Yes, but with an important qualification: software can reduce the electricity needed for a defined amount of AI work, yet that does not guarantee lower electricity use across an entire data center. More efficient inference, power-aware scheduling and better use of existing capacity can moderate demand growth. If efficiency makes AI services cheaper or enables longer, more complex workloads, total consumption can still increase.
What a reduction actually means
“Lower energy use” can describe several different outcomes. They are related, but they are not interchangeable.
| Metric | What it measures | What software can influence |
|---|---|---|
| Energy per useful task | Electricity required to produce an accepted answer, prediction or other defined service | Model design, inference settings, routing, batching and utilization |
| Capacity made available | Compute or power headroom that can serve additional work without expanding infrastructure | Power caps, scheduling and removal of avoidable throttling |
| Avoided electricity | Electricity that would otherwise have been consumed for a specific workload or operating decision | Deferral, cancellation, consolidation or substitution of work |
| Total facility electricity | All electricity consumed by servers, networking, storage, cooling and other infrastructure | Workload volume, placement, utilization and facility-control coordination |
A lower per-query figure is therefore an efficiency result, not proof that the meter outside the facility will show a lower annual total. The total depends on how many tasks are run, how long outputs are, how much reasoning is requested, the hardware used, utilization, cooling and the data center’s operating practices.

Why the question matters at global scale
The International Energy Agency (IEA) estimates that data centers of all kinds used about 415 TWh of electricity in 2024, roughly 1.5% of global electricity consumption. That estimate covers the complete data-center sector, not AI-only facilities. In its base case, the IEA projects global data-center electricity use to reach about 945 TWh in 2030. The IEA also models a High Efficiency case in which stronger progress across software, hardware and infrastructure produces energy savings of more than 15% relative to its modeled trajectory. That is a scenario comparison, not a measured saving caused by software alone; hardware improvements, facility design, utilization and adoption assumptions are included as well. IEA, Energy demand from AI
The IEA’s broader point is concise: “There is no AI without energy – specifically electricity for data centres.” IEA, Energy and AI Software determines how much useful work is obtained from that electricity and how flexibly operators can respond to power and thermal limits.
Where software can cut electricity use
Make each inference do more useful work
Model architecture and serving configuration affect the amount of computation required for a response. Operators can choose a model, context length, output limit and serving strategy that meet a quality target without spending more compute than the task needs. The relevant target is not the lowest wattage in isolation; it is the lowest electricity per acceptable result at the required latency and reliability.

A Microsoft Research analysis illustrates how strongly assumptions matter. For frontier-scale models under the authors’ stated H100-node scenario, it estimates a median energy use of 0.34 Wh per query, with an interquartile range of 0.18–0.67 Wh. These are scenario estimates, not universal constants for every model, machine or request. Microsoft Research, Energy Use of AI Inference: Efficiency Pathways and Test-Time Compute
The same analysis estimates a 4.32 Wh median in a test-time-scaling case that uses 15 times more tokens. The comparison shows why gains in serving efficiency can be offset when an application requests substantially more reasoning or a longer answer. A team measuring only average requests could miss that change in workload mix.

