Yes: retailers may be able to track products you leave in an online cart and use that behavior to tailor prices. In January 2025, Federal Trade Commission (FTC) staff described that capability in an initial review, while emphasizing that its study was still ongoing and its examples were hypothetical. That is evidence of a potential practice—not proof that every retailer watches every cart or sells cart contents.
Can retailers see what you leave in an online cart?
They can, depending on the site and the technologies it uses. An online store often needs to remember cart contents so items remain there as you browse or return to checkout. The UK Information Commissioner’s Office (ICO) notes that cookies can perform this basic basket function, while also explaining that cookies may be used to track browsing behavior. A cart cookie by itself therefore does not show that a retailer is misusing your data. ICO guidance on storage and access technologies
The FTC’s January 2025 staff perspective went further than ordinary cart functionality: it reported that retailers can track signals such as mouse movements and products left unpurchased in carts, then use them to tailor prices. The FTC said its initial review drew on documents provided by Mastercard, Accenture, PROS, Bloomreach, Revionics, and McKinsey & Co.; the study was ongoing, and the examples were hypothetical. Its release also said the intermediaries it examined worked with at least 250 clients selling goods or services. That figure is not a count of retailers shown to use cart-based personalized pricing. FTC staff report and release, January 2025
FTC Chair Lina M. Khan said, “Initial staff findings show that retailers frequently use people’s personal information to set targeted, tailored prices for goods and services—from a person’s location and demographics, down to their mouse movements on a webpage,” The statement describes initial findings about tailored pricing; it does not establish that every retailer tracks abandoned carts or that cart contents are routinely sold.

How cart data can move beyond the store’s basic functionality
Remembering an item in a cart and monitoring a visitor are different purposes, even when a site uses similar technologies. A store may also include analytics code or third-party elements that record interactions or transmit information. The FTC describes website tracking through third-party page elements such as pixels, social buttons, and analytics JavaScript, as well as cookies and browser fingerprinting. These are possible mechanisms, not a checklist of technologies used by every retailer. FTC overview of tracking technologies
Cookies and scripts
Cookies can keep a cart working across page views, while cookies or scripts can also support analytics and tracking. The presence of a cookie does not tell you which purpose applies; the site’s implementation and disclosures matter.

Pixels and third-party elements
A pixel or other embedded element can send information to a service beyond the page you are viewing. The ICO gives a specific example: an affiliate pixel on an order-confirmation page may pass sale information, including an order reference and transaction amount, to an affiliate platform. That example concerns attribution after a purchase; it does not show that cart contents are being sold. ICO guidance on pixels and attribution

Browser fingerprinting uses characteristics of a device or browser to help recognize it. It is one tracking method discussed by the FTC, but the cited material does not establish how often any particular retailer uses it to identify cart activity.

Does “tracked” mean your cart is being sold?
No. Collection, use, sharing, and sale are distinct claims. A retailer may collect an interaction on its own site, use signals to personalize an offer, or transmit some information to a service provider. Each describes a different data practice. The FTC’s cart-related finding supports the possibility of tracking and price tailoring; the cited sources do not establish that retailers generally sell cart contents.
The FTC release’s “at least 250 clients” figure refers to clients of intermediaries reviewed by staff, not to proven cart-data sales. And the ICO’s affiliate-pixel example shows transaction details being passed in a particular attribution context, not the sale of unpurchased cart items. Without evidence about a particular retailer’s policy or conduct, it would be inaccurate to say that your cart is being sold.

Can your shopping behavior affect the price you see?
It may be used as one signal in tailored pricing, according to the FTC staff’s initial findings. The release does not establish how widespread cart-based price personalization is, which retailers use it, or whether a particular abandoned item will change the price shown to an individual shopper. A price difference alone also does not identify its cause.
What you can do to reduce some tracking
- Review your browser’s privacy and tracking-protection settings, and consider limiting third-party cookies where the browser allows it.
- When a site presents cookie choices, read the options and decline nonessential tracking where that choice is available and suits you.
- Check the retailer’s privacy notice for what it says about cart activity, analytics, advertising partners, and personalization.
- If you want to compare an offer, check the displayed price and terms directly rather than assuming a browser setting will alter the price.
These steps can reduce some forms of third-party tracking, but they are not a guarantee that a retailer’s own site will stop recording cart behavior or tailoring offers. The sources reviewed do not establish that a particular browser control prevents first-party collection or individualized pricing.

Which privacy rules apply?
Rules depend on where you are and the circumstances of the data use. The ICO’s guidance explains UK requirements under PECR and UK GDPR for storage technologies and related data practices. It is UK guidance, not a universal rule for shoppers elsewhere.
For the United States, a 2019 Government Accountability Office testimony described the then-existing federal privacy framework as lacking an overarching federal law governing private-sector collection and sale of personal information, and discussed gaps in consumer rights for marketing data. That is a dated overview, not a complete statement of every current federal or state law. GAO testimony on U.S. privacy-law gaps, 2019
