No. A railway vendor cannot lawfully sell a pre-packaged bottle above the maximum retail price (MRP) printed on its label. Railway Board Circular No. 18 of 2025 also sets the current railway price for Rail Neer and railway-shortlisted packaged-water brands at ₹14 for one litre and ₹9 for 500 ml, effective 22 September 2025.
What the MRP rule means on a train or station
MRP is the maximum retail sale price of a pre-packaged commodity. The Department of Consumer Affairs Consumer Handbook states that no retailer or dealer may sell a packaged commodity above its MRP, and that the printed amount includes all applicable taxes.
The Legal Metrology FAQ quotes Rule 18(2): “No retail dealer or other person including manufacturer, packer, importer and wholesale dealer shall make any sale of any commodity in packed form at a price exceeding the retail sale price thereof.” The rule applies to a packaged bottle sold by a railway contractor, platform stall, pantry-car seller or mobile vendor just as it applies in an ordinary shop.

MRP is a ceiling, not a compulsory selling price. A seller may charge less than the printed amount, but the seller cannot add a surcharge and exceed it.

Current Rail Neer prices on railway premises
Railway Board Commercial Circular No. 18 of 2025, dated 20 September 2025, revised Rail Neer prices from 22 September 2025. The same prices apply to packaged drinking-water brands shortlisted by IRCTC or the Railways for sale on trains and railway premises.

Check the label on the particular bottle in your hand. The amount printed on that package remains the key retail-price reference. Also check whether the bottle is one of the railway-approved or shortlisted brands covered by the circular. A verbal statement such as “railway rate” does not replace the printed MRP or the applicable circular price.
Is ₹20 for a Rail Neer bottle legal?
For a normally labelled bottle covered by the current railway pricing, ₹20 is above the applicable amount. The following examples show how to assess a demand:

If a seller asks for ₹20 but the bottle’s label itself shows a different MRP, photograph the label and retain the bottle. Do not rely only on the seller’s explanation that the extra amount covers railway fees.

Can a vendor add GST, cooling or handling charges?
GST cannot be added on top of the printed MRP
Because MRP is inclusive of taxes, a vendor cannot calculate GST again after quoting the bottle’s MRP. A receipt that lists the printed bottle price plus a separate GST line does not make the excess lawful.
Cooling charges are not established as a general exception
The official consumer and Legal Metrology material does not create a general railway exception allowing a seller to add a “cooling,” “ice,” “handling” or “platform service” charge to a packaged bottle. If the charge is mandatory for taking the bottle, the total amount paid exceeds the permitted retail price.
A seller could offer a genuinely separate service, such as seating or a meal, under its own clearly disclosed terms. That does not permit the seller to disguise an extra charge for the packaged water itself or make the purchase of water conditional on an undisclosed fee.
How the railway circular interacts with the bottle label
The circular sets the railway-approved amount
Circular No. 18 of 2025 applies the ₹14 one-litre and ₹9 500-ml prices to Rail Neer and the packaged-water brands shortlisted for railway sales. It took effect on 22 September 2025. This is a railway procurement and vending rule in addition to the general MRP ceiling under consumer and Legal Metrology law.

What to do when a bottle has an older printed price
Stocks may carry labels printed before the price revision. If you see an older amount, do not assume that a surcharge is lawful merely because the circular changed the railway rate. Keep the bottle, photograph its size and printed MRP, and record what the vendor demanded. The label, sale circumstances and date are important when a complaint is assessed.
Conversely, a vendor cannot use the circular to charge more than the MRP printed on the bottle. If the printed MRP is lower than the amount requested, the lower ceiling still matters.
Railway authorisation is a separate issue
Price compliance and vending permission are different questions. A vendor may have a railway or contractor identification badge and still be prohibited from charging above MRP. An unlicensed hawker cannot make an over-MRP sale lawful either.

The Press Information Bureau reported on 19 March 2026 that unauthorised hawking and vending in passenger areas is prohibited under Section 144 of the Railways Act, 1989. Railway and IRCTC officials conduct inspections and special drives against unauthorised vendors. If a person is selling water without identifiable railway or contractor authorisation, include that fact in your report as a separate concern.

What to record before making a complaint
Evidence is easiest to preserve while you are still on the train or at the station. Gather the following without putting yourself at risk:
- The bottle, cap and label, kept in its original condition.
- A clear photograph showing the brand, bottle size and printed MRP.
- The train number, coach and berth area, or the station and platform.
- Date and approximate time of the sale.
- The vendor’s name, badge number, uniform, stall name or other identifying detail.
- The amount requested and the amount actually paid.
- A paper receipt, digital payment record or transaction reference, if available.
- The names of witnesses, if someone travelling with you saw the exchange.
Do not hand over the bottle if a staff member asks you to submit it unless you receive an acknowledgement. A photograph and payment record help preserve the facts if the bottle is later discarded.
How to report an overcharge
- Ask for the price and a receipt. Calmly ask the seller to show the MRP and provide a receipt. Do not argue over a small amount if the situation feels unsafe.
- Document the package. Photograph the MRP, volume, brand and any batch or date information. Photograph the stall or vendor only where permitted and safe.
- Note the journey details. Record the train number or station, coach and platform, date, time and direction of travel.
- Use the railway’s complaint channel. Report the seller to railway or IRCTC staff through the official complaint route available on the train or at the station. State that the bottle was pre-packaged, give the printed MRP, amount demanded and identify the vendor.
- Escalate the consumer-law issue where appropriate. A complaint can also be made through the relevant consumer-protection or Legal Metrology channel, attaching the label photograph and payment evidence.
- Keep the reference number. Save screenshots, receipts and any acknowledgement. The available official material does not establish one guaranteed remedy or response time for every complaint, so retain your own record.
How to check another bottled-water brand
The same basic MRP rule applies even when the bottle is not Rail Neer. Compare the following points instead of relying on a vendor’s spoken price:

A non-shortlisted brand is not automatically exempt from the MRP ceiling. Its printed MRP still limits what a retailer may charge; the railway’s approval status determines whether the specific railway circular price applies.

Common explanations that do not justify an overcharge
“The train is moving, so the rate is higher.”
Movement of the train does not cancel the packaged-commodity rule. The seller must still respect the bottle’s MRP and any applicable railway price.
“The water is cold.”
Cold storage does not create a general right to add a mandatory cooling fee to a packaged bottle. Record the demand and report it if the total exceeds the permitted price.
“The railway takes a commission.”
A claimed commission or contractor fee is not a tax or surcharge that can simply be passed to the passenger over MRP. The seller’s internal costs do not change the statutory retail ceiling.

“There is no receipt for such a small sale.”
Lack of a receipt makes proof harder, but it does not legalise the charge. Ask once for a receipt, retain the bottle, and record the transaction details and any digital payment evidence.
Historical supply figure and what it does not show
The Press Information Bureau reported in 2019 that approximately 9.5 lakh litres of Rail Neer were supplied to passengers per day from 11 operational plants. That figure is historical. It is not a 2026 production estimate and does not determine the price of a particular bottle today.
