Short answer: Windows may allow a game or launcher to write files to a Dev Drive, but Microsoft explicitly says, “We do not recommend installing applications on a Dev Drive.” Dev Drive is a ReFS volume designed for source code, package caches, build directories, and other developer workloads—not as a general-purpose game library.
Microsoft has not published a game-by-game compatibility list covering launchers, titles, anti-cheat systems, DRM, mod managers, or backup utilities. Treat every game installation on Dev Drive as unverified unless the specific launcher and game vendors confirm support. For normal gaming, use a standard, vendor-supported game-library location.
What Microsoft’s guidance actually means
The key statement is in Microsoft’s Dev Drive setup documentation: “We do not recommend installing applications on a Dev Drive.” This is a recommendation about the purpose and support boundary of the feature. It is not a statement that Windows blocks every installation, nor is it proof that every game will fail.
A Dev Drive is a developer-focused storage volume built on the Resilient File System (ReFS). Microsoft designed it for repositories, package caches, working directories, and temporary developer files. Windows system volumes and most ordinary non-removable volumes use NTFS by default, while Dev Drive uses ReFS.

That distinction matters because a game installation is more than copying large files. A launcher may need to create services, write registry data, install an anti-cheat driver, validate permissions, patch files in place, verify a library, or use a DRM component. A game may also depend on a mod manager, shader cache, cloud-save utility, or backup application that has its own filesystem assumptions. The Dev Drive documentation does not validate those combinations.
Will Steam or another launcher work from Dev Drive?
There is no authoritative, general answer for Steam, another launcher, or a particular title based on Microsoft’s documentation. The reviewed guidance does not list supported or unsupported launchers, games, anti-cheat products, DRM systems, mod managers, or backup tools.
Microsoft does state that an application already installed on the C: drive can use files stored on a Dev Drive. That establishes general file access, not full game-library support. It does not prove that a launcher can install, update, verify, move, repair, or run every title from a Dev Drive.
Therefore, the accurate compatibility position is:
- Windows does not necessarily prevent a game installation on Dev Drive.
- Microsoft does not recommend installing applications there.
- Game-specific behavior is unverified unless the relevant vendors document support.
- A successful installation is not proof that later updates, verification, anti-cheat checks, or repairs will work.
Dev Drive versus a conventional game-library volume
The following comparison uses only distinctions established in Microsoft’s documentation. It does not claim that one location produces faster loading, higher frame rates, or universal launcher compatibility.
| Characteristic | Conventional supported game location | Windows Dev Drive |
|---|---|---|
| Filesystem | Usually an ordinary Windows volume; Microsoft identifies NTFS as the default for Windows system and most non-removable volumes. | ReFS. |
| Intended workload | General applications and game libraries when the launcher and game vendor support the location. | Developer repositories, package caches, working directories, and temporary files. |
| Microsoft’s application-install recommendation | Use a location supported by the application and launcher vendor. | Microsoft says it does not recommend installing applications there. |
| Game compatibility evidence | Depends on the specific launcher and title’s published requirements. | No game-by-game compatibility list is provided in the cited Dev Drive guidance. |
| Removable or hot-pluggable media | May be usable if the launcher supports it and the volume remains available. | Microsoft says removable or hot-pluggable disks, including external USB hard drives and SSDs, do not support Dev Drive designation. |
| Antivirus behavior | Normal antivirus filtering and scanning policies apply. | Antivirus filters attach by default; trusted Dev Drives can use Microsoft Defender performance mode with real-time protection enabled. |
If your goal is simply to store games on an additional SSD, creating a Dev Drive is not a requirement and may create an unnecessary compatibility question. A normal volume that the game and launcher officially support is the lower-risk choice.

Why ReFS does not guarantee game compatibility
ReFS is the storage technology behind Dev Drive, but “the game files are on a filesystem” is not the same as “the complete game ecosystem supports this filesystem.” Compatibility can depend on operations around the files:
- Launcher installation: The launcher must create and maintain its library metadata and choose a supported path.
- Patch and repair operations: Updates may rename, replace, lock, or verify thousands of files.
- Anti-cheat: A title may install a service or kernel component with its own location and permission requirements.
- DRM: License checks and protected-file handling can fail independently of ordinary file access.
- Mods and tools: Mod managers, overlays, trainers, shader tools, and save managers may not test ReFS or Dev Drive.
- Backup and migration: Backup software may support the files but not every launcher’s library registration or permission model.
None of these cases should be declared universally compatible or universally broken without a statement from the relevant vendor. The absence of a documented result is itself a reason to avoid moving an important library there.

If you still want to test a Dev Drive with a game, treat it as a controlled compatibility experiment rather than a recommended deployment. Complete these checks first:
- Look for a support statement from the exact launcher and the exact game publisher. A statement about one title does not automatically cover another title using the same launcher.
- Check whether the title uses anti-cheat, DRM, a separate updater, a mod manager, or a backup utility. Each component can have a different support boundary.
- Keep a recoverable copy of saves, configuration files, and any locally stored game data before moving or reinstalling anything.
- Choose a nonessential game for the first test. Do not begin by moving a large library or a title needed for work, competition, or a time-sensitive event.
- Confirm that the Dev Drive is on a reliable internal volume with enough free space for the game, temporary patch files, and rollback copies.
- Plan where the library will return if installation, updating, verification, or anti-cheat initialization fails.
A safe test procedure
There is no Microsoft-approved game-install procedure for Dev Drive. The sequence below is a risk-reduction method for readers who decide to test despite the recommendation.
- Document the current installation. Record the launcher’s library path, game version, enabled mods, save location, and any launch options. Export or copy saves separately from the game folder.
- Confirm vendor support. Ask the launcher and game vendors whether a library on a ReFS-based Dev Drive is supported, including updates, file verification, anti-cheat, and DRM. If they do not confirm support, record the result as unknown rather than assuming compatibility.
- Use a fresh or noncritical test. Install one small, nonessential title instead of moving your whole library. Leave the original installation or a restorable copy intact until the test is complete.
- Test the complete lifecycle. Check installation, first launch, sign-in, downloading an update, pausing and resuming an update, file verification or repair, launching after a reboot, and uninstalling. If the game uses anti-cheat or DRM, test the normal protected mode rather than only an offline launch.
- Test your add-ons separately. Re-enable mods, overlays, controllers, accessibility tools, and backup jobs one at a time. A game that launches without these components may still have an unsupported overall setup.
- Watch for recoverable failure. Keep the launcher’s logs and error text. If a component fails, stop changing security filters or permissions at random; restore the game to a conventional supported location and report the exact path and error to the vendor.
- Decide before scaling up. Only consider additional titles after the first game survives installation, updating, verification, reboot, and normal play. A single successful test does not establish support for other games.

