Yes. Tether can restrict USDT held at an external self-custody address. You may control the wallet’s private keys and still be unable to transfer the tokens if Tether blacklists the address or freezes the tokens through issuer-level controls. Self-custody protects control of the keys; it does not remove rules built into an issuer-controlled token.
What a USDT freeze actually means
A freeze is an address- or token-level restriction. It does not mean Tether has obtained your seed phrase, logged into your wallet application, or taken ownership of the device that stores your keys. You still possess the cryptographic keys, but transactions involving the affected USDT can be rejected or otherwise made unusable by the token’s issuer-side controls.
That distinction matters because two different control layers are involved:

- Wallet control: Your private key authorizes a transaction from your address. In a self-custody setup, no wallet company should be able to sign a transaction for you.
- Token control: The issuer can operate or enforce controls in the USDT token contract, including blacklisting addresses or preventing movement of tokens associated with them.
A valid signature from your private key cannot override a token contract rule that refuses the transfer. In practical terms, the wallet may show the balance while every attempted send fails, remains unconfirmed, or is rejected by the network’s token logic.

What Tether’s current terms say
Tether’s Token Terms of Sale and Service, marked as last updated February 26, 2026, describe sanctions it may apply when it suspects prohibited use. The terms are Tether’s contractual position, not an independent legal finding that a particular holder broke a law. They also give Tether discretion in deciding whether suspected conduct warrants a sanction.

Because the terms use discretionary language, it would be inaccurate to tell users that every freeze requires a court order, prior warning, or a particular appeal process. The terms establish what Tether says it may do; they do not settle how every case will be handled in every country.
How a self-custody address can be restricted
The issuer does not need your keys
Self-custody means you hold the credentials needed to sign transactions. It does not mean every asset in the address is permissionless. USDT is an issuer-created token, so its contract can include administrative functions that differ from the native cryptocurrency of the underlying network.

The restriction concerns what the token contract will accept, not whether the wallet software remains operational.

The balance may remain visible
A freeze does not necessarily make the number disappear from a wallet interface or block access to the public blockchain. A block explorer may continue to show the token balance at the address. The decisive test is whether a transfer of that token can be accepted by the relevant contract, not whether the wallet displays a balance.
Different networks can have different contract states
USDT exists on multiple blockchain networks. Always identify the network and token contract before diagnosing a problem. A restriction on one address and contract should not be assumed to describe every USDT representation, and sending the same asset on another network without checking compatibility can create a separate loss.
What Tether has said about freezes and law enforcement
In a 2022 statement concerning addresses associated with Tornado Cash, Tether said: “When Tether receives an applicable/legitimate request from a verified law enforcement agent to freeze a privately held wallet, the Company complies with the freeze (we do not freeze wallets of exchanges/services).” Tether also said it avoided unilateral freezes without verified instructions where doing so could interfere with an investigation.

That statement is historical and tied to a specific circumstance. It should not be converted into a universal promise that every freeze follows the same procedure, affects only privately held wallets, or requires a court order. Tether’s current terms are broader than that single public explanation.

A U.S. Department of Justice filing provides a concrete example of Tether freezing USDT associated with specified addresses at law enforcement’s request. One case demonstrates that an issuer-level freeze can occur; it does not establish the process, notice requirements, or legal outcome for every country or investigation.
In an announcement dated April 23, 2026, Tether said it supported a freeze of more than $344 million in USD₮ across two addresses after U.S. authorities shared information. In the same announcement, Tether reported cooperation with more than 340 law-enforcement agencies in 65 countries and involvement in more than 2,300 cases globally, including over 1,200 tied to U.S. law enforcement. Those are figures reported by Tether, not an independent tally. Tether CEO Paolo Ardoino said, “USD₮ is not a safe haven for illicit activity.”
Wallet-app non-custody is a separate question
Tether Data’s Tether Wallet terms, last updated July 15, 2026, describe that application as non-custodial. The user stores keys locally and initiates transactions, while Tether Data says it cannot initiate, broadcast, execute, reverse, or control blockchain transactions.

