Yes—but only for supported Xbox PC games that are installed on the handheld, allow offline play, and have a valid license prepared while the device is online. Xbox Cloud Gaming is streamed and therefore requires an internet connection. The answer to “Can you play Xbox games offline on a handheld gaming PC?” depends on which version of the game you have and its own offline and licensing rules.
Which Xbox games can you play offline?
A Windows gaming handheld can run supported games from the Xbox PC app. That includes games offered as PC titles and participating Xbox Play Anywhere games; it does not mean the entire Xbox console catalog is playable as PC software. Check the game’s PC availability and requirements on Xbox on PC.
A console purchase alone does not guarantee access to the PC version. Microsoft’s digital-goods usage rules govern how digital content may be used, while Play Anywhere applies to participating titles. Confirm that the specific game is available for PC and that your account has the appropriate entitlement.
Installed games and streamed games are different
For offline play, the PC game must be downloaded and installed on the handheld before you lose connectivity. Xbox Cloud Gaming streams a game rather than running a locally installed copy, so it cannot be used offline. The game itself must support offline use
Installation and a prepared license are not enough if the title requires an active connection. Multiplayer, server-side checks, a launcher, or other online-only features may stop a game from launching or limit what you can do without a network. Offline behavior varies by title, so check the game’s own requirements and guidance before relying on it during travel.
Prepare the handheld before going offline
On a ROG Ally, ASUS documents a setup for Microsoft Store and Xbox games. Its instructions are specific to the ROG Ally family and should not be treated as a guarantee for every Windows handheld, game, or licensing route.

- Connect to the internet. Sign in to Windows and the relevant Microsoft account while online, then install the game you intend to play.
- Enable Offline Permissions. Open Microsoft Store, go to its settings, and switch on Offline Permissions.
- Launch each intended game online. Start the game at least once while connected so its initial sign-in and license checks can complete.
- Test before departure. Disconnect from the internet and try launching the game. This can reveal title-specific sign-in, launcher, or license requirements while you still have connectivity available.

ASUS says games on one logged-in Windows handheld can be played offline if they were launched within the prior 14 days, and describes designating an offline device as a separate option. Treat that 14-day period as ASUS guidance for its documented setup—not a universal offline window for all Xbox PC games.

Offline play is not the same as permanent access. Microsoft’s Xbox Game Development Kit documentation describes an “Offline PC” as a Windows device designated for limited offline play. A title’s license must first be acquired and downloaded online, and that license must be renewed periodically. The documentation does not establish one refresh interval that applies to every title.

Microsoft says an account can change its designated offline PC up to three times in a 365-day period. That limit is relevant if you switch which Windows device is designated; it is not a promise that every game will work offline for a set number of days. Read the Microsoft product-sharing and licensing documentation alongside the game’s own requirements.
Game Pass and owned games
PC Game Pass applies across compatible Windows devices, but a subscription does not remove game-level license or offline requirements. A subscription title may depend on your subscription entitlement remaining valid. An owned digital game is also subject to licensing checks. Neither case should be treated as a guarantee of permanent offline access.

Check compatibility and avoid common surprises
Xbox PC guidance lists Windows 10 or Windows 11, version 22H2 or higher, for the Xbox PC app. Individual games have their own system requirements, and a handheld’s ability to install a game does not establish that it will perform well. Check the title’s PC requirements and expected handheld compatibility before downloading it for a trip.

- The game is missing from the PC app: Verify that a PC version is offered and that your account has the relevant purchase or subscription entitlement. A console version is not automatically a PC license.
- The game asks you to connect: It may need an initial online launch, a license check, a launcher sign-in, or a connection for a particular feature. Connect and complete any required setup, then test offline again.
- The game launches but a mode does not work: The affected mode may rely on multiplayer servers or other online services. Use only the modes the title supports offline.
- Cloud play is unavailable: Cloud Gaming needs a connection because the game is streamed. Install the PC version locally if one is available and prepare it for offline play instead.
Can I play Xbox Game Pass games offline on a handheld?
Sometimes. The game must have a compatible PC version, be installed locally, support offline use, and have its license prepared while you are online. Subscription access and the game’s own connection requirements still apply, so confirm the specific title and test it before relying on offline play.

Can I use Xbox Cloud Gaming without Wi-Fi?
No. Cloud Gaming streams the game and requires an internet connection. Offline play requires a supported PC game installed on the handheld rather than a cloud stream.
