Sometimes—but not reliably. A digital game remains playable only when the parts you need, including authentication, saves and essential content, are available locally or through a replacement service. If the publisher runs the game world, progression, entitlement checks or matchmaking on its servers, a shutdown can remove particular modes or make the entire game unusable.
The deciding factor is where the game runs
A server shutdown does not have one universal result. It changes what you can do according to the game’s technical design. A self-contained single-player client can continue working for years after online services disappear. A live-service title whose world, inventory and missions exist on remote servers may stop at the title screen.
The European Commission describes modern games as increasingly dependent on company-operated servers. Its 16 June 2026 release says that server-side gameplay, digital-rights management (DRM), middleware, cloud saves, anti-cheat systems and live-service features can all create a dependency. The same release notes that a shutdown can cause partial or total loss of access.

Offline play is most durable when the campaign, level data, progression rules and save files are installed on your device. You may lose online extras such as leaderboards, user-generated content, cloud synchronization or matchmaking while retaining the main game and local multiplayer.

Server-run games
If the server calculates the game state or stores essential information, the installed files are not enough. This design is common in persistent worlds, competitive online games, games with server-side inventories and titles that require a live anti-cheat or authentication service. A download or physical disc cannot recreate a server that no longer answers.
Always-online and periodic checks
Some games need a connection at every launch; others perform an entitlement check occasionally and then permit offline play. Rockstar’s support guidance for GTAV on PC is an example of the second model: the game requires periodic internet verification, and “once you connect and verify your entitlement, you can play offline again.” A shutdown of the verification service would therefore be different from merely losing multiplayer servers, but it could still prevent launches if no replacement is provided.
Which features can survive?
Publishers often disable network functions while leaving local modes intact. The following official notices show how sharply the outcome can differ from one title to another.

LittleBigPlanet 3 illustrates a common split: the campaign is not the same thing as the online creation ecosystem. You can continue a locally installed story while losing the reason many players bought the game. Conversely, an always-online title can have extensive single-player-looking content but no usable offline client.

A store closure is not the same as a server shutdown
A storefront sells or authorizes software; a game server supplies network functions. They can close at different times.
When the Xbox 360 store closed, Xbox stated that previously purchased games remained downloadable and playable. Online multiplayer continued only for games whose publishers kept their servers running. In practical terms, you could retain the license and reinstall a compatible client, yet still lose multiplayer when that particular game’s service ended.
Store delisting is another separate event. A delisted game may remain playable for existing owners if its files and authentication continue to work, but new buyers may be unable to obtain it. Conversely, a game can remain listed while its servers are shut down. Before relying on a purchase, check both the redownload policy and the service status.

How to assess a game before buying
Read the current product page, end-user terms and service notices, then answer these questions. Treat an unanswered question as a risk rather than assuming the most favorable outcome.

- Is the offline mode complete? Confirm that the campaign, progression, saves and essential menus work with the device disconnected. “Single-player” on a store page does not by itself prove that it is offline-capable.
- What authentication is required? Find out whether activation happens once, periodically or at every launch. Look for a documented offline procedure and whether it survives a reinstall or hardware change.
- What is server-side? Identify whether worlds, missions, inventories, matchmaking, anti-cheat checks, cloud saves or live events are generated or stored remotely. Losing any of these can remove progression even when the client still opens.
- What is the shutdown plan? Look for a promised offline patch, save migration, peer-to-peer mode or dedicated-server files. A promise is not the same as a technical capability, so note whether a date and supported platforms are specified.
- Can you redownload the client? Check whether your storefront account preserves the entitlement after delisting and whether the publisher permits downloads on a replacement device. A local backup helps only if the game can still authenticate.
- Which modes are explicitly retained? Separate single-player, local multiplayer, online multiplayer, user-generated content and cloud features. A notice that says “the game remains playable” may refer only to one of these modes.
What to do while the service is still available
If a publisher has announced an end date, prepare before the last connection rather than waiting for the shutdown screen.
- Read the latest notice. Record the announced date, affected platforms, retained modes and any instructions for converting accounts or saves. Scheduled dates and transition promises can change.
- Update while updates are offered. Install the final client and any patch that enables offline operation. Do not uninstall a working copy merely to test a future download.
- Launch online and complete verification. For games with periodic checks, sign in, let the entitlement check finish and then test the game with the network disabled. A successful test is evidence for that device and version, not a universal guarantee.
- Make local backups. Copy saves and configuration files where the platform permits it. Keep the installed client, installers and required updates, while respecting the game’s license and platform rules.
- Transfer or export online data. If the publisher offers migration, follow its account-linking and save-transfer deadline. Cloud-only inventories or characters may not be recoverable after the service is gone.
- Test local modes. Disconnect the console or PC, start the game from a cold launch and verify the campaign, saves and local multiplayer you expect to use.
If the servers are already offline
The game opens but online features fail
That is the normal partial-shutdown case. Continue using the retained campaign or local modes, and expect sharing, matchmaking, cloud saves and live events to remain unavailable. Do not delete local saves while troubleshooting a missing cloud service.
The game stops at sign-in or an entitlement error
Check the publisher’s service notice for an offline patch or replacement authentication method. If the title required a live check at every launch and no bypass was provided, reinstalling, changing DNS settings or using a disc will not recreate the missing service. Keep any error message and version number when contacting support; these identify whether the failure is authentication, a platform license or a game server.

