Yes. Civilization can be played offline on Steam, but the exact rules depend on whether you mean Civilization VI or Civilization VII, and whether you are playing alone, over the internet, on a local network, or in hot-seat mode. Civilization VI’s online manual says the first launch needs an active internet connection, after which single-player can work offline. Civilization VII officially supports restricted offline single-player; online multiplayer and cross-progression require internet access and a logged-in 2K Account. Civilization VII also lists LAN multiplayer for Steam and Epic players.
At a glance: offline and multiplayer support
| Game | Offline single-player | Multiplayer modes identified by official sources | Important qualification |
|---|---|---|---|
| Civilization VI | Yes, after the first launch, according to the official online manual. | Internet multiplayer, local-network multiplayer and hot-seat multiplayer. | The manual says an internet connection is required for the first launch and for multiplayer. It is an older document, so it should not be treated as a universal statement about every current build or platform. |
| Civilization VII | Yes, but with restrictions. | Internet multiplayer and LAN multiplayer are listed; the Steam store page also advertises online PvP, LAN PvP and cross-platform multiplayer. | Online multiplayer and cross-progression require an internet connection and a logged-in 2K Account. The Steam listing says a 2K Account is not required for offline play. |
The practical answer is therefore “yes, with conditions.” Being able to start a campaign without internet is a different question from being able to join an internet match, use account-linked progression or play with people on another network.
Civilization VI: what offline play requires
First launch must be connected
The official Civilization VI online manual states that the game needs an active internet connection for its first launch. Plan to start the game while connected before relying on it during travel, in a location with unreliable service or on a device that will be taken offline.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThis is a first-launch requirement, not a statement that every subsequent single-player session must remain online. The same manual says that, after the first launch, play does not need an active internet connection unless you want to use multiplayer.

Later single-player sessions
Once the first launch has been completed, the manual’s guidance supports offline single-player. That means a normal solo campaign is the mode most clearly covered by the offline allowance. The document does not establish that every peripheral service, account feature or future update will work without connectivity, so treat offline support as applying to the game session itself rather than assuming all connected features are available.
Civilization VI: multiplayer choices
Internet multiplayer
Civilization VI’s manual distinguishes multiplayer from offline solo play and says an internet connection is needed for multiplayer. If the other players are connecting through the internet, going offline will prevent that type of session.
Local-network multiplayer
The manual also lists local-network multiplayer. This is separate from internet multiplayer: players are connected through the same local network rather than through a remote internet match. The manual identifies the mode, but it does not provide a current platform-by-platform checklist for network discovery, router settings or account requirements. Those details should not be inferred from the offline single-player rule.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Hot-seat multiplayer
Hot seat is another mode named in the Civilization VI manual. Players take turns on the same computer, so it is conceptually different from both an internet match and a local-network session. The manual’s inclusion of hot seat confirms that “multiplayer” does not always mean an online connection, even though the same document separately says internet is required for multiplayer generally. Because the source is old and does not explain every mode’s current implementation, verify the mode shown by your installed version before planning a session.

Civilization VII: offline play is available, but limited
What the official offline guidance says
Civilization Support’s article “Civilization VII: Offline Play,” published and updated February 10, 2025, confirms that offline access supports single-player with restrictions. Offline access should therefore be understood as a supported solo mode, not as a switch that preserves every online capability.
The Steam store listing for Civilization VII adds an important account clarification: a 2K Account is not required for offline play. That statement addresses the account requirement for starting an offline session; it does not remove the separate connectivity requirements attached to online multiplayer and cross-progression.
Features that do not carry over offline
The same official support guidance states that “Online multiplayer and cross-progression require a connection and being logged in to your 2K Account.” Cross-progression is specifically tied to both conditions. If you are offline or not logged in, do not expect account-linked progress to synchronize between devices or platforms.

Civilization VII: internet, LAN and cross-platform multiplayer
Internet multiplayer
Online multiplayer is a connected feature. Civilization Support explicitly requires an internet connection and a logged-in 2K Account for online multiplayer. This requirement applies even if the game itself can be launched offline for a solo campaign.
LAN multiplayer
The official “Civilization VII: Game Modes” support article, published January 10, 2025 and updated January 30, 2025, identifies LAN as a separate multiplayer option for Steam and Epic players. LAN means the participating computers share a local network; it is not the same as joining a remote internet lobby.
The support material does not say that LAN is identical to offline single-player, nor does it state that every account or login condition is waived for LAN. Keep the categories separate: offline single-player, LAN multiplayer and internet multiplayer are different modes with potentially different checks.

Cross-platform and cross-progression are different concepts
The Civilization VII Steam listing advertises cross-platform multiplayer, while the support article separately states that cross-progression needs internet access and a logged-in 2K Account. Cross-platform multiplayer concerns playing a match with people on another supported platform; cross-progression concerns carrying progress between places or devices. One should not be used as proof that the other works offline.

