Usually, yes. If the promotion gave your Steam account a permanent license—typically labeled Free to Keep or described as adding the item to your account—the DLC normally remains available after the promotional deadline. An event labeled Free Weekend, trial, subscription benefit, or temporary free access does not create that permanent entitlement.
The decisive event is the license recorded on the Steam account, not whether DLC files are currently installed on your computer. The promotion’s exact wording controls, so verify the entitlement in Steam before assuming that a limited-time offer is yours forever.
What “permanent” means for free Steam DLC
A permanent claim is an account entitlement. Once Steam successfully adds the promotional DLC license to the account that claimed it, the closing of the offer window does not normally remove that license. You can install the content later, remove it, or reinstall the game without treating the local files as the ownership record.
Steam’s official definition of a Free to Keep promotion is a time-limited promotion that lets a player “permanently acquire a license” for a game at no cost. That documentation describes games rather than every DLC campaign, so apply the same conclusion to DLC only when the individual DLC page uses equivalent permanent-license language.

A free download by itself is not proof of permanence. Steam can permit temporary play while an event is active, and it can also provide access through a subscription or another condition. The offer page, your account’s DLC list, and any stated end date together identify which type you received.

Free to Keep language
Look for an instruction to add the DLC to your account, a statement that you acquire a license, or an ownership indicator after claiming. The words “free” and “download” alone are not enough; permanence comes from the license language. Claiming must be completed while you are signed in to the intended Steam account and before the offer closes.
Free Weekend and trial language
Valve defines a Free Weekend as a time-limited event that lets players temporarily access and play an eligible game. After the event, continued play requires purchasing the full version. A DLC page can use different wording, but the same practical warning applies: “play for free,” “trial,” and an event end time describe access, not a permanent license, unless the page separately says that the DLC is added to your account.

Why the distinction matters for DLC
Marketing pages sometimes group a base game and its add-ons in one event. Do not infer that every item in the bundle has the same entitlement. Read the DLC’s own description and the confirmation shown when you claim it. If the base game is Free to Keep but an add-on is merely available during a trial, the two licenses can have different lifetimes.
How Steam records the claim
Steam’s licensing system associates content access with your account under the applicable subscription and license terms in the Steam Subscriber Agreement. The account record—not a folder on your drive—is what determines whether you can use a claimed add-on on a supported installation.
- Claiming: You complete the promotion while logged into one Steam account. A different account on the same computer does not automatically receive the entitlement.
- Installation: Steam may download DLC files immediately, later, or only after you select the add-on. File presence is an installation state, not a reliable ownership test.
- Removal: Uninstalling the base game or DLC removes local files but does not, by itself, show that an account license was revoked.
- Base-game dependency: Many DLC items require the corresponding base game. A permanent DLC license does not necessarily grant the base game or make the add-on usable without it.
These distinctions explain why a promotional download can disappear from the disk while remaining claimable in the account, or why files can exist locally even though the temporary event has ended.

Step-by-step: claim and verify promotional DLC
- Sign in to the intended account. Check the account name before clicking the claim or purchase button. Claiming on a family member’s or secondary account places the entitlement there.
- Read the complete offer terms. Note whether the page says “Free to Keep,” “add to your account,” or “acquire a license.” Also record any deadline, subscription requirement, base-game requirement, region qualification, or stated end date. Save a screenshot or the page text if the terms are likely to disappear when the promotion ends.
- Complete the claim before the deadline. A page showing a zero price is not the same as a completed claim. Wait for Steam’s confirmation and, if applicable, check your account’s transaction or license history for the completed addition.
- Open the base game in your Library. Steam Support identifies the game’s Library page as one place to find downloadable content. Select the game rather than searching only the Store page.
- Open Properties > DLC. In the desktop Steam client, right-click the game, choose Properties, and select DLC. Steam’s support instructions also refer to the DLC section on the game’s Library page; the exact presentation can vary by client version.
- Check the promotional item’s status. An entry marked owned, included, or available to install is evidence that Steam recognizes the entitlement. If it has an install checkbox, select it and allow Steam to download the files.
- Test inside the game only after installation. Some add-ons appear in a game’s menus, while others unlock maps, characters, or items without a separate launcher entry. Follow the game’s normal instructions to confirm that the installed content is enabled.
Steam Support’s guide, “Find Downloadable Content (DLC) for My Games,” lists the Library page, the Properties > DLC menu, and the Library DLC section as practical places to locate owned content.

