Yes—ransomware can contribute to a small business becoming insolvent or entering bankruptcy, but no official source establishes a typical bankruptcy probability. The danger is a cash-flow chain reaction: systems and data become unavailable, work stops, revenue falls, and response, restoration, legal and notification bills arrive at the same time.
Whether an attack becomes fatal depends on how dependent the business is on the affected systems, whether clean offline backups exist and have been tested, how far the intrusion spread, how long rebuilding takes, and how much response capacity the company has. The figures available from U.S. agencies show the scale of reported cybercrime, not a standard ransomware bill for a small company.
How ransomware can push a small business toward bankruptcy
Ransomware typically encrypts files or systems and may also copy data before encryption. The immediate business problem is not simply that files are locked; it is that ordinary processes may no longer run. A retailer may lose point-of-sale and inventory access, a manufacturer may be unable to retrieve production files, and a professional-services firm may be unable to open client records or bill for completed work.

Customer orders may be delayed or cancelled, employees may be paid while unable to work, and suppliers, lenders, landlords and tax authorities still expect payment. At the same time, the company may need outside incident responders, forensic investigators, legal counsel and replacement equipment. If the business cannot bridge that gap, it may become insolvent. Bankruptcy is a legal process that can follow insolvency, but an attack does not automatically produce either outcome.

The survival question is cash flow, not just the ransom
A ransom demand is only one possible expense and may not be the largest one. The FBI’s Internet Crime Complaint Center (IC3) says its adjusted ransomware losses generally omit lost business, time, wages, files, equipment and third-party remediation. Some reports contain no loss amount, and incomplete reporting can make totals look smaller than the real economic damage.
For a small company, a short interruption can therefore matter more than the headline demand. A business with recurring revenue, manual workarounds and tested backups may absorb the event. One that relies on a single server, cannot process orders manually and has little cash reserve may face an existential problem even if no ransom is paid.
What the available statistics actually show
Official numbers provide context but do not answer “What is the average bankruptcy risk?” or “What will recovery cost my company?”

| Figure | What it measures | What it does not establish |
|---|---|---|
| $2.4 billion in 2021 | CISA’s reported total cybercrime costs to small businesses across cybercrime types. | It is not a ransomware-only total, a per-business average or a bankruptcy forecast. |
| More than 3,600 ransomware complaints and losses exceeding $32 million in 2025 | FBI IC3 complaints and direct adjusted losses reported in its 2026 annual report. | It is not a complete estimate of economic damage, not limited to small businesses and generally excludes several interruption and remediation costs. |
| Typical small-business recovery bill or bankruptcy rate | No reliable small-business-specific figure is established in the cited official material. | Do not substitute figures from large enterprises or all cybercrime for a small-business estimate. |
CISA has also stated that small businesses were three times more likely to be targeted by cybercriminals than larger companies. That is a broad targeting comparison, not an individualized probability that a particular company will be attacked or fail afterward.
Which costs a ransomware incident can create
The final bill depends on the systems affected, the quality of evidence preserved, the need for specialist help and the length of the interruption. Insurance may cover some categories, but coverage is controlled by the policy’s wording, limits, exclusions, waiting periods and reporting conditions.

| Cost category | Examples of what drives the cost | Why it can threaten a small business |
|---|---|---|
| Investigation and technical response | Forensic imaging, malware analysis, log review, containment and rebuilding administrator access. | Specialist responders may be needed immediately, while internal staff are already unavailable. |
| Data recovery or replacement | Restoring servers and endpoints, replacing damaged hardware, recreating data that cannot be recovered. | Recovery can require both technology purchases and many hours of staff work. |
| Business interruption and lost income | Orders not fulfilled, services paused, cancelled work, overtime and temporary manual processes. | Revenue can stop while fixed costs continue. |
| Legal and regulatory work | Counsel, breach assessment, contract advice, regulator communications and claims handling. | Personal-data exposure can add obligations beyond restoring systems. |
| Notifications and communications | Notifying affected people, customers, employees, partners and relevant authorities when required. | Notification, call-center and public-relations work can arrive before operations are restored. |
| Crisis management and public relations | Customer updates, media response and coordination with stakeholders. | Loss of trust may cause customers to move business elsewhere. |
| Cyber extortion | A demand tied to decryption, alleged data theft or a threat to publish stolen information. | Payment does not guarantee recovery and can create legal, financial and recurrence risks. |
| Financing and opportunity costs | Emergency borrowing, delayed projects, missed sales and management time diverted from normal work. | Interest and delayed growth can prolong the cash-flow strain after systems return. |
Why one small business recovers while another fails
There is no single “small-business outcome.” Five practical variables explain most of the difference.
Dependence on affected systems
Ask what stops if the accounting platform, file server, identity service, phone system or production software is unavailable. A company with offline order forms and a way to invoice later may continue limited operations. A company whose core service is delivered entirely through an encrypted application may have no equivalent workaround.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Backup separation and integrity
A backup connected to the network can be encrypted or deleted by the attacker. CISA recommends offline, encrypted backups and regular tests of both availability and integrity. A backup that exists but cannot be restored, is incomplete or has not been updated is not a dependable continuity asset.
Scope of the compromise
One workstation is a different problem from a domain-wide compromise. Investigators must determine whether credentials, cloud accounts, customer records or other sensitive data were accessed. Data exfiltration can create notification and legal work even when a clean backup restores operations.
Interruption and revenue exposure
Consider daily gross margin, payroll, supplier commitments, service-level penalties and the number of days customers can wait. Two companies with identical technical damage can have very different financial outcomes because their revenue cycles and contractual obligations differ.

