Short answer: Under the XRP Ledger’s documented rules, no. All XRP was created in the original allocation, and the protocol states that no more than 100 billion XRP can be created. Releasing XRP from escrow changes when existing units are available; it does not mint additional units. Transaction fees work in the opposite direction because they are destroyed, permanently reducing the amount left in balances.
That answer describes the current protocol. XRPL governance can amend transaction-processing rules if validators approve an amendment, so it is more precise to say that no supply-expanding feature is active or documented today—not that a change is impossible under every conceivable future amendment.
What the 100 billion XRP figure means
The XRP Ledger’s official XRP Overview says: “All XRP is already in existence today—no more than the original 100 billion can be created.” This is the project’s documented protocol description, not an independently conducted supply census or a forecast. It means the ledger began with its full original allocation rather than issuing new XRP through mining or an ongoing block-reward schedule.
The 100 billion figure is an original-supply limit. It is not the same thing as the number currently held by exchanges, users, Ripple, or escrow accounts. A unit can be locked, released, transferred, or destroyed in a fee without changing the number of units that were originally created. Keeping those measurements separate prevents most confusion about XRP “minting.”

How the original allocation was handled
According to the XRPL overview, the founders gifted 80 billion XRP to Ripple. Ripple then placed 55 billion XRP—55% of the total possible supply—into a series of escrows on the XRP Ledger. Ledger rules govern when those escrowed units can be released. Because the escrow contains units from the original allocation, a release is a custody and timing event, not a new issuance event.
The 55 billion figure describes the amount Ripple placed into escrow, not a promise that the same amount remains locked today. Escrow releases, transfers, and other transactions change balances over time. The overview includes a graphic labeled “38B XRP remains in escrow,” but that graphic is explicitly dated October 2024. It should not be presented as the escrow balance in October 2026.
Original supply, available balances, and burned XRP
Readers often use “supply” to mean several different things. In this context:

- Original supply: the 100 billion XRP that the protocol says was created at the beginning.
- Escrowed XRP: existing XRP held under escrow conditions until a release can occur.
- Available or circulating balances: XRP that has been released and can be held or transferred by accounts. This amount can change as escrow releases and transfers occur.
- Destroyed XRP: XRP removed by transaction fees. Those units cannot be recovered or spent again.
A report that says “more XRP entered circulation” may be describing an escrow release. That wording concerns availability, not creation beyond the original 100 billion.

Why escrow release is not minting
XRPL escrow is a ledger feature that holds existing XRP until a time condition or another release condition is met. The Escrow documentation describes how funds are locked and later delivered when the specified conditions are satisfied. The escrow account does not manufacture replacement units while the funds are locked.
What changes when an escrow releases
- The escrow’s locked balance becomes eligible for release under its ledger-defined conditions.
- The released XRP moves to the designated recipient or account.
- The recipient can then hold, transfer, or otherwise use those already-existing units.
- The total number of XRP originally created remains 100 billion or less; only location, ownership, and availability have changed.
Ripple’s escrow arrangements therefore provide a schedule and custody mechanism that can make previously unavailable XRP available over time. They do not give Ripple a minting key or a separate allowance above the original allocation. A headline describing an escrow release as “new XRP created” confuses a balance becoming usable with a token being issued.
Why dates matter for escrow claims
Escrow balances are time-sensitive. The XRPL overview’s October 2024 graphic is a historical snapshot, while the 100 billion cap is the standing supply statement. If a post quotes a remaining escrow amount, check the date and whether it refers to a project display, a ledger query, or another measurement. Do not carry the October 2024 graphic forward as an October 2026 balance.

Every XRP Ledger transaction includes a cost designed to make spam and denial-of-service attacks expensive. The Transaction Cost documentation explains that the fee is not paid to a validator or other beneficiary. It is irrevocably destroyed by the protocol.

