a high in-app score is not the same as being broadly fluent. The honest answer depends on what you mean by fluent and which skills you need. Apps are good at structured vocabulary, grammar, reading and listening practice, and some have measured gains in speaking. Spontaneous conversation, however, requires evidence that you can understand unpredictable speech and respond to another person in real time.

Use an app as a primary practice tool if it matches your target language and level, then test transfer outside the app. If your goal is sustained conversation, plan for live interaction or other feedback rather than assuming course completion proves it.

First define “fluent”

Fluent is not a single universally agreed score. The Council of Europe’s Common European Framework of Reference for Languages (CEFR) describes proficiency through “can-do” statements for separate activities: listening, reading, spoken production, spoken interaction and writing. A person can read well while still struggling to follow a fast conversation, or speak comfortably about familiar topics while writing inaccurately.

For spoken interaction, the CEFR gives useful anchors:

CEFR reference Descriptor relevant to conversation What you would need to demonstrate
B2 “Can interact with a degree of fluency and spontaneity that makes regular interaction, and sustained relationships with users of the target language quite possible without imposing strain on either party.” Regular conversations on a broad range of subjects, with enough speed and flexibility that both people can participate normally.
C1 “Can express themselves fluently and spontaneously, almost effortlessly.” Natural, flexible expression, including handling unfamiliar subjects and reformulating ideas without long pauses.

These are performance descriptions, not app milestones. A course may advertise an intended CEFR level, but that does not establish that every learner reaches it or that every skill reaches the same level. Before choosing an app, write down the task you actually care about: ordering and socializing while traveling, handling work meetings, following films, passing an exam, or maintaining an unscripted conversation. Each requires a different level of evidence.

What the evidence says apps can teach

Apps measure more than vocabulary, at least in some programs

Duolingo says its efficacy framework tests vocabulary and grammar as well as reading, listening, speaking, writing, transfer and intended proficiency. That is a description of the company’s research program, not independent proof that every course produces identical results. It is nevertheless a useful standard: a serious fluency claim should include performance outside simple recognition exercises and should identify which skills were tested.

A 12-week Babbel study found gains in a specific group

Loewen, Isbell and Sporn’s 2020 study in Foreign Language Annals followed 54 English-speaking adults who were not enrolled in Spanish classes. They used Babbel for 12 weeks with a goal of roughly 10 minutes per day. The researchers assessed receptive vocabulary and grammar knowledge and oral communicative ability. This is evidence about that app, that Spanish course and that participant group. It does not show that every language-learning app produces fluency, nor that 12 weeks is enough for a typical learner to become fluent.

Beginner Duolingo research measured reading and listening

A 2021 peer-reviewed study by Jiang and colleagues evaluated reading and listening outcomes in beginning-level Duolingo courses. Those results are relevant if your goal is understanding written and spoken input at an early level. They are not, by themselves, a full test of spontaneous conversation, writing quality or sustained interaction with another person.

Company summaries report additional results

Duolingo’s own efficacy summary says that more than 60% of learners surveyed reported using what they learned outside the app. It also reports that beginners reached 90% accuracy in a short spoken-and-written conversation test after four to six weeks. Both figures are company-reported findings. A short test and a self-report are narrower than an independent proficiency examination or months of ordinary conversation, so they should not be presented as a general fluency rate.

A 2024 Duolingo white paper reports that 66% of Spanish learners and 53% of French learners reached A2 speaking level. Those percentages apply to the study described in that white paper; the summary available here does not provide enough sample and method detail to generalize them to all learners, languages or courses. A2 is also an elementary speaking level, not the B2 or C1 performance many people mean by fluent.

Why an app score is not a conversation certificate

Most app exercises make the answer space predictable. You may select a translation, repeat a sentence, fill a blank or respond to a prompt with familiar vocabulary. Real interaction removes those supports:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Listening is variable. People speak at different speeds, reduce sounds, use accents and change topics without warning.
  • Recall is harder than recognition. Knowing that a displayed answer is correct does not guarantee that you can retrieve the words quickly when someone is waiting for a reply.
  • Interaction is negotiated. You must ask for clarification, interrupt politely, repair a misunderstanding and recognize when the other person has finished speaking.
  • Topics are open-ended. A scripted lesson may not prepare you to explain an opinion, tell a story in the past, or discuss an unfamiliar problem.
  • Accuracy and ease are different. You can communicate successfully with errors, or produce accurate isolated sentences too slowly for a natural exchange.

That gap does not make app practice useless. It tells you what to measure next. Treat in-app progress as evidence that you completed a particular learning activity, then seek a separate demonstration of the real-world task.

How to judge an app or study route

Do not rank apps by streak length or marketing claims alone. Compare the outcome and the evidence behind it.

