Not automatically. Under the current GHG Protocol Land Sector and Removals (LSR) Standard, you should not simply subtract ocean-stored carbon from a company’s greenhouse-gas footprint. The standard describes removals stored in land and geologic carbon pools, but does not provide a stated accounting method for ocean storage. An ocean-removal project or offset claim is a separate question that requires an applicable methodology, project evidence, monitoring, verification and controls against double counting.

The short answer depends on which claim you are making

“Carbon footprint” and “carbon offset” are often used as if they were interchangeable. They are not. A corporate footprint is an inventory of emissions and removals within a defined organizational and reporting boundary. An offset claim is a statement that a separately defined project caused a quantified climate benefit that has been transferred, retired or otherwise assigned to the claimant.

The GHG Protocol LSR Standard is primarily an annual, entity-level inventory standard. It does not certify carbon credits, verify projects or authorize an offset claim. Therefore, recording an item in an inventory cannot by itself turn an ocean-carbon project into an eligible credit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an offset or credit claim, eligibility depends on the rules of the applicable program, registry, jurisdiction or corporate-claims framework, plus evidence from the specific project. The sources available for this question do not establish a universal permission or universal prohibition for every ocean-based credit.

What the current LSR Standard covers

The GHG Protocol LSR Standard v1.1 is the current version identified on the protocol’s official standard page. It was first published in January 2026, received minor non-substantive edits in June 2026 and has an effective date of January 1, 2027.

Item What is established
Primary purpose Annual, entity-level greenhouse-gas inventory accounting for organizations with relevant land-sector activities or organizations choosing to report removals or geologic storage.
Removal and storage scope CO2 removals stored in land and geologic carbon pools, together with specified land-management, land-use-change and removal-product emissions.
Ocean-storage method Not stated in the published scope identified for v1.1.
Project-credit certification Not provided. The standard does not set project-accounting, credit-certification or credit-verification requirements.
Effective date January 1, 2027.

That scope means an organization should not treat “ocean storage” as automatically eligible under the LSR rules simply because the project reports a quantity of carbon. The company must first determine whether the activity fits a recognized accounting method and whether the resulting information belongs in its inventory at all.

Do not mistake the 2022 pilot draft for current policy

A September 2022 pilot draft is useful historical context, but it is not the finalized v1.1 text. The draft described ocean-based pools as marine organic and inorganic carbon pools. Examples included dissolved bicarbonate and carbonate, carbonate minerals in shells or coral, and organic carbon in seagrass, algae, kelp or sediments. It said its guidance did not cover ocean- or freshwater-based pools because the working group then lacked sufficient data and methods.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That statement explains the state of guidance in 2022. It should not be quoted as though the current finalized standard contains an explicit permanent ocean exclusion. The accurate present-tense statement is narrower: the current LSR materials identified here do not provide a stated ocean-storage accounting method.

Ocean uptake, marine storage and net atmospheric removal are different

A project may describe carbon moving into seawater, a marine ecosystem or a mineral. Those descriptions do not, by themselves, prove a net atmospheric CO2 removal.

  • Ocean uptake: carbon enters seawater or changes the concentration of dissolved carbon species.
  • Marine-ecosystem storage: carbon is retained in organisms, sediments, shells, coral or another biological or mineral pool.
  • Net atmospheric removal: atmospheric CO2 is reduced after the project’s full lifecycle emissions, energy use, transport, processing, leakage and other effects are counted.

A credible claim must define which of these outcomes is being claimed, identify the storage pool and show why the atmospheric effect is net positive. A gross quantity transferred into the ocean is not automatically the quantity that may be reported as a removal.

How to evaluate an ocean-removal or offset claim

1. Name the accounting purpose and governing rule

Write down whether you are preparing an annual corporate inventory, reporting a product footprint, buying and retiring a credit, making a contribution claim or making a claim of neutralized emissions. Then identify the exact current methodology, registry rule, national requirement or claims code that governs that statement.

