Not necessarily. A public Wi-Fi network can encrypt each visitor’s connection without asking everyone to use a shared password, and a password prompt alone does not prove a hotspot is genuine or secure. The important questions are whether the wireless link is encrypted, whether visitors are separated from each other and the venue’s systems, and whether users can verify the network.
What a Wi-Fi password actually tells you
A password entered when joining a Wi-Fi network may be part of the network’s WPA2 or WPA3 security, which can encrypt the wireless link between a device and the access point. That is different from a password or code requested by a web page after the device has already joined the network. A captive-portal login may control internet access without encrypting the Wi-Fi connection.
Even a genuine WPA password is not proof that the access point belongs to the café, hotel, or airport you intend to use. A password posted publicly can be copied, and an impostor can advertise a similar network name. CISA advises confirming the network name and login procedure with venue staff: CISA’s public Wi-Fi guidance.
Can open Wi-Fi be encrypted without a password?
Yes. Opportunistic Wireless Encryption (OWE), also called Enhanced Open in supported deployments, can negotiate encryption for an open network without requiring a shared password. The IETF specifies OWE in RFC 8110. It is designed to protect the local wireless connection against passive observation by other nearby clients.

OWE does not authenticate the access point. It cannot tell you whether the network is operated by the venue rather than someone imitating it, and it does not replace HTTPS between your device and a website. The network and client device must both support and use the feature; seeing an open network does not mean OWE is enabled.
How the main public Wi-Fi options differ
| Approach | Wireless-link protection | What it does not establish | Guest experience |
|---|---|---|---|
| Open network without OWE | Do not assume the wireless link is encrypted. | It does not establish the hotspot’s identity or protect traffic at the Wi-Fi link. | Usually low friction: no Wi-Fi password is needed. |
| Open network with OWE / Enhanced Open | Provides per-connection wireless encryption for compatible devices when configured and in use. | It does not authenticate the venue or replace HTTPS. | No shared Wi-Fi password, but device and network support are required. |
| WPA2/WPA3 network with a Wi-Fi password | Can encrypt the wireless link when configured with WPA2 or WPA3. | A publicly shared password does not prove who operates the access point. A portal password is not wireless encryption. | Visitors must obtain and enter the network credential. |
These are different access and protection choices, not a simple safe-versus-unsafe ranking. For a business, the Federal Trade Commission recommends WPA2 or WPA3 for protected networks and a separate public or guest network rather than sharing the business network with visitors: FTC guidance on protecting business information.

What to do when you connect
- Verify the network and sign-in steps. Ask an appropriate staff member for the exact network name and expected login procedure. Be cautious of lookalike names.
- Check for HTTPS before entering information. HTTPS protects the connection between your browser and the website; it is a different layer from Wi-Fi encryption. The FTC says public Wi-Fi is usually safe given widespread encryption, while advising users to check for HTTPS and keep security software, the operating system, and browser up to date: FTC consumer guidance on public Wi-Fi.
- Use mobile data for sensitive tasks when practical. CISA advises avoiding sensitive activities on public Wi-Fi and using a mobile network connection when available. That is a cautious choice, not a claim that every public hotspot is compromised.
- Do not treat a password prompt as a safety check. A browser portal may only grant internet access, and a shared Wi-Fi password does not confirm the hotspot’s identity. The FTC’s security tips for public Wi-Fi distinguish network authentication from a browser login; that older guidance should be read alongside modern options such as OWE.
What venues should consider
A venue should choose a guest-access design based on actual link protection, isolation, compatibility, and the burden of managing credentials—not on whether the login screen displays a password. Separate visitor Wi-Fi from business-owned devices and internal systems, and configure guest access so visitors do not gain unnecessary access to one another or the venue’s network.

- Consider OWE when supported and suitable: it can encrypt compatible guests’ wireless links without a shared password, but does not verify the venue’s identity.
- Keep public or guest access separate from business systems and maintain the network configuration.
- Make the correct network name and sign-in steps clear so visitors can distinguish the genuine service from similarly named networks.
A password posted at the counter may reduce casual access, but it is not an identity check. Conversely, removing the shared-password requirement need not mean accepting an unencrypted wireless link if an appropriate encrypted open-network mode is enabled.