How to prepare Civilization for an offline trip
The following checklist follows the documented requirements without assuming an undocumented Steam interface or a particular operating-system workflow.
- Connect to the internet before you leave. Civilization VI’s manual requires an active connection for the first launch. Civilization VII’s offline support also presumes that you have completed whatever initial setup your installation requires.
- Launch the specific game once while connected. Do this for the title you intend to play, rather than assuming that launching one Civilization game authorizes another.
- Reach the game’s main menu and start a solo session. This confirms that the installed title can enter single-player before you disconnect.
- Decide which features must work offline. For Civilization VII, plan only on restricted single-player. Do not schedule online multiplayer or cross-progression for the disconnected period.
- Close the game normally, then test without internet if possible. A short test is more reliable than discovering the first-launch requirement at an airport, hotel or other location where connectivity is unavailable.
- Keep a connected fallback plan for multiplayer. If you intend to play with other people, determine whether the session is internet-based, LAN-based or hot seat before disconnecting. The requirements differ by mode and game.
Choosing the right mode for your situation
| Your situation | Most clearly supported option | Connection expectation | What to remember |
|---|---|---|---|
| Playing alone after the game has been launched before | Civilization VI single-player | Offline is supported by the manual after first launch. | The manual is older guidance and does not guarantee every current build behaves identically. |
| Playing Civilization VII alone without internet | Civilization VII offline single-player | Offline access is available with restrictions. | A 2K Account is not required for offline play according to the Steam listing, but online and account-linked functions remain separate. |
| Playing with remote friends in Civilization VI | Internet multiplayer | Internet required according to the manual. | Offline single-player support does not imply offline internet multiplayer. |
| Playing with people on the same network in Civilization VI | Local-network multiplayer | Uses the local network; the manual lists the mode separately from internet play. | The manual does not state every current discovery or account requirement. |
| Taking turns on one computer in Civilization VI | Hot-seat multiplayer | The manual lists hot seat; it does not provide a newer detailed requirements matrix. | Hot seat is not the same as an internet match. |
| Playing Civilization VII with Steam and Epic users on one local network | LAN multiplayer | LAN is listed for Steam and Epic players. | Do not confuse LAN with internet multiplayer or assume that offline solo rules answer LAN requirements. |
| Moving progress between devices or platforms in Civilization VII | Cross-progression | Internet connection and a logged-in 2K Account are required. | This is unavailable as a fully offline function. |
Troubleshooting common connection misunderstandings
The game will not start while disconnected
For Civilization VI, check whether the first launch was ever completed while online; the manual makes that an explicit prerequisite. For Civilization VII, confirm that you are attempting restricted single-player rather than an online or account-dependent feature. The Steam listing’s offline account exception does not mean every mode is available offline.
An online match cannot be joined offline
This is expected rather than a contradiction. Civilization VI’s manual requires internet for multiplayer, and Civilization VII’s support article requires both internet and a logged-in 2K Account for online multiplayer.
A LAN session is being treated like an internet session
LAN is a separate category in Civilization VII’s official game-mode guidance, and local-network play is separately listed for Civilization VI. Make sure all players are actually on the same local network and that you selected a LAN or local-network mode rather than an internet lobby. The supplied official material does not specify further network-diagnosis steps.

Progress is missing after playing offline
For Civilization VII, cross-progression depends on an internet connection and a logged-in 2K Account. Offline play should therefore be treated as a local, restricted session until you reconnect and satisfy those account conditions.
How current are these requirements?
The Civilization VI statements come from the Firaxis Games/2K online manual hosted on Steam. Because that manual is older, its first-launch and multiplayer wording should be read as documented manual guidance, not as a promise that every current Civilization VI build, operating system or storefront has identical behavior.
The Civilization VII information comes from current Civilization Support articles dated January and February 2025, plus the Steam store listing. Those sources agree on the central distinctions: restricted offline single-player, internet-and-account requirements for online multiplayer and cross-progression, and LAN as a separate option. They do not provide a complete compatibility matrix for every edition, update or platform, so avoid extending one game’s rule to the other.
Bottom line for Steam players
You can play Civilization offline on Steam, provided you separate first-launch setup from later solo sessions and distinguish each multiplayer type. Civilization VI’s manual supports offline single-player after an online first launch and lists internet, local-network and hot-seat multiplayer. Civilization VII supports restricted offline single-player; its online multiplayer and cross-progression require internet access plus a logged-in 2K Account, while LAN multiplayer is listed for Steam and Epic players. If you need a guaranteed offline session, launch and test the exact game while connected, then use single-player rather than an online or account-synchronized mode.
