Often, yes—but two separate checks decide the answer. Steam Offline Mode can run a card-based RPG after Steam, the game and any required first-run setup have been prepared online. Controller play is determined by the individual game’s Steam listing, not by the card-RPG genre. A listing marked Full Controller Support is the clearest signal that you can launch and play without a mouse or keyboard.
Offline play and controller play are separate questions
A Steam game can support one capability without supporting the other. A single-player deckbuilder might work with a controller but require an online first launch, or it might launch offline while still requiring a mouse for menus. Check both the game’s connection requirements and its controller label before you leave a reliable internet connection.
Steam’s own definition is narrow: “Offline Mode allows you to play games through Steam without having an active connection to the Steam Network.” That applies to games that have been prepared correctly and do not impose their own online requirement. It is not a guarantee that every game in a genre will launch without internet access.
For controller use, Steam says titles marked Full Controller Support “can be downloaded, launched and played using only a controller.” A Partial Controller Support label means some setup, launcher screen or in-game task may still need a keyboard or mouse. An absent label is not a promise of controller compatibility.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Use the store page for the exact game and edition you intend to play. Do not infer offline or controller capability from words such as “RPG,” “deckbuilder,” “single-player” or “roguelike.”
How to prepare a Steam card RPG for offline play
Steam’s Offline Mode guidance describes the preparation required. Complete it while you are still online; discovering a missing prerequisite after you are disconnected can leave the game unavailable.
- Connect to Steam and enable “Remember me.” Sign in on the device you will use later and allow Steam to retain the account credentials. If Steam asks for a fresh sign-in while offline, you may not be able to authenticate.
- Install the game completely. Wait for the download to finish and check that Steam is not still applying a patch, workshop update or other queued installation.
- Launch the game once online. This initial run lets Steam finish installation tasks and lets the game complete first-run setup. Reach the normal title screen or playable menu rather than closing it during a first-launch installer.
- Confirm that the game itself has no online requirement. A title that requires an active connection, a separate online service or an external launcher cannot be made offline merely by changing Steam’s status.
- Switch Steam to Offline Mode before disconnecting. In the desktop client, choose Steam > Go Offline, then follow the prompt to restart in Offline Mode.
- Test the launch while you can still recover. Turn off Wi-Fi or unplug the network connection after Steam has entered Offline Mode and start the game. If it fails, reconnect and correct the problem before travelling.
Steam advises reconnecting periodically so the client and games can receive updates. That does not mean you need a constant connection for an eligible single-player title; it means offline preparation is not a permanent substitute for maintenance.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat will not work without a connection
Offline Mode removes network-dependent Steam features. Multiplayer, online matchmaking, cloud-dependent functions and other services that require a live connection are unavailable while disconnected. A card RPG may be playable as a solo campaign but lose an online leaderboard, account service or downloadable content that is fetched at runtime.

The most important exception is a game with an always-online requirement. Steam cannot override a developer’s connection check. The same is true when the game starts through an external launcher that performs its own sign-in or entitlement check. In either case, the Steam store description, system requirements or first-launch behavior should be treated as the authority for that title.
Do not assume that a game will retain every online feature in a degraded mode. Plan for the core installed content only, and verify that the exact build starts with the network disabled.
How to tell whether a Steam game supports a controller
Open the game’s Steam Store page and inspect the controller information near the purchase and platform details. Steam’s labels have distinct meanings:
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute| Store label | What it establishes | What you should plan for |
|---|---|---|
| Full Controller Support | The game can be downloaded, launched and played using only a controller. | A mouse or keyboard should not be required for ordinary setup or in-game configuration. |
| Partial Controller Support | Some controller interaction is supported. | Keep a mouse or keyboard available for setup, a launcher screen or parts of the interface. |
| No controller label | The listing does not establish official controller support. | Assume keyboard and mouse may be necessary unless the developer documents otherwise. |
“Full” describes the supported play path, not the brand of controller you must buy. Steam’s Big Picture mode is designed for controller navigation, and Steam lists support for Steam Controller, official Xbox controllers, DualShock 4, DualSense and Nintendo Switch Pro controllers. Steam notes that many third-party controllers work, but they are not officially supported in the same way. Compatibility can also vary by operating system, connection method and game-specific mappings.