Route requests and place GPUs with power and temperature in mind
Scheduling software can decide which GPU, server, cluster or site handles a request. It can route work away from a constrained rack, spread demand to reduce thermal hotspots, and defer flexible jobs to a period or location with available capacity. These decisions can prevent power or temperature throttling, which otherwise lowers performance and may cause more machines or more time to be used for the same service.
Microsoft Research’s TAPAS work describes a system that places GPU virtual machines within cooling and power constraints, routes inference requests and reconfigures software-as-a-service virtual machines during spikes or emergencies. Its published summary reports fewer thermal and power-throttling events in an evaluation of a large GPU cluster, but it does not provide a numeric electricity reduction. Fewer throttling events are an operational benefit; they should not be reported as a specific percentage of energy saved. Microsoft Research, TAPAS: Thermal- and Power-Aware Scheduling for LLM Inference in Cloud Platforms
Use power caps to turn electrical limits into an operating control
Power-capping software can set or adjust the maximum power available to workloads. A cap can keep a rack, cluster or facility inside an electrical or thermal envelope, allowing more equipment to remain online without triggering a peak-power breach. It can also let operators provision for a lower worst-case draw than an unconstrained workload would require.
Microsoft says its power-capping work had been deployed across Microsoft data centers by June 2023 and had freed hundreds of megawatts of “harvested power.” That is a company-reported capacity claim. It describes power made available for use elsewhere, not hundreds of megawatts of electricity savings and not an independently verified reduction in aggregate consumption. Microsoft Research, Power Efficiency and Sustainability
Coordinate computing with cooling and other facility systems
Accelerators are only one part of the load. The IEA says servers account for around 60% of electricity use in modern data centers on average, while cooling ranges from about 7% to more than 30%, depending on the type and efficiency of the center. Software that places workloads according to temperature, airflow, chilled-water availability or power constraints can therefore affect facility operation as well as GPU utilization. The achievable benefit depends on the baseline. A highly efficient facility with little unused cooling capacity has less avoidable overhead than an older site with substantial thermal imbalance. Moving work can also shift electricity to another building or region rather than eliminate it, so accounting must follow the workload and the facility boundary being measured.
How to tell whether an optimization really reduced demand
A credible assessment separates efficiency from capacity and from total consumption. Use the following process before claiming a saving.
- Define the useful service. Specify the task, quality threshold, output length, latency target and reliability requirement. “One query” is too broad if requests vary greatly in context or reasoning.
- Record the workload mix. Track request count, input and output tokens, model choice, test-time reasoning, concurrency and retries. A lower average can hide a shift toward longer or more demanding jobs.
- Measure energy at a stated boundary. Decide whether the result covers an accelerator, a server, a cluster or the whole facility. Include networking, storage and cooling when making a facility claim, and state the period and region.
- Compare like with like. Use a baseline with the same quality, latency, availability and workload mix. A power cap that lowers instantaneous draw but increases runtime may not lower total watt-hours.
- Check displaced and induced work. If scheduling moves a job to another site, measure both sites. If a cheaper service increases demand, include the additional requests in the total.
- Report uncertainty and assumptions. Document hardware, utilization, power-usage effectiveness, cooling conditions and software versions. Scenario estimates should remain labeled as estimates.
A useful internal ledger keeps four figures separate: watt-hours per accepted task, instantaneous power, capacity released by an operating control, and total electricity over the reporting period. Combining them into one “savings” number can turn a real efficiency improvement into a misleading claim.
Trade-offs that can erase the benefit
Rebound from cheaper or better services
If optimization lowers the cost or latency of inference, applications may send more requests, retain longer context or enable features that were previously too expensive. The energy per task can fall while the number of tasks rises enough to increase total electricity. This is the central reason a software efficiency result cannot be treated as an automatic facility reduction.
Quality, latency and reliability
Reducing computation can change answer quality, error rates or tail latency. Routing every request to the smallest model may save energy but create retries or human review, which add work elsewhere. Conversely, reserving more capacity than the workload needs can protect latency while wasting idle power. Any comparison should state which service-level objectives were held constant.

Longer reasoning can dominate per-token gains
The Microsoft Research test-time-scaling estimates show the issue directly: the stated 0.34 Wh median for its frontier-model scenario rises to 4.32 Wh in a scenario with 15 times more tokens. Improvements measured on short prompts should not be generalized to agents, coding tasks or other applications that deliberately spend more tokens to improve an answer. Microsoft Research, Energy Use of AI Inference: Efficiency Pathways and Test-Time Compute
Thermal wins are not automatically energy wins
Preventing throttling can improve throughput and service stability, but a scheduler may respond by keeping more GPUs busy. That can increase useful work and total electricity at the same time. Likewise, moving a workload to a cooler site may reduce cooling overhead at the destination while adding network or transfer energy. The right question is whether the defined boundary used fewer watt-hours for the same accepted service.
Capacity claims are easy to misread
“Freed” or “harvested” power generally means that an operator can support additional load within an existing limit. It is not the same as avoided electricity. Capacity can be valuable for delaying a new data-center build, but it may ultimately be consumed by additional AI demand.

3. Optimize serving decisions first
Match model size, context and output limits to the task. Test the change against the same acceptance criteria and include retries, moderation and downstream processing in the measurement boundary.
4. Add power- and thermal-aware routing
Feed rack, cluster and facility constraints into placement and request-routing decisions. Keep emergency controls separate from ordinary scheduling so a temporary cap does not silently become a permanent quality or latency regression.
5. Use flexible work as a control surface
Identify jobs that can be delayed, moved or run at reduced throughput. Apply caps or scheduling policies to those jobs first, while protecting interactive workloads with explicit service-level limits.
6. Audit the result at facility scale
After deployment, compare total electricity and cooling behavior over a representative period. Check whether the optimization changed demand, shifted it to another site or enabled more AI usage. Publish the boundary, dates, hardware and assumptions with the result.
What can be concluded today
The evidence supports a measured “yes.” Software can make AI services less energy-intensive per useful task and can help operators stay within power and thermal limits. It can also improve utilization and delay infrastructure expansion by making more effective use of installed capacity.
What the available evidence does not establish is a universal software-only savings percentage or an independently verified, portfolio-wide fall in electricity consumption caused by software. The IEA’s more-than-15% High Efficiency result is a modeled pathway spanning software, hardware and infrastructure. The Microsoft inference figures are scenario estimates tied to stated assumptions. TAPAS reports fewer throttling events without a numeric electricity result, and the power-capping work reports hundreds of megawatts of capacity made available rather than electricity avoided.
For operators, the defensible claim is therefore specific: software can moderate growth in AI data-center electricity demand by reducing energy per accepted service, coordinating workloads with facility constraints and increasing the useful work obtained from existing power. Whether the electricity meter falls depends on workload growth, operating boundaries and the efficiency of the whole facility.
