Yes. Smart home devices can continue basic control and automations without sending operational traffic through a vendor cloud when they use a local protocol and an always-on controller in your home. Zigbee, Z-Wave, Matter, Thread and ESPHome can support this arrangement. However, “local control” does not prove that a product sends no telemetry: remote access, voice integrations, notifications, history, setup, app-store access and firmware updates may still use internet services, and cloud-only devices stop working through their normal integration during an outage.

What “working without the cloud” actually means

A smart home has at least two separate data paths. The control path carries commands such as turning on a light, changing a thermostat setting or triggering an automation. The service path handles accounts, remote access, notifications, analytics, firmware delivery and other features. A product can keep its control path inside your home while still contacting a manufacturer for some service functions.

Local control

With local control, a controller on your home network or local radio network talks directly to the device. The command does not need to travel to a vendor server and back. If the internet connection fails, basic commands and automations can continue as long as the controller, network and devices have power.

Home Assistant describes this arrangement in its internet FAQ: “Devices that talk to Home Assistant using local protocols, such as Zigbee, Z-Wave, Matter, Thread, and ESPHome, do not need any internet connection at all.” That statement applies to devices communicating with Home Assistant through those local protocols; it is not a guarantee about every product’s separate app, account or optional cloud service.

Cloud-only control

A cloud-only device sends your command to the vendor’s service before the device acts. When internet access or that service is unavailable, the normal integration cannot reach the device. A phone app may still open on your Wi-Fi, but that does not make the control path local if the app depends on a remote server.

Mixed operation

Many products are mixed. They may expose a local protocol for switching and automation while using the internet for remote access, voice-assistant integrations, push notifications, usage history, account management, setup or firmware updates. Treat each feature separately rather than classifying the whole product as simply “local” or “cloud.”

What can keep working during an internet outage

In a correctly configured local installation, the following can continue without an internet connection:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Direct control from a local dashboard or automation controller.
  • Automations that run on the controller, such as turning lights on from a local motion sensor.
  • Communication among compatible devices on the home network or local radio network.
  • Local status and state changes, provided the controller and network remain powered.

An outage still stops anything that requires a remote service. A device may also become unavailable if its controller is switched off, its radio adapter is missing, the local network is down or the product was never configured for local operation.

Protocols and hardware requirements

The protocol printed on a box is only the starting point. Confirm that the exact model is supported by your chosen controller and that the required radio or bridge is present.

Protocol or connection How local operation works Hardware or qualification
Zigbee Devices communicate over a local radio network with a compatible controller. A compatible Zigbee radio or coordinator may be required.
Z-Wave Devices communicate over a local radio network with a compatible controller. A compatible Z-Wave radio or controller is required.
Matter over Wi-Fi or Ethernet Home Assistant can control the device locally over the home IP network after its Matter integration and server are configured. The controller must support Matter and the specific device.
Matter over Thread Matter commands use the local Thread network rather than a vendor cloud. A compatible Thread border router and Matter-capable controller are required.
Thread without confirmed Matter support Thread identifies the network transport, not the application standard or feature set. Do not infer Matter compatibility from a Thread logo; verify the Matter logo or the manufacturer’s model documentation.
ESPHome Compatible devices communicate with the local controller rather than requiring a vendor cloud. The exact ESPHome device and its Home Assistant integration must be supported.
Vendor-specific Wi-Fi cloud integration Commands travel through the vendor’s internet service. It will not be reachable through that integration when internet access is down.

Home Assistant Green is one plug-and-play controller option. Suitable existing hardware can also run Home Assistant, including a Raspberry Pi, mini PC, NUC or virtual machine. Zigbee, Thread and Matter setups may need additional radio hardware. Home Assistant identifies Connect ZBT-2 as an accessory for Zigbee, Thread and Matter support; whether you need it depends on the protocols used by your devices. Thread-based Matter devices specifically need a Thread border router.

How to build a local-first setup

  1. Choose an always-on controller. Use Home Assistant Green or suitable existing hardware such as a Raspberry Pi, mini PC, NUC or virtual machine. The controller must stay powered for automations to run while the internet is unavailable.
  2. Inventory each device’s exact model. Record the model number and region. “Works with” claims can differ between revisions, and a protocol logo alone does not establish local support.
  3. Identify the real protocol. Determine whether the device uses Zigbee, Z-Wave, Matter over Wi-Fi or Ethernet, Matter over Thread, plain Thread, ESPHome or a vendor-specific cloud connection.
  4. Add required radios or bridges. Install a compatible Zigbee or Z-Wave radio where needed. For Matter over Thread, provide a compatible Thread border router. A Wi-Fi or Ethernet Matter device uses the local IP network instead of a Thread radio.
  5. Install the local integration. Configure the controller’s integration for the protocol and pair the precise device model. A product may support one local function while another function remains tied to its vendor service.
  6. Create automations on the controller. Keep triggers, conditions and actions within the local system. An automation that calls an external service is no longer fully offline even if its sensor and switch are local.
  7. Test before relying on it. Temporarily remove internet access while leaving the local network and controller powered. Test direct control, automations and status updates. Record which functions stop, because that reveals hidden service dependencies.
  8. Decide whether to enable optional online features. Remote access, voice control, cloud notifications, history synchronization, app-store access and firmware updates can be useful, but enable only the services you accept.

Questions to answer before buying a device

Does the primary control path work locally?

Look for explicit documentation that the device can be controlled locally by your chosen controller without a vendor account or cloud connection. “Can be used offline” should refer to the exact control function, not merely to an app’s ability to display a cached screen.

Which protocol does the model actually use?

Wi-Fi does not automatically mean cloud-only, and Thread does not automatically mean Matter. Confirm whether the device is Matter over Wi-Fi, Matter over Thread, another local protocol or a proprietary cloud integration.

