Usually, no—not from an unrelated ROM or file-sharing site merely because you own the UMD. In the United States, a lawful digital redownload through the account or service that sold the game is a different situation from obtaining a game image from a third party. Making your own additional copy can involve a limited Copyright Act exception, but it is not a blanket right to download any file from anywhere.
This explanation focuses on U.S. law and current PlayStation terms. Copyright exceptions, anti-circumvention rules, and contract terms differ in other countries.
Start with the source of the file
The phrase “download a PSP game I own” can describe three legally different events. Identify which one you mean before relying on the word backup.

This distinction also matters if you want to use an emulator. Emulator software and the game file are separate things: having a program that can read a PSP file does not establish that you are entitled to obtain that file.

What U.S. Copyright Act §117 actually says
Section 117 of the U.S. Copyright Act is often summarized online as “you can copy software you own.” That shorthand is too broad. The statute addresses an owner of a copy of a computer program and permits an additional copy, or adaptation, in limited circumstances.
Essential-step copies
An owner of a copy may make or authorize another copy when the copy is an essential step in using the program with a machine. The permission is tied to use of the program and the machine, not to a general right to collect replacement files from any source. Whether a particular PSP copying method is an essential step depends on the facts, including what copy you possess, how the copy is made, and how it is used.
Solely archival copies
Section 117 also permits a copy made solely for archival purposes. An archival copy is not a second copy that you freely distribute, lend, or keep after you lose the right to possess the original program. The statute requires destruction of the archival copy when continued possession of the program is no longer rightful.

Transfer restrictions
Section 117 limits transfer of copies made under its permission. An eligible exact copy may be transferred only with the original copy and all rights in the program. Selling or giving an archival file to someone else is therefore not the same as keeping a personal archive.

None of these provisions expressly creates a general “download from anywhere” entitlement. They concern copies made by, or authorized by, the lawful owner of a copy under stated conditions. A ready-made image hosted by an unrelated website raises a separate distribution question even when the downloader owns an authentic UMD.
Why a third-party ROM raises two separate issues
Copyright copying and distribution
A game image is a copy of copyrighted software. If a website makes that image available without the copyright owner’s authorization, downloading it can involve an unauthorized reproduction or distribution, regardless of whether you own another copy. Your ownership may be relevant to a narrowly defined personal-copy analysis, but it does not automatically authorize the website’s copy or its distribution to you.
Bypassing technological protection
Copyright permission and access-control rules are different questions. Creating or obtaining a usable PSP image may involve bypassing encryption, authentication, or another technological measure. The Digital Millennium Copyright Act’s anti-circumvention rules can apply even when someone argues that the resulting copy would be for personal use.

Current video-game exemptions are narrow
U.S. regulation at 37 C.F.R. §201.40 lists limited video-game exemptions. The listed situations include defined cases involving games whose external server authentication has ended, for specified local-play purposes, and preservation work by eligible libraries, archives, and museums. These exemptions are purpose-specific and do not create a general personal exemption for downloading an unauthorized PSP game image simply because you own the physical game.

Sony’s platform terms add contractual limits
Sony’s U.S. PlayStation terms describe PlayStation content as licensed on a limited, personal, private, non-transferable, non-commercial basis. They restrict reproduction and transfer except where the agreement or Sony expressly permits it. The terms also prohibit bypassing or circumventing encryption, security, digital-rights-management, or authentication mechanisms.
Those are contractual platform conditions, not a replacement for copyright law. A use could raise a contract issue, a copyright issue, an anti-circumvention issue, or more than one at once. Conversely, a statutory exception does not automatically rewrite every contract term. Read the terms that apply to the account, service, and product involved.
When an official PSP redownload is the clearest path
Sony’s PSP documentation describes downloading products available through PlayStation Store with a PlayStation Network account. It identifies Memory Stick media and system storage as possible destinations and instructs users to insert the Memory Stick first when they want it used for the download.
The manual is legacy documentation. It shows how the official process was designed, but it does not prove that every historic PSP title remains on sale, that every old entitlement can still be redownloaded, or that the service works identically in every region.

