No—not on PlayStation Portal. Portal streams games rather than running locally downloaded PS5 games, so you need an internet connection to play. Remote Play streams a game from your PS5, which must be online and powered on or in Rest Mode. Cloud Streaming can work without your PS5 turned on, but it still requires broadband, PlayStation Plus Premium, an eligible game, and a supported region.
Why PlayStation Portal cannot play PS5 games offline
PlayStation Portal is a remote player, not a standalone handheld console that installs and runs PS5 games. Its documented play options send a live stream to the device: either from your PS5 through Remote Play or from PlayStation’s cloud service. Neither option is offline play, and PlayStation’s product descriptions do not identify a feature for downloading full PS5 games onto Portal for later offline use. PlayStation’s Portal product page and its Portal software update information describe its streaming features.

A game installed on your PS5 is still installed on the console—not on Portal. Portal displays the game while it runs elsewhere, so losing the required connection interrupts play.

How Remote Play works
Remote Play connects Portal to a paired PS5 and streams a game installed on that console. The PS5 must be connected to broadband and either powered on or in Rest Mode. This lets you play away from the television, but it does not make the game available offline or remove the PS5 requirement. PlayStation’s product FAQ describes the connection requirements.

How Cloud Streaming differs
Cloud Streaming can stream select PS5 games to Portal without using a powered-on PS5. It still requires broadband Wi-Fi and an active PlayStation Plus Premium membership. The game must be eligible for streaming, and the feature must be available in your region. PlayStation describes access to select games from the Plus Game Catalog and Classics Catalog, as well as select digital PS5 games in a player’s library. Catalog selection can change. PlayStation’s Cloud Streaming overview and its Portal Cloud Streaming support page explain eligibility.
The important distinction is that Cloud Streaming removes the need to have your own PS5 running the game; it does not remove the internet connection. Turning off your console is not the same as playing offline.

Connection speeds PlayStation publishes
PlayStation gives different figures for different purposes. Treat these as published service thresholds or recommendations, not guarantees of smooth play: actual streaming quality depends on your connection and network environment.

Can you download games to PlayStation Portal?
Not as locally installed PS5 games for offline play. A download on your PS5 remains on the PS5; Remote Play streams that console’s game to Portal. Cloud Streaming streams eligible titles from PlayStation’s service instead of downloading them to Portal. If offline handheld play is essential, Portal’s documented modes do not meet that requirement.