Use the following decision test when a promotion’s headline is ambiguous:
- Find the entitlement verb. “Acquire,” “own,” “add to your account,” and “license” point toward an account grant. “Play,” “access,” “try,” and “use during the event” point toward temporary availability.
- Find the time condition. A claim deadline can simply limit when you may obtain a permanent license. An access end date, free-weekend window, or recurring subscription condition can limit how long you may use it.
- Check the DLC-specific text. Do not rely on a banner for the base game if the add-on has its own terms.
- Check what Steam shows after claiming. A DLC entry under the game’s Library or Properties > DLC page is stronger evidence than a button that merely starts a download.
- Check the base-game requirement. If the terms require ownership of the base game, the add-on may remain licensed but unusable until that requirement is met.
Common situations and what they mean
You uninstalled the DLC
Uninstallation changes the files on the device, not the account record. Reopen the game’s DLC list and look for the item again; reinstall it from there if Steam shows it as owned or installable.

You uninstalled the base game
The same principle applies. Removing the base game does not itself establish that the DLC license vanished. Reinstall the base game, then inspect its DLC page to determine whether the add-on remains associated with the account.
The free event ended and the DLC no longer launches
First identify whether the event was temporary access. A Free Weekend or trial can end exactly as advertised, even if Steam downloaded files. If the original DLC terms promised a permanent license, verify the account entry and installation state before concluding that the entitlement expired.

A subscription benefit is conditional access unless the terms separately grant a permanent license. Check whether the DLC appears as an owned item independent of the subscription. If the listing describes access only while subscribed, losing the subscription can remove practical access without changing files already on the drive.

You claimed it but cannot find it
Confirm that you are using the same Steam account, open the base game’s Library page, and inspect Properties > DLC. Check whether the promotion required the base game or had a separate claim step. If the item is still absent after a successful claim, contact Steam Support and include the promotion name, claim date, account details requested by Support, and any transaction or confirmation information. Do not create a second claim on another account while troubleshooting, because that makes it harder to identify where the entitlement was placed.

The promotion’s end usually stops new claims; it does not automatically convert a completed permanent claim into a trial. The important exception is an offer whose own terms make continued access conditional—for example, a free-weekend window or a subscription. That is why preserving the original wording and checking the account’s DLC record are useful when a Store page has changed.
Valve’s documentation uses separate definitions for permanent acquisition and temporary access. Because those definitions are written for game promotions, not every possible DLC campaign, treat the individual DLC terms as the controlling document. When the wording is unclear, Steam Support can confirm the entitlement on the account.

A practical checklist
- Claim while signed into the account you intend to keep using.
- Confirm the page says permanent-license language rather than only “free to play” or “trial.”
- Write down the claim deadline, access end date, subscription condition, and base-game requirement.
- Wait for a successful claim confirmation instead of assuming a download started correctly.
- Open the game in your Library and inspect Properties > DLC or the Library DLC section.
- Distinguish an install checkbox from an ownership label.
- Keep the promotion details and confirmation if the Store page is likely to change.
- Use Steam Support if the DLC is missing after you verify the account and claim.
Bottom line for a claimed free DLC offer
If the DLC promotion granted a permanent license and Steam added it to your account before the deadline, you can generally keep that entitlement after the promotion ends. If the page offered only temporary play, a Free Weekend, a trial, or subscription-based access, the content can expire under those terms. Check the exact DLC wording and verify the item under the game’s Library page or Properties > DLC; those checks tell you more than whether files happen to be installed.