Use the platform account that originally purchased the title and review its library and download history. A previously purchased license may survive a store closure, as Xbox reported for Xbox 360, but that does not guarantee compatibility with a new device or operating-system version. If the local files are intact, avoid uninstalling them until you know that redownload and activation still work.

What publishers may do at end of service
There is no standard industry conversion. A publisher can leave an offline client, disable only network functions, release a peer-to-peer update, migrate saves or provide nothing beyond a shutdown notice.
Bandai Namco’s announced plan for SYNDUALITY Echo of Ada demonstrates a voluntary conversion: after online service ends, the game is intended to become an offline-exclusive version, with some save data and purchased items transferred. The notice schedules that transition after May 2027, so owners should check the publisher’s current announcement rather than treating the date or feature list as permanent.
Other notices show the opposite result. PlayStation’s LittleBigPlanet 3 announcement preserves the campaign but not online sharing, while Epic’s notices distinguish older games that retain local modes from Battle Breakers, which becomes inaccessible. These are title-specific decisions, not a guarantee that every game from the same publisher will behave similarly.

European Union
In a 16 June 2026 release, the European Commission said it could not currently propose a general legal obligation to keep video games playable after they stop being provided commercially. It also said providers must disclose contract duration and termination conditions, and that digital-content remedies apply when content or a service fails to conform to the contract or reasonable expectations. Those remedies are not a blanket promise of indefinite server operation.

United Kingdom
The House of Commons Library states that “There is no requirement in UK law for software companies to support older versions of their products.” It adds that if consumers were led to believe a game would remain playable indefinitely, consumer-protection rules may matter. In such a case, technical feasibility—potentially including an offline mode—could become relevant to whether the product matched what was represented.
United States preservation rules
United States regulation 37 C.F.R. §201.40 allows eligible libraries, archives and museums to preserve qualifying lawfully acquired games under conditions including local gameplay, no commercial advantage and restricted premises-based access. The rule defines a qualifying “complete game”; it does not give ordinary consumers a general right to bypass a publisher’s server or DRM.
Why shutdown numbers and promises need caution
A European Commission working document reports that the Stop Destroying Videogames campaign has documented hundreds of shutdowns in recent years. The figure is not presented as an independently audited total, so it should be read as a campaign-documented count rather than a complete industry census. More broadly, no source establishes a universal guarantee for all games: architecture, platform, region, account status and the publisher’s final patch determine the result.
Bottom line for buyers and owners
Assume a digital purchase grants access under stated technical conditions, not permanent access to a running service. A complete local game with durable authentication can outlive its publisher’s servers. A server-hosted world, always-online DRM check or cloud-only progression may not. Before buying, verify offline completeness, authentication frequency, server-side content, redownload rights and the shutdown plan. Before a closure, update, back up and test offline operation. After a closure, use only the modes the publisher explicitly retained.