It does not cancel the separate USDT token terms that describe blacklisting addresses and freezing tokens. A non-custodial app can be unable to sign or reverse your transaction while the USDT issuer can still make a token transfer fail through issuer controls. Do not treat “non-custodial wallet” as synonymous with “issuer-proof asset.”

Does a hardware wallet prevent a freeze?
No. A hardware wallet can keep private keys isolated from an internet-connected computer and can reduce the chance of malware stealing those keys. A written or offline backup can help you recover wallet control after a device failure. Neither changes the status of an address in the USDT contract.

If the problem is a stolen seed phrase, a new wallet and migration may protect remaining assets. If the problem is an issuer freeze, moving the same address between devices does not solve it.
What to do if your USDT appears frozen
First establish whether you are seeing an issuer restriction or an ordinary transaction problem. Do not send additional funds to the address while the cause is unclear.

Record whether the USDT is on the network you intended to use and identify the exact token contract shown by a reputable block explorer or the network’s official documentation.
- Check the address character by character. Compare the receiving and sending addresses, including the first and last several characters. A wrong address, unsupported network, or fake wallet token can look like a freeze.
- Inspect the transaction status. Look for a transaction hash, revert message, failed execution, insufficient network fee, nonce problem, or a transaction that was never broadcast. A missing hash often means the wallet did not submit the transaction.
- Test without risking more value. If appropriate for the network and your security setup, use a very small transaction only after confirming the destination and fee. Do not repeatedly retry a transaction that the token contract is rejecting.
- Save a complete record. Keep the address, token contract, transaction hashes, amounts, dates, screenshots, wallet error text, and any exchange or law-enforcement correspondence in an offline and readable format.
- Check for an address-level explanation. Compare the transfer failure with the token’s public contract behavior and any notice you received. A displayed balance plus repeated contract-level rejection is more consistent with a token restriction than with a lost seed phrase.
- Stop interacting with unsolicited helpers. Anyone asking for your seed phrase, private key, remote-desktop access, or an upfront “unlock” payment can take the rest of your assets. Tether or a legitimate investigator should not need your secret recovery phrase to review public transaction data.
Recovery and complaint routes
Mistaken transfers
Tether’s recovery guidance covers specified mistaken transfers, not a guaranteed appeal of a blacklist. It asks for information such as the transaction ID, deposit address, amount, what happened, and steps already attempted. Requests over $1,000 are accepted for evaluation, but Tether says it may determine that recovery is not viable and that success is not guaranteed.

Tether states that a recovery fee may be up to 10% of the recovered amount or $1,000, whichever is greater. It also warns that a process may take several months. Those terms describe a discretionary recovery assessment; they are not evidence that a law-enforcement freeze will be lifted.
Law-enforcement, theft, hack, and scam matters
For legal issues involving law-enforcement requests, thefts, hacks, or scams, Tether directs users to its Information requests team. Provide the records requested and preserve originals. If the balance is substantial or a legal restraint is involved, consult a qualified lawyer in the relevant jurisdiction. A lawyer, Tether, or a law-enforcement agency may be able to explain the process, but none can promise an unfreeze merely because you make contact.
Custody models: what each one controls

The relevant comparison is not “which wallet is immune?” None is immune to an issuer-side USDT restriction. The useful questions are who holds the keys, who can restrict the token, and what documented recovery or complaint process exists.
Limits on what can be concluded from a freeze
- A frozen balance does not, by itself, prove that the holder committed a crime or violated a sanction.
- Tether’s terms and company announcements describe Tether’s authority and actions; they are not neutral legal analysis for every jurisdiction.
- The 2022 statement is historical, the April 2026 case figures are company-reported, and the DOJ filing is one example rather than a universal procedure.
- There is no basis to promise automatic notice, a guaranteed hearing, a fixed response time, or successful recovery.
The practical conclusion is straightforward: self-custody is strong protection against losing control of private keys, but it is not protection against issuer rules attached to USDT itself. Treat key security and token-issuer risk as separate parts of your custody plan.