If the only authority cited is the LSR Standard, that is not enough for project-credit eligibility. The LSR Standard’s inventory guidance and a project standard answer different questions.

2. Set the project boundary before looking at the removal number

Request a process map covering capture or enhancement, electricity and fuel, equipment manufacture, transport, chemical inputs, monitoring, maintenance, decommissioning and disposal. The reported result should show gross removal, each material emission source and the resulting net atmospheric removal.

Ask whether the calculation includes emissions that occur outside the operator’s site, such as electricity generation, shipping or production of alkaline materials. A project that reports only the amount of carbon moved or stored is not presenting a complete net result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Identify the storage pool and expected durability

The project should state exactly where the carbon remains: dissolved inorganic carbon, a mineral product, sediment, biomass, shell or coral material, or another defined pool. It should explain the physical and chemical processes that keep the carbon there and the time horizon used for the claim.

Durability is not the same as a promise that no change is possible. The documentation should address reversal, remobilization, leakage to another pool and what happens if monitoring shows that stored carbon is lost. If the project uses a permanence period, the period and the remedy for a shortfall should be explicit.

4. Examine measurement, reporting and verification

Look for a monitoring plan that specifies instruments, sampling locations, frequency, calibration, data retention and methods for estimating uncertainty. The project should distinguish measured quantities from modeled quantities and disclose assumptions that materially affect the result.

Independent verification should cover both the removal calculation and the storage claim. A certificate that confirms equipment operation or a mass of material delivered is not necessarily verification of atmospheric removal. The verifier’s scope, competence, independence and treatment of uncertainty should be documented.

5. Check traceability and ownership of the environmental attribute

Traceability should connect the claimed removal to a project location, operating period, monitoring records and a unique identifier in the relevant registry or ledger. The documents should identify who owns the environmental attribute and who may make a claim after a transfer or retirement.

Double counting can occur when a project operator, credit buyer, host country, investor or product manufacturer each reports the same benefit. Require a clear allocation rule, serial-number controls and a statement of how national inventories and other corporate inventories are treated.

6. Review environmental, social and governance safeguards

Ocean interventions can affect water chemistry, organisms, habitats and communities even when their intended purpose is climate mitigation. The project should disclose impact assessments, permits, affected ecosystems, emergency procedures and the process for addressing unexpected effects.

Governance evidence should identify decision-makers, jurisdiction, consultation with affected communities and mechanisms for complaints or remediation. A climate claim should not hide material ecological or social risks behind a single removal number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Record uncertainty and claim language

Use the project’s uncertainty range, confidence level and conservative deductions in the quantity you report. If the evidence supports only a pilot result or a modeled potential, describe it as such rather than as a verified durable removal.

Public wording should match the evidence. “This purchase supports an ocean-carbon project” is materially different from “This project removed and durably stored a specified quantity of atmospheric CO2 on our behalf.” The latter requires evidence for every part of the statement.

What an inventory team should do in practice

  1. Define the reporting year and boundary. Document subsidiaries, operational control, equity share and any land-sector activities included in the inventory.
  2. Classify the ocean activity. Determine whether it is an operational emission, an internal removal, a purchased credit or a claim about a product. Do not force it into a land or geologic category merely because no ocean category is available.
  3. Apply the current inventory standard. Check the LSR v1.1 requirements and any other applicable GHG Protocol standards. If the activity has no stated method, flag it as outside the standard rather than inventing a conversion.
  4. Keep project records separate. Store the project methodology, monitoring reports, verification opinion, registry records and contractual ownership documents in a project file.
  5. Reconcile lifecycle emissions. Include relevant upstream and downstream emissions and document exclusions. A removal cannot be reported net of emissions that were omitted without explanation.
  6. Prepare a claim review. Have legal, accounting and sustainability reviewers confirm that the wording, quantity, period and ownership match the evidence and the applicable claims framework.
  7. Disclose limitations. State when the method is developing, when uncertainty is material and when an amount is not included in the inventory because no applicable method has been established.