Response capacity
An organization with experienced IT staff, documented contacts and a tested plan can contain an incident faster than one that must find help during the crisis. Outside forensic or recovery assistance may be necessary, and its availability and cost vary by location and incident complexity.

What to do immediately after discovering ransomware
The first objective is to contain the spread while preserving information needed to understand what happened. FTC guidance for small businesses advises the following sequence; adapt it with qualified technical and legal professionals to your environment.
- Disconnect infected devices from networks. Remove network, Wi-Fi and other connections so the malware cannot spread or continue communicating. Do not power the devices down unless a qualified responder directs you to do so; volatile evidence may be lost.
- Call experienced IT or cybersecurity help. Internal staff may begin containment, but an incident-response or cybersecurity company can investigate scope, preserve evidence and guide recovery.
- Identify what was accessed. Determine which systems, accounts and data were affected, whether data was copied, and when suspicious activity began. Preserve relevant logs, ransom notes and alerts.
- Quarantine affected computers and accounts. Separate compromised machines and disable or reset credentials according to the responder’s plan. Avoid reconnecting an unverified device to a clean network.
- Fix the access route. Close the exploited vulnerability, remove unauthorized accounts, patch exposed software and secure remote access before rebuilding. Restoring systems without removing the entry path can lead to reinfection.
- Activate the written continuity plan. Move priority work to approved manual procedures or alternate systems. Tell employees which channels are safe and who can authorize restoration decisions.
- Report the incident. Report to the FBI and relevant regulators or sector authorities as applicable. Reporting requirements vary by the information involved, the business’s location and contracts.
- Notify affected people when required. If personal information was compromised, work with counsel and the appropriate authorities on the content and timing of notices.
Restoring operations from backups
CISA recommends restoring clean systems from backups in priority order while avoiding reinfection. The sequence should reflect how the business operates, not simply which server is easiest to recover.
Set restoration priorities
- Identity and access services needed to administer other systems.
- Core applications that generate revenue or deliver safety-critical services.
- Data stores required by those applications.
- Communications, finance, payroll and customer-support systems.
- Lower-priority archives and convenience services.
Validate before reconnecting
Use a known-clean environment to inspect backup dates, completeness and integrity. Scan restored systems, rotate credentials and apply security fixes before placing them on the production network. Keep a clean copy isolated until the recovery team confirms that the threat has been removed.
Test the business process, not just the server
A successful technical restore does not prove that employees can take orders, ship products, bill customers or meet regulatory obligations. Have staff perform representative transactions and verify that dependencies such as printers, payment processing, integrations and permissions work together.

Should a business pay the ransom?
The FBI states, “The FBI does not support paying a ransom in response to a ransomware attack.” FTC guidance likewise warns that payment does not ensure the attacker will restore the data. A decryptor may fail, the attacker may demand more money, and stolen information may still be published or sold.
Payment is therefore not a guaranteed recovery method. The decision, if considered at all, requires weighing the risks and costs with incident responders, legal counsel, insurers and law enforcement. Check sanctions and other legal restrictions before any transaction. Do not let a demand cause staff to destroy evidence or skip containment; those actions can make recovery and reporting harder.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How insurance fits into the decision
Cyber insurance may provide first-party coverage for data recovery, lost income, forensics, notifications, legal counsel, crisis management or cyber extortion. Policies differ substantially. A business should review its policy before an incident to understand approved vendors, notice deadlines, sublimits, deductibles, waiting periods, exclusions and whether ransom payments are covered.
After an incident, notify the insurer through the stated channel and obtain approval before engaging vendors when the policy requires it. Insurance can reduce a covered cash burden, but it does not replace backups, a continuity plan or the technical work of securing the environment.
Preparation that reduces the chance of a fatal interruption
Maintain offline, encrypted backups
Keep backups disconnected from ordinary network credentials and protect them with encryption and access controls. Retain enough historical versions to recover from an attack that is discovered days after it begins.

Test restoration regularly
Schedule documented restore exercises. Verify that files open, applications function, permissions are correct and the business can operate from the recovered systems. Record the time, dependencies and any gaps found.
Write a continuity and recovery plan
Document who declares an incident, who contacts the insurer and authorities, which systems are restored first, how employees communicate, how customers are updated and who can approve major spending. Keep a printed or otherwise offline copy in case normal systems are unavailable.
Limit the blast radius
Use separate administrator accounts, multi-factor authentication where available, least-privilege access, network segmentation and timely patching. Review remote-access services and remove accounts that no longer have a business purpose.
Plan the financial bridge
Estimate how payroll, rent, debt service and supplier commitments would be funded during an interruption. Know which records are needed for an insurance claim and how to access them offline. A prearranged line of credit or documented emergency authority may buy time while systems are rebuilt.
Questions a small-business owner should ask now
- Which three systems would stop revenue first if unavailable?
- When was each critical backup last restored successfully?
- Can an attacker using a normal employee account reach the backups?
- Who can disconnect networks and who can authorize outside responders?
- How will customers and employees communicate if email is compromised?
- What personal information do we hold, and which notifications could be required?
- What does our insurance policy require before we hire help or communicate publicly?
Bottom line for owners
Ransomware can contribute to bankruptcy by combining lost revenue with urgent technical, legal and recovery expenses. The official evidence does not support a universal bankruptcy rate or a typical small-business recovery price. The strongest practical safeguards are tested offline backups, a written continuity and recovery plan, rapid expert investigation, disciplined containment and enough financial preparation to keep essential obligations paid while clean systems are restored.