Question What to check Why it matters
Which skill is tested? Reading, listening, writing, pronunciation, spoken production or interactive conversation. A reading-and-listening result cannot establish conversational fluency.
What proficiency target is intended? The stated CEFR level, course scope and target language; distinguish a course objective from an independently assessed result. “Fluent” can mean anything from basic travel exchanges to advanced professional interaction.
Under what conditions? Lesson time, course duration, prior knowledge, additional classes and opportunities to speak spontaneously. Results depend on exposure and practice conditions, not only on the app name.
How strong is the evidence? Company report or peer-reviewed study, sample size, comparator, test design and whether all four skills were measured. Independent testing and a clear comparator support stronger conclusions than a testimonial.
Did the test transfer? App exercise, simulated conversation, independent proficiency test or interaction with another person. The closer the test is to your intended use, the more useful the result is for planning.

A Cambridge Core record describes a comparison of an app course, classroom instruction and a combined condition for beginner French. The record alone does not establish that one route was superior, so it should not be used as a universal ranking. There is currently no sound basis in these studies for declaring one app or one study route the best for every language and learner.

A practical app-first plan for reaching real conversational ability

1. Set a task and a level

Choose a concrete outcome and map it to a CEFR range when possible. For example, “hold a 15-minute conversation about work and weekend plans” is testable; “be fluent” is not. If you need ordinary, sustained interaction, B2-style performance is a more useful target than a course completion badge. If you need flexible, almost effortless expression, you are describing a higher C1-type goal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Establish a baseline before you start

Record yourself answering a few unscripted questions, read a short passage aloud, write a short message and complete a listening task without subtitles. Keep the samples. A baseline lets you distinguish genuine improvement from familiarity with the app’s interface.

3. Use the app for structured input and retrieval

Follow the course sequence for vocabulary, grammar, reading and listening. Retrieve answers rather than relying on hints, and revisit material after a delay. The Babbel study’s roughly 10-minute daily goal shows that short, regular sessions can be studied experimentally; it is not a universal dosage or a promise that 10 minutes produces fluency.

4. Add speaking that the app cannot simulate well

Schedule conversation practice with another speaker or a live language tutor. Ask for corrections on pronunciation, word choice and grammar, but also practice keeping the exchange moving. Start with predictable situations, then introduce unfamiliar topics and timed responses. This is a practical way to address the CEFR requirement for spontaneous interaction; the cited studies do not prove that tutoring is mandatory.

5. Train your ear on natural speech

Use recordings, broadcasts or conversations that are not slowed to lesson speed. First listen for the main idea, then replay short sections to notice reductions, linking and unfamiliar vocabulary. Measure whether you can follow the message, not whether you can translate every word.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Produce writing and get feedback

Write messages, summaries or opinions related to your goal. Automated correction can flag patterns, but human feedback is valuable for tone, ambiguity and what a reader would naturally understand. Keep a list of recurring errors and deliberately reuse corrected forms.

7. Test transfer at regular intervals

Every few weeks, repeat an unscripted speaking recording, a new listening sample and a writing task. Include at least one conversation with a person who has not seen your lesson prompts. Track pauses, successful repairs, comprehension and clarity, not just the number of completed lessons.

Signs your plan is working—and signs to change it

Useful progress signals

  • You understand the main point of unfamiliar audio at a natural pace.
  • You can answer follow-up questions without translating every sentence mentally.
  • You can ask for clarification and recover after a misunderstanding.
  • You can explain the same idea in more than one way when a word is missing.
  • Your writing is understandable to a reader who does not know the exercise prompt.

Warning signs

  • Your score rises but you cannot produce a 60-second answer without the app’s cues.
  • You recognize a word in a lesson but cannot recall it during conversation.
  • You understand lesson audio but lose the thread when speakers overlap or change topic.
  • You avoid speaking because the app never provides corrective feedback on interaction.
  • You repeat the same pronunciation or grammar error despite completing more lessons.

When warning signs appear, do not simply increase your streak. Shift part of your study time to the missing skill, change the difficulty or seek feedback that exposes the problem.

Can app-only study produce fluency?

The available evidence supports neither a universal guarantee nor a universal impossibility. A highly motivated learner with substantial time, effective course content and frequent real-world interaction might reach advanced proficiency while using an app as a central tool. The studies cited here do not establish how often that happens, and they do not show that completing an app course alone reliably produces B2 or C1 conversation for the average learner.

For most people, the safest interpretation is “app plus transfer practice.” Let the app supply a consistent curriculum and retrieval practice; use conversations, natural listening, writing and independent assessments to prove that knowledge works beyond the lesson format. If you only need beginner reading or travel phrases, the app may be close to the whole solution. If you need durable, spontaneous interaction, it is one component of a broader plan.

What to ask before paying for a course or subscription

  • Does the course cover your target language variety and the level you need?
  • Which skills are independently assessed, and are speaking and interaction included?
  • Can you see examples of tasks at your intended CEFR level rather than only vocabulary quizzes?
  • What opportunities exist for feedback on pronunciation, writing and spontaneous speech?
  • Can you export or review your mistakes so that practice is not locked to a streak?
  • What will you use outside the app to test listening and conversation?

Answering these questions prevents a common mistake: buying an engaging beginner course when the real need is advanced listening or professional conversation.
