Usually, no. A standard user generally cannot turn off User Account Control (UAC) for the whole Windows 11 device without administrator authorization. If Windows asks for an administrator username and password, you need credentials for an administrator account or help from the device owner or IT administrator. There is no safe standard-user workaround for that permission boundary.
Why Windows asks for an administrator password
UAC helps prevent unauthorized changes to Windows. When an action needs administrator-level permission, Windows may ask for an administrator’s credentials. A standard account is intended for routine use; an administrator account can change system settings, install software, and access all files.
Changing UAC settings affects the device’s notification behavior. It does not change a standard account into an administrator account or grant it administrator authority. Microsoft recommends limiting the number of administrator accounts.

What a standard user should do

Open the UAC settings only if you have a legitimate reason to change them: Control Panel > System and Security > Change User Account Control settings.

If Windows requests administrator credentials, stop and ask the device owner or administrator to make or approve the change. Do not try to bypass the prompt or weaken another system protection to get around it.

If the PC belongs to an employer or school, contact IT. Device management may impose additional settings, and the available controls can vary.

If you do not have administrator credentials, you cannot use this route to disable UAC. An administrator can review the request and decide whether a different notification level is appropriate.

In the Control Panel slider, an authorized administrator can choose among these levels:

- Always notify: Windows notifies you when apps try to install software or make changes to the computer, and when you make changes to Windows settings.
- Notify me only when apps try to make changes to my computer: the default level; Windows notifies you about app-initiated changes, but not when you make changes to Windows settings.
- Notify me only when programs try to make changes to my computer (do not dim my desktop): similar prompting for program-initiated changes, without dimming the desktop.
- Never notify (Disable UAC): Windows stops showing these UAC notifications. Microsoft says this option is not recommended due to security concerns.
Lowering or disabling notifications can remove prompts that would otherwise alert you when programs attempt to install software or change the device. The options change prompting behavior; they do not alter the account type or its permissions.

For an administrator who is authorized to change the device’s UAC notifications, the Windows 11 route is Control Panel > System and Security > Change User Account Control settings. Move the slider to the intended level and select OK. Windows may request authorization to save the change. Choosing Never notify disables UAC and is discouraged by Microsoft.