The 10-drop minimum is a dated operating figure
At the time of access on October 13, 2026, the documentation stated a 10-drop minimum for a standard reference transaction. A drop is the smallest XRP denomination, so this is a very small fee. The same documentation warns that the effective cost can rise when the network is under heavier load. The minimum should therefore be read as the stated standard reference value, not as a permanent guarantee for every transaction.
When a transaction succeeds, the specified fee leaves the sender’s balance and is burned. It does not accumulate in a treasury, pay validators, or return to the sender. Over time, fee destruction can only reduce the XRP remaining in account balances; it cannot increase the original supply.
Fee settings can change without issuing XRP
XRPL’s fee settings and account-reserve requirements can be adjusted through consensus governance. The official Fee Voting documentation explains that validators can vote on these operational settings. A 2024 XRPL notice, Lower Reserves Are In Effect, records a reserve change that took effect on December 2, 2024 and notes that fee settings may move again.
Changing a fee or reserve changes the cost of using the ledger, not the number of XRP that exists. Fee voting is therefore not an issuance vote. It cannot authorize Ripple, validators, or users to create an extra tranche of XRP.

Could a future protocol amendment change the cap?
The careful answer is theoretical rather than absolute. XRPL transaction-processing rules can be changed through the amendment process described in the official Amendments documentation. Trusted validators vote on amendments; an amendment requires more than 80% support to remain in place for two weeks before it passes and applies to later ledgers.
What governance establishes—and what it does not
This process establishes that the network’s rules are not frozen forever. In principle, a future, successfully approved amendment could alter protocol behavior. It does not establish that a supply-expanding amendment exists, is being prepared, or has been accepted. The official materials reviewed describe the current rule as no more than the original 100 billion XRP and do not document a live mechanism for minting beyond that amount.
Consequently, “XRP can never be changed under any circumstances” overstates what governance means, while “anyone can create more XRP” is false under the current ledger. A supply change would require a publicly proposed rule change, validator support above the stated threshold, and adoption by the network—not a unilateral action by Ripple or an escrow release.

Do not conflate the broad amendment process with routine fee voting. Fee voting adjusts transaction costs and reserve settings. An amendment changes transaction-processing rules after the validator approval process. Neither of the cited documents reports an approved rule that expands XRP’s original supply.

Answers to the questions people usually ask
Can Ripple create more XRP?
Not under the current documented XRPL rule. Ripple received XRP from the original allocation and controls escrow arrangements described by the XRPL overview, but those holdings are already inside the 100 billion total. Ripple can release or transfer existing XRP; it cannot unilaterally mint units above the cap.
Is XRP still being minted?
No ongoing mining or minting process is described by the official XRPL materials. They state that all XRP is already in existence. New account balances can appear when someone receives a transfer or when escrowed XRP is released, but those events redistribute existing units.
Does an escrow release increase XRP’s total supply?
No. It can increase the amount available to a recipient or the amount people describe as circulating, while decreasing the amount still locked in that escrow. The original-supply total does not rise.

Do XRP transaction fees get paid to validators?
No. The transaction fee is destroyed. Validators process and agree on ledger transactions, but the fee is not a validator reward. Because the fee is burned, successful transactions reduce the remaining balance of XRP rather than creating income that could be reissued.
Could governance someday approve more XRP?
The amendment process means a blanket claim that no rule could ever change is too strong. More than 80% validator support maintained for two weeks is required for an amendment to pass, and the reviewed official sources show no active or approved supply-expansion amendment. The current documented answer remains no.
A practical way to evaluate XRP supply claims
When you encounter a claim that “new XRP was created,” check the mechanism rather than the headline.
- Identify the number being measured. Ask whether it is the original 100 billion allocation, an available balance, an escrow balance, or XRP destroyed through fees.
- Check the date. Escrow and circulating figures change. The XRPL overview’s 38 billion escrow graphic is an October 2024 snapshot, not a current October 2026 balance.
- Look for the ledger event. An escrow release, payment, or exchange transfer moves existing XRP. A fee removes XRP. None is a minting event.
- Separate project statements from independent estimates. The 100 billion cap and the 55 billion escrow allocation are figures published by the XRP Ledger project. They are not presented as the result of an independent statistical study.
- Check governance language. A proposed or discussed amendment is not the same as an amendment that passed the validator threshold and took effect.

The precise conclusion
XRP is not currently being minted beyond its original allocation. The documented cap is 100 billion XRP, escrow releases expose units that were already included in that figure, and transaction fees permanently burn small amounts. XRPL governance can change protocol rules through a demanding validator-consensus process, but no approved or active amendment that expands the supply is documented in the cited official materials.