Warning signs in project documentation

Warning sign Why it matters What to request
Only a gross “tons stored” figure It may omit lifecycle emissions and fail to demonstrate net atmospheric removal. A full boundary calculation with emissions, assumptions and net result.
No named storage pool “Ocean” is too broad to assess durability or reversal. A physical description of the pool, retention mechanism and permanence period.
Model output presented as measurement Modeled estimates can carry substantial uncertainty. Raw monitoring data, model description, validation and uncertainty analysis.
Certificate without verifier scope A certificate may confirm participation or delivery rather than removal. The verification standard, verifier independence and findings.
Unclear ownership or registry status The same environmental attribute may be claimed more than once. Serial numbers, transfer and retirement records, and allocation rules.
No ecological or community assessment Climate benefits do not eliminate environmental and social impacts. Impact studies, permits, consultation records and remedies.

What the 2026 evidence says about marine carbon dioxide removal

The National Academies’ September 2026 update reports progress in marine carbon-dioxide-removal research, technology development, private-sector participation and movement toward field testing. It also emphasizes unresolved questions: whether approaches can remove CO2 at meaningful scale, whether removal can be measured and verified reliably, what environmental effects may occur and how governance should work.

The update’s conclusion is conditional: marine CDR, “if demonstrated to be feasible and responsible,” could supplement reductions in greenhouse-gas emissions. The qualification matters. It is not a finding that every marine approach is ready for crediting, nor is it a quantified estimate of removals available today. Meaningful contribution to climate targets would require significant scale-up after feasibility, responsibility and monitoring are demonstrated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The National Academies’ work is an evolving digital consensus-study series. Its 2026 additions include a state-of-marine-CDR module, expanded governance and social-dimensions material and an expanded ocean-alkalinity-enhancement module. Its carbon-accounting and environmental-impacts discussion frames responsible evaluation around carbon accounting, monitoring, reporting, verification and environmental-impact assessment.

How product-footprint standards fit into the question

The GHG Protocol Product Life Cycle Accounting and Reporting Standard addresses product life-cycle emissions. GHG Protocol has said it is working with ISO on an updated harmonized product-level standard. That work may affect how product boundaries and life-cycle data are handled, but it does not, by itself, establish eligibility for an ocean-carbon credit or authorize a neutralization claim.

For a product label, the company must therefore answer two separate questions: how the product’s life-cycle emissions are calculated, and whether a purchased or generated ocean-removal benefit may be used in the particular claim. A compliant life-cycle calculation does not automatically settle the second question.

A practical decision tree

  1. Are you reporting a corporate inventory? If yes, apply the current inventory standards and include only categories for which an applicable method exists. Do not subtract ocean storage automatically under LSR v1.1.
  2. Are you making a project or offset claim? If yes, identify the governing credit or claims framework. The LSR Standard alone does not certify the project.
  3. Does that framework recognize the project’s ocean storage pathway? If no, do not describe the amount as an eligible offset under that framework. You may describe the activity factually, with its limitations, if your communications rules permit.
  4. Is there evidence of net removal, storage durability, MRV, traceability, safeguards and double-counting controls? If any material element is missing, qualify the claim or withhold it until the gap is resolved.
  5. Does the wording match the evidence and ownership? If the project is still at pilot or demonstration stage, avoid language that implies a verified, transferred and durable atmospheric removal.

Safe wording for corporate communications

A cautious disclosure could say: “Our inventory does not subtract ocean-stored carbon under the current GHG Protocol Land Sector and Removals Standard because that standard does not provide a stated ocean-storage accounting method. We separately assess ocean-based projects under the applicable project methodology, including lifecycle emissions, monitoring, storage durability, verification, environmental safeguards and double-counting controls.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That wording distinguishes inventory treatment from a project claim, identifies the current limitation without turning the historical 2022 draft into current policy and leaves room for future methodologies or jurisdiction-specific rules. It also avoids claiming that all ocean credits are either valid or invalid everywhere.
