You can control BIOS/UEFI remotely only if the computer already has an out-of-band management console—such as configured Intel AMT KVM or a server’s remote-management controller—or is connected to a compatible IP KVM. Ordinary remote-desktop software generally starts working only after the operating system loads. One important exception: Intel AMT KVM can show and control a supported system before the OS starts, but it cannot remotely open the Intel MEBx setup screen with Ctrl+P; Intel says that hotkey is available only on site. Intel Support explains the MEBx limitation.
First, distinguish BIOS/UEFI from Intel MEBx
BIOS and UEFI are the computer’s firmware setup interface. Intel MEBx is a separate setup interface for configuring Intel Active Management Technology (AMT). They may both appear during startup, but remote access to one does not imply remote access to the other.
With a remote KVM console, you see the target computer’s video and send keyboard and mouse input as if you were at its screen. If the console is available at startup, you can use it to enter BIOS/UEFI setup—for example, by sending the manufacturer’s setup key during POST. That does not mean you can invoke every firmware-management screen remotely. Intel specifically states that the AMT Ctrl+P hotkey for MEBx requires physical, on-site access.
Choose a remote console path that fits the machine

Check what the target computer supports
- Identify the exact model and management hardware. Check the system specifications or management-controller interface for Intel AMT support, or—on a Dell PowerEdge—iDRAC presence and generation. Do not assume a feature is present because another model in the same product family has it.
- Confirm it was configured before you lost access. Intel AMT KVM requires prior firmware-side setup: Intel’s implementation guidance says to enable KVM in MEBx and enable the listener before enabling KVM remotely. For Dell, confirm iDRAC has a reachable management IP and that the account and console entitlement are available.
- Establish whether you need graphics or text. Use graphical KVM for a normal visual firmware setup experience. Consider SOL only when the BIOS serial connection and iDRAC SOL are configured and text-based access is sufficient.
- Use the console to restart and enter BIOS/UEFI. Connect to the management interface, open its remote console, restart the machine, and send the firmware setup key during startup. The key varies by manufacturer and model; use the system’s documentation or startup prompt. If the console connects only after the OS begins, it is not providing the pre-boot access needed.
What if AMT was not configured?
If no one enabled and provisioned AMT before the machine became inaccessible, AMT is not a way to reach MEBx remotely and turn itself on. Intel’s support answer is explicit: the Ctrl+P hotkey for MEBx is physically available only on site. A person at the computer may need to configure the firmware or connect the machine to an appropriate management setup before remote KVM becomes usable.

Intel does document off-network AMT access through a secure TLS tunnel to a vPro Gateway, also called a Management Presence Server. This is an organization-managed deployment with environment-detection and configuration requirements, not an automatic public-internet connection. See Intel’s remote-configuration documentation. Avoid exposing an unauthenticated management interface directly to the internet.
When built-in management is unavailable
An external IP KVM may provide the missing pre-boot console path, but it is a hardware-level solution, not a universal adapter. Before choosing one, verify all of the following for the particular target and KVM:

- The KVM can capture the target computer’s video output and resolution.
- It can send the keyboard input needed during POST and firmware setup.
- You can remotely restart or power on the target if reaching setup requires it; a video-and-input device does not necessarily provide power control.
- The KVM itself has a secure, reachable management path and suitable authentication.
Wake-on-LAN can help start a compatible computer, but it does not supply a remote display and keyboard for entering setup. A USB adapter or software remote-desktop application likewise does not, by itself, create a pre-OS console.
Secure the management path
AMT, iDRAC, and IP KVM interfaces can provide substantial control over a computer. Keep management access on a controlled network, use authenticated accounts and current vendor-recommended firmware, and use an organization-managed gateway for remote access where applicable. For exact configuration and security requirements, follow the documentation for the system’s specific model, controller generation, and firmware.