| Requirement or limitation | Microsoft’s documented detail |
|---|---|
| Windows version | Windows 11 build 10.0.22621.2338 or later. |
| Free space | At least 50 GB of free disk space. |
| Permissions | Local administrator permissions. |
| Memory | Microsoft recommends 16 GB; 8 GB is the minimum listed by the guide. |
| Windows editions | Available across Windows SKU versions, subject to applicable business or enterprise policy. |
| Filesystem | Dev Drive is formatted as ReFS. |
| Existing data | An existing volume cannot simply be converted to Dev Drive while preserving its contents; Dev Drive designation occurs when the volume is formatted. |
| External disks | Removable or hot-pluggable disks, such as external USB HDDs or SSDs, do not support Dev Drive designation. |
Because formatting is involved, back up anything on the target volume before creating a Dev Drive. An external SSD is not a workaround for the Dev Drive requirement: Microsoft excludes removable and hot-pluggable disks from designation.

Security scanning and Defender performance mode
Antivirus filters, including Microsoft Defender and third-party antivirus filters, attach to Dev Drives by default. A trusted Dev Drive can use Microsoft Defender performance mode while real-time protection remains enabled. Microsoft describes this mode as deferring scanning until after a file-open operation completes. That can reduce the performance impact of scanning, but Microsoft also says it provides less protection than synchronous scanning.
The details are documented in Microsoft Defender’s performance-mode guidance. The security trade-off is important for games because large libraries contain executable files, installers, plug-ins, scripts, and frequently changing patch data.
- Do not disable antivirus filters merely to make a game install or launch.
- Do not add broad exclusions for an entire drive without specific, authoritative vendor guidance.
- Use performance mode only when you understand that delayed scanning is a protection compromise and the drive is trusted.
- If security software reports a file, treat that alert as a security issue first, not as proof that Dev Drive is incompatible.
Does Dev Drive make games load faster?
Microsoft published a performance claim for developer workloads: “up to 30% better performance for overall build times” compared with then-current in-market Windows 11 version 22H2. The figure appears in the Windows Developer Blog article about Dev Drive.

- DO MORE WITH DASHBOARD. Ensure your drive is optimized for prime performance with the downloadable WD_BLACK Dashboard (Windows only).
That is a build-time result, not a game-loading benchmark. It does not establish faster level loads, higher frame rates, lower stutter, quicker shader compilation, or better download speeds for any title. Hardware, game engine, compression, CPU, GPU, memory, launcher behavior, and antivirus policy all affect gaming performance. No authoritative game benchmark is provided here, so do not use the 30% figure to justify a game-library move.

The launcher refuses the folder
Some launchers may reject a path, fail to create a library, or report that the location is unavailable. Check the launcher’s documented storage requirements first. If Dev Drive is not listed as supported, move the library to a conventional supported volume rather than changing permissions or security filters speculatively.
The game installs but will not launch
Separate ordinary file access from protected components. Check whether the failure occurs during anti-cheat initialization, DRM validation, a separate updater, or the game executable itself. Capture the exact error, then test the same title in a vendor-supported location. If it works there, provide both paths and the logs to the launcher or game vendor.
Updates or file verification fail
An initial install can succeed while patching or verification fails later. Use the launcher’s repair or verification function once, without modifying antivirus filters. If the operation repeatedly fails, restore the game to a supported location before the next update cycle.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Mods, overlays, or save tools stop working
Test the unmodified game first, then add one tool at a time. A mod manager or overlay may have its own filesystem and permission assumptions. Keep saves outside the test directory so that removing the game does not remove irreplaceable progress.

Security software reports excessive scanning or a threat
Do not treat an antivirus alert as a performance problem to be bypassed. Keep protection enabled, review the detection, and follow the security vendor’s documented remediation. Microsoft’s performance mode is a documented trade-off, not a universal fix for game compatibility.
When a Dev Drive makes sense for a gamer
A gamer who also develops software may reasonably keep source repositories, package caches, build outputs, and temporary development files on Dev Drive while storing games elsewhere. This arrangement follows Microsoft’s intended workload separation and avoids making a game launcher the test case for a developer feature.
Using Dev Drive for a game is harder to justify when the library is large, frequently updated, protected by anti-cheat, heavily modded, or needed for reliable online play. In those cases, an ordinary supported game location removes an unverified storage variable and makes vendor troubleshooting more straightforward.
Bottom-line decision
You might be able to install a particular game on a Windows Dev Drive, but Microsoft does not recommend installing applications there, and the official guidance does not establish compatibility for any specific launcher or title. Use Dev Drive for its documented developer workloads. Keep ordinary games on a standard location supported by the game and launcher vendors unless those vendors explicitly confirm Dev Drive support for the complete installation and update workflow.