Does your controller support this model?

Protocol compatibility is not the same as device compatibility. Check the exact model, firmware expectations and supported features in the controller’s integration documentation.

What equipment is needed?

List any USB radio, hub, bridge, border router or always-on server required. A local protocol still needs local equipment; removing the cloud does not remove that infrastructure.

Which features remain online-dependent?

Ask specifically about remote access, voice assistants, notifications, history, setup, account recovery and firmware updates. A product can pass a local-control test and still send data for these other functions.

Matter and Thread: related, but not interchangeable

Matter is a control standard. Thread is one possible network transport for Matter devices. A Thread logo indicates that a product can use a Thread network; it does not by itself establish that the product supports Matter or that it will pair with your Matter controller.

For a Thread-based Matter installation, the local path normally includes the Matter device, a Thread network, a Thread border router and a controller with Matter support. For Matter over Wi-Fi or Ethernet, the device uses the local IP network instead. In both cases, Home Assistant’s Matter integration and server must be configured before local control is available.

When shopping, look for confirmation of both the application standard and the transport. Home Assistant specifically warns against inferring Matter compatibility from a Thread logo alone.

Features that may still need an internet connection

Feature Why internet may be required
Remote access from outside the home Your phone or browser needs a path into the home, often through an online service.
Selected voice-assistant integrations Voice processing or account linking may use a cloud service.
Notifications delivered away from home Push delivery generally depends on an external notification service.
History synchronized to a vendor account Data must leave the local system to be stored or viewed remotely.
Initial setup or account activation The manufacturer may require an online account or service before pairing.
Firmware and software updates Update packages commonly come from the internet, even when ordinary control is local.
Home Assistant app-store access Downloading integrations and related resources requires internet access.

Home Assistant’s own FAQ identifies remote access, certain cloud features and voice-assistant integrations, updates and access to its app store as internet-dependent capabilities. Plan updates and initial setup for times when connectivity is available.

What the Works with Home Assistant program tells you

The Works with Home Assistant program is a useful compatibility signal for local-first shoppers. Its requirements say certified end devices must be available locally without a separate cloud connection, while cloud control may be offered as an opt-in extra. The program’s concise rule is: “Cloud control can be an extra, but must be opt-in only.”

Certification is not a substitute for checking the precise model and feature list. Confirm which sensors, controls and configuration options are exposed locally, and whether a manufacturer’s optional account services are enabled by default.

Local control is not the same as zero data collection

There are four different questions to separate:

  • Control traffic: Are commands and state changes handled inside your home?
  • Optional cloud features: Do remote access, voice, notifications or synchronized history contact an online service?
  • Telemetry: Does the device send diagnostics, usage information or identifiers to its manufacturer?
  • Setup and maintenance: Are account creation, activation and firmware delivery online-only?

A local protocol answers mainly the first question. It does not establish that the manufacturer collects no telemetry. Home Assistant’s statements about local data describe devices communicating with its own system; do not generalize them to every manufacturer. For a privacy decision about a particular product, read the current privacy policy and network-behavior documentation for that model and region.

Troubleshooting when local control fails

The device works only when the internet is restored

Check whether the integration is actually vendor-cloud based. A device may advertise a local protocol but have been added through a cloud integration. Remove the cloud path only if the controller offers a supported local integration for that model.

A Matter device cannot be discovered

Verify that the Matter integration and server are configured, then check the transport. Matter over Thread needs a functioning Thread border router; Matter over Wi-Fi or Ethernet needs local network reachability. A Thread-only product may not be Matter-capable.

Automations stop but manual control works

Inspect the automation for external actions, cloud notifications or voice services. Replace those steps with local actions if offline execution is required. Also confirm that the controller remains powered and that its local database and integrations are available.

Only some features disappear

This is normal for a mixed design. Direct switching may remain local while remote access, history, notifications, setup or updates fail. Document the split so household members know which controls remain available during an outage.

How to compare local-smart-home options

Decision axis Questions to ask
Cloud independence Will basic control and automation work if internet access is removed?
Device support Does the selected controller support the exact model and its required features locally?
Setup hardware Are a hub, USB radio, Thread border router or other bridge required?
Feature coverage Are setup, voice control, remote access, notifications, history and updates local or cloud-backed?
Privacy evidence Does the manufacturer clearly document data collection and network behavior?
Maintenance and usability Who maintains the controller and integrations, and can everyone in the household use local controls?

A local-first design usually trades some convenience for independence. You may need to maintain an always-on controller, radio adapters and integrations, while gaining control that is less exposed to vendor outages or account changes. A cloud-based design can simplify setup and remote access, but its operation depends on the vendor’s service and privacy practices. Choose according to which failure and maintenance costs matter most in your home.

Practical examples

Internet outage with Zigbee lights

A Zigbee coordinator connected to an always-on Home Assistant server can continue receiving commands from the local dashboard and running local automations when the internet link is down. Remote access and online notifications will not work unless you have another local or out-of-band path.

Matter over Thread sensor

The sensor can be controlled locally when the Matter integration, server and Thread border router are operating. If the product is merely Thread-compatible without Matter support, it may not work with the Matter setup you selected.

Cloud-only appliance

If the appliance is reached only through its vendor’s cloud integration, the controller cannot operate it through that integration during an internet outage. A local protocol or officially supported local integration would be needed to change that dependency.

Bottom line

Smart home devices can work without sending operational control data to the cloud, but only when the exact device, protocol and controller provide a local path. Build around an always-on controller, verify model-level compatibility, supply the required Zigbee, Z-Wave or Thread hardware, and test with the internet disconnected. Then treat remote access, voice features, notifications, history, setup, updates and telemetry as separate privacy and availability questions rather than assuming that “local” means “no data ever leaves the home.”
