Possibly, but a server-connection problem does not automatically guarantee a refund. Steam evaluates the purchase under its normal refund policy. Your request is strongest when it meets Steam’s standard time and playtime requirements; if it does not, you may still submit a request for individual review, but approval is not promised.
Steam’s standard refund tests
For a game purchased through Steam, Valve’s standard policy uses two separate tests. The request must be made within the permitted period after purchase, and the game must have less than the permitted amount of recorded playtime. Steam’s Common Refund Questions explains how these limits are applied.

Both conditions are assessed together. Being inside the 14-day period does not offset two or more hours of counted play, and having very little playtime does not extend the purchase window. The wording is “less than two hours,” so exactly two hours is not the same as being under the standard limit.

No automatic entitlement is stated in Steam’s reviewed refund policy for a player who cannot connect to a game’s servers. Steam’s Steam Refunds page describes the normal rule and says requests outside it can still be submitted for review. That is a chance to ask for an exception, not a promise that a connection failure will be accepted.

A connection failure can have different causes, and the policy pages do not establish whether a particular incident is a game-wide outage, an account restriction, a local network problem or a device configuration issue. Do not describe an unverified global outage as fact. Instead, tell Steam exactly what happens when you try to connect, when it started, and what you observed.
Steam also notes that consumer laws in some jurisdictions may provide additional rights when a game is faulty. Those rights depend on where you live and the facts of the case; the general Steam policy does not determine whether they apply to your situation.
Check the facts before you ask for a refund
Gathering the relevant details makes it easier for support to evaluate the request and prevents a vague explanation from hiding the important timing information.

- Purchase date: identify the date of the PUBG transaction on the Steam account you intend to use for the request.
- Recorded playtime: note the total shown by Steam, including any time accumulated before the connection problem appeared.
- Payment route: confirm that the transaction was made through Steam rather than through another store or payment channel.
- Connection symptoms: record the exact error text, whether the failure occurs at launch or during sign-in, and whether the behavior is consistent.
- Timing: note when you first encountered the problem and whether it occurs every time you try to access the servers.
These notes do not prove that Steam must approve the refund. They give the reviewer a clear account of the problem and show how the request relates to the purchase and playtime records.
How to submit the Steam request
Use Steam’s support system for a Steam purchase. The current support entry point is Steam Support; Valve’s refund page also directs customers to help.steampowered.com for refund requests and other purchase assistance.
- Sign in to the owning Steam account. Use the account that contains the PUBG purchase. A different account may not display the transaction or its playtime record.
- Open the purchase-support area. Locate the PUBG: BATTLEGROUNDS transaction in the support interface and choose the refund or purchase-assistance option shown for that transaction.
- Describe the access problem plainly. State that you cannot access the game’s servers, identify the error or failure point, and say whether the issue happens on every attempt.
- Include the decision-relevant facts. Provide the purchase date, Steam’s recorded playtime, when the connection problem began, and any relevant troubleshooting observations. Do not claim that the entire PUBG service is down unless you have reliable evidence for that specific period.
- Submit the request and keep the confirmation. Save the case or confirmation details so you can refer to the same request if Steam asks a follow-up question.
If the standard conditions are met, identify that clearly in your explanation. If one or both are not met, say so and ask Steam to review the circumstances rather than presenting the request as an automatic entitlement.

What to say in the explanation
A concise, factual explanation is more useful than a long argument. You can adapt this structure:

If you are outside the standard limits
You can still submit a request when the purchase is older than the normal window or the recorded playtime is at or above the normal limit. Steam says such requests may be reviewed individually. The result remains discretionary, so submitting the form and receiving a case number does not mean the refund will be approved.

Explain why the server-access problem prevented meaningful use of the game and provide the dates and playtime information that Steam can verify. Keep the request focused on the transaction and the access failure. Avoid inflating the issue with assumptions about the cause or promises that the problem affects every player.
If you believe local consumer law gives you a remedy for a faulty digital product, mention your location accurately and ask Steam how it handles that request. The Steam policy acknowledges that some jurisdictions may provide additional rights, but it does not specify a single outcome for every country or case.
Make sure Steam is the correct support channel
The payment channel matters. PUBG Support’s article How do I apply for a refund?, updated March 19, 2018, says that payment issues occurring on Steam must be handled by Steam Support. For that reason, send a Steam purchase request through Steam rather than asking PUBG Support to process the payment reversal.

If your copy was obtained through a different store or payment provider, identify that seller and use the seller’s process instead of assuming that Steam can reverse a transaction it did not process. Keep your receipts and account details for whichever service charged you.
What happens if Steam approves the refund?
Steam says an approved refund is normally issued within a week. The money can be sent to your Steam Wallet or returned to the original payment method. Some payment methods do not support a return to the original method, in which case Steam may use the Steam Wallet route instead. The exact destination and timing depend on the payment method and the processing of the approved request.
An approval decision is separate from the server diagnosis. Steam can decide the refund request from the purchase record, playtime and explanation without establishing whether PUBG’s servers were experiencing a broad outage.
How the common situations differ

Bottom line
You may be able to obtain a Steam refund for PUBG: BATTLEGROUNDS when you cannot access its servers, but the connection failure alone is not a guaranteed refund reason. Check Steam’s purchase-age and recorded-playtime rules, submit the request through Steam for a Steam transaction, describe the access problem with verifiable facts, and treat any out-of-policy request as a review rather than a right to approval.