Before relying on a pad, pair it while online, open Big Picture or the game, and confirm that the buttons perform the expected actions. A controller that is visible to Steam can still have unsuitable bindings inside a particular game.
Example: Slay the Spire
Slay the Spire’s Steam listing is a useful example of how to read the evidence. Steam describes it as a single-player deckbuilder that combines card games and roguelikes. The listing identifies Mega Crit as both developer and publisher, gives a release date of January 23, 2019, and displays Full Controller Support, Xbox Controllers and Steam Deck Verified.
Those labels support a strong conclusion about controller play: the listing says the game can be launched and played with a controller, and it specifically identifies Xbox controller compatibility. They also show that Valve’s Steam Deck verification program has marked this title Verified for that device.
The store page does not explicitly certify that every installation of Slay the Spire will launch offline. Therefore, do not treat its single-player description or controller label as an offline guarantee. Apply Steam’s preparation procedure, switch to Offline Mode while connected, and test the launch on your own installation. That distinction matters because offline behavior can depend on the installed version, account state and any setup component that ran during the first launch.

A practical decision process for any card-based RPG
Use this sequence when choosing a game for a flight, commute, outage or other period without reliable internet.
- Identify the exact Steam listing. Editions, ports and bundles can have different launchers or requirements.
- Read the connection language. Look for an active-connection or external-launcher requirement rather than relying on the “single-player” description.
- Record the controller label. Full, Partial or no label determines whether you should pack a backup input device.
- Install every intended component. Download the base game and any content you expect to use before disconnecting.
- Complete one online launch. Allow first-run configuration to finish and confirm that a save can be created normally.
- Run a real offline test. Enter Steam Offline Mode, disable the network and start the game. A successful test is more meaningful than a store badge alone.
- Prepare a fallback. Keep a keyboard or mouse available for Partial Controller Support titles and keep another already-tested game installed if the trip matters.
For portable play, add the device to the comparison. A Steam Deck Verified badge, such as the one shown for Slay the Spire, is evidence about that device’s compatibility; it does not replace the game’s offline test.

Steam keeps requesting a sign-in
Reconnect, sign in with Remember me enabled, and verify that the account credentials are saved on that device. Enter Offline Mode from the client while online, then disconnect. If the device was cleared, the client was reinstalled or credentials were removed, offline authentication may not be available until you complete another online sign-in.
The game is stuck in an update or first-run step
Reconnect and let every queued download and installation task finish. Launch the game online again and wait for any prerequisite installer or configuration screen to complete. Only then repeat the Offline Mode test.

The game opens a separate launcher
An external launcher can require its own account or network check. If it cannot be signed in and prepared online for offline use, Steam Offline Mode will not make it work. Check the game’s own requirements and choose a title that launches directly through Steam if reliable offline access is essential.
The game launches but online content is missing
That is expected for features that depend on a network. Use the installed single-player content and reconnect later when you need updates or online services. Do not delete local data or reinstall while disconnected; those actions can remove the very files needed for offline play.
The controller works in Steam but not in the game
First check the listing’s support level. With Partial or absent support, a mouse and keyboard may be required for menus or configuration. For a Full Controller Support title, reconnect and test the controller in Big Picture and in the game before travelling. Try a supported controller family, such as an official Xbox controller, DualShock 4, DualSense or Nintendo Switch Pro controller, and confirm the correct input layout.

How to compare games before you buy or install
When two card-based RPGs look similar, compare the evidence that affects offline and controller use rather than genre tags. This checklist keeps the decision grounded in the individual listing:
- Offline prerequisites: Can the installed game launch after one online run, or does it require a live connection every time?
- External dependencies: Does another launcher or account service appear during startup?
- Controller label: Full support is the safest choice for controller-only play; Partial support calls for a backup input method.
- Portable compatibility: If you will use a Steam Deck, check the listing’s device status separately from the controller label.
- Update discipline: Install and test the current build before leaving connectivity, then reconnect periodically for future patches.
No single genre label answers all five questions. A card RPG marketed as a solo experience can still include online services, while a game with excellent controller mappings can still depend on an external login.
Bottom line for a trip without internet
You can usually play an eligible Steam card-based RPG offline after saving your credentials, finishing updates, completing an online first launch and testing Steam Offline Mode before disconnecting. You can play with a controller when that game’s listing says Full Controller Support; Partial Controller Support means you should carry a mouse or keyboard for at least some tasks. Slay the Spire demonstrates the controller side of the decision and is marked Steam Deck Verified, but its store page does not by itself guarantee offline launch. Treat offline access as a title-specific condition to verify on your own device.