- Confirm the original purchase route. Determine whether the game was bought digitally through the account you can still access or was supplied only on UMD.
- Sign in through the current official account or store interface. Check the title in the same region and account associated with the purchase.
- Verify device and entitlement status. A title may be unavailable because of delisting, regional restrictions, account history, device compatibility, or changes to the service.
- Prepare the intended storage. If the PSP supports Memory Stick media and you want that destination, insert compatible media before starting. Storage capacity or an adapter changes where data is saved, not whether the download is authorized.
- Use only the official download offered to that account. If the interface does not offer the game, do not treat a third-party file as an equivalent replacement.
If an official entitlement cannot be recovered, the safest conclusion is that official availability has not been established for your account. That does not convert an unofficial download into an authorized one.
What about making your own copy from a UMD?
Making a personal image from a UMD you lawfully possess is a fact-dependent question. Section 117 may be relevant to an essential operational copy or a solely archival copy, but the statute does not provide a simple checklist that automatically approves every PSP backup method.
- Who makes the copy? The statute speaks about a copy made by, or authorized by, the owner of a copy.
- Why is it made? An essential-step copy used to operate the program and a copy made solely for archival purposes are different statutory categories.
- Do you retain the original and rights? An archival copy has conditions, including destruction when continued possession is no longer rightful.
- Is a technological measure bypassed? A copyright analysis does not eliminate separate DMCA anti-circumvention concerns.
- Will the file be shared? Keeping a personal archive is not the same as uploading, selling, lending, or giving the image to another person.
Because the legal result turns on the particular hardware, software, protection mechanism, purpose, and jurisdiction, avoid treating a generic “ROM backup” label as a legal conclusion. Do not distribute an image merely because you created it for yourself.
Using PPSSPP or another emulator
PPSSPP’s documentation explains that PSP games were distributed on UMD or through PlayStation Store and separately discusses demos and homebrew games that can be obtained free. It also explains how to navigate to a game file that the user supplies.

That documentation supports a practical distinction: the emulator is an application, while the game file is a separate copyrighted work. Installing an emulator does not grant a license to download commercial PSP games. If you use an emulator, the legal questions about the source, authorization, copying method, and any circumvention still apply.
Storage media: useful, but not a legal workaround
PSP models use Memory Stick media in configurations described by Sony’s documentation. A compatible Memory Stick or Memory Stick PRO Duo adapter can be useful when an authorized download or a lawfully made copy needs storage, subject to your model and setup.
Buying storage does not authorize a game file. It only provides a destination. Check the PSP model’s media requirements, available capacity, and formatting instructions before relying on a card or adapter.

Country matters
This article uses U.S. Copyright Act §117, U.S. anti-circumvention rules, the current U.S. PlayStation terms, and U.S. video-game exemptions. Other countries may have different private-copy exceptions, exhaustion rules, consumer protections, contract doctrines, or circumvention exceptions. Some jurisdictions distinguish more sharply between format shifting, personal backup, and downloading from an unauthorized source.
If you are outside the United States, identify the country whose law applies to your conduct and check the current terms for the relevant account and service. Do not treat the U.S. analysis as a worldwide answer.
A practical decision checklist
Before downloading anything, work through these questions:
- Is the file offered by the account or service that originally authorized the purchase?
- If not, can the distributor demonstrate authorization from the copyright owner?
- Are you making the copy yourself from software you lawfully possess, rather than receiving a ready-made image?
- Is the purpose an essential operational copy or a solely archival copy covered by §117?
- Would the process bypass encryption, DRM, authentication, or another access control?
- Do the applicable PlayStation terms restrict copying, transfer, or circumvention?
- Will you keep the copy private, and will you destroy an archival copy if you no longer have the right to possess the program?
- Which country’s law governs your conduct?
A “yes” to ownership alone does not settle the checklist. The source and authorization of the file, the copying method, the purpose, the platform terms, and the governing law all matter.

Bottom line for common scenarios
- You bought a PSP game digitally and the official account still offers it: use the account-based redownload route, subject to current availability, region, device, and terms.
- You own only the UMD and find a download on a ROM site: ownership does not by itself make that third-party file an authorized Sony download.
- You want a personal backup made from your own lawful copy: §117 may be relevant, but only its specific operational or archival conditions apply, and anti-circumvention rules remain a separate question.
- You want to share your image with someone else: an archival-copy permission is not a general distribution license.
- You are outside the United States: consult the law and platform terms for your country rather than relying on this U.S.-focused explanation.
