Usually, yes: many 32-bit x86 Windows applications run on 64-bit x64 Windows through its built-in WOW64 compatibility subsystem. But “Can I install x86 on 64bit?” can also mean installing a 32-bit operating system on a 64-bit-capable computer. Those are different questions: app compatibility is not the same as whether a computer can boot a particular operating system.
Application or operating system: what are you trying to install?
x86 commonly refers to 32-bit software, while x64 refers to 64-bit Windows. Microsoft describes x64 as an extension of x86 that retains a legacy 32-bit mode. An application and an operating system are separate installation targets, however, so the answer depends on which one you mean.

Can a 32-bit application run on 64-bit Windows?
Often, yes. Microsoft describes WOW64 as “the x86 emulator that allows 32-bit Windows-based applications to run seamlessly on 64-bit Windows.” The subsystem is included with 64-bit Windows; you do not need to enable it separately. This describes supported application compatibility, not a guarantee that every program will work. Microsoft Learn: Running 32-bit Applications
If an application fails, check its vendor’s current support information and the requirements of the specific Windows version. Microsoft notes that compatibility or performance issues can occur. Microsoft Learn: 32-bit applications

What can stop a 32-bit app from working?
Drivers
WOW64 supports user-mode applications; it does not make a 32-bit kernel driver compatible with 64-bit Windows. For hardware or software that installs a driver, check that its vendor provides a driver for your installed 64-bit Windows edition. A 32-bit driver is not supported by 64-bit Windows. DLLs and plug-ins
A process and the in-process code it loads must use compatible architectures. A 32-bit application cannot load a 64-bit DLL, and a 64-bit application cannot load a 32-bit DLL. If a program depends on a plug-in or component, check that it matches the application’s architecture. Microsoft Learn: Running 32-bit Applications

16-bit Windows programs
WOW64 is for 32-bit Windows applications; 64-bit Windows does not support 16-bit Windows programs. A very old program may therefore fail even though it is not a 32-bit application. Microsoft Learn: 32-bit applications

Do not assume that a 64-bit-capable processor is enough. Whether a 32-bit operating system can install and boot depends on the particular OS and the device, including its firmware and hardware support. The Windows application-compatibility mechanism, WOW64, does not answer that boot-support question.

For Windows 11 specifically, a 32-bit installation is not available: Microsoft states that Windows 11 is 64-bit only. Check the requirements for the exact operating system and computer before attempting an installation. Microsoft Support: Windows 11 FAQ
Before changing Windows architecture or doing a clean install
A change of Windows architecture or a clean installation can remove files, apps, and settings or require you to reinstall software. Microsoft says moving from 32-bit to 64-bit Windows requires reformatting and reinstalling programs. Its clean-install guidance warns that personal files, apps, and settings are removed. Creating Windows installation media on a USB drive
A USB drive is one way to create installation media; it does not fix application, driver, or operating-system compatibility. For Microsoft’s USB method, use a blank USB flash drive with at least 8 GB of space. Creating the media erases the drive’s contents, so copy anything you need elsewhere first. Quick decision guide
- You want to install a 32-bit Windows app: Try it on your 64-bit Windows version. If it fails, check the app vendor’s support information, any required driver, and the architecture of its DLLs or plug-ins.
- You want to install a 32-bit Windows driver: Find a driver supplied for the installed 64-bit Windows edition; WOW64 does not bridge this driver-architecture gap.
- You want to install a 32-bit operating system: Check that OS’s requirements against the exact device. For Windows 11, a 32-bit edition does not exist.
- You are reinstalling or changing Windows: Back up data and verify the edition and license before proceeding.
