Generally, no—if the extra line is a UPI or merchant discount rate (MDR) surcharge. The Ministry of Finance’s 15 September 2026 statement says MDR belongs to the merchant payment ecosystem, not to the customer making a UPI payment, and says banks have been advised to ensure merchants do not pass MDR on to customers. That position does not automatically decide every other fee a business might charge for a separately chosen service; the key question is what the line item actually represents.

The direct answer

When a shop, website or service provider adds an amount specifically described as a “UPI fee,” “UPI surcharge” or “MDR,” the current Ministry of Finance position is that the customer should not pay it as an extra bill item. The ministry’s exact wording is: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” It also says that banks have been advised to ensure merchants do not pass MDR charges on to customers.

This is a statement of the government’s current policy framework, released on 15 September 2026. It is not the same as a published consumer-complaint procedure, a stated fine schedule or a court ruling covering every possible convenience or service fee. A business may describe another charge as payment for an independently selected service, but the sources for this explainer do not establish whether that separate charge is lawful in every circumstance. Ask what the line item covers before treating it as MDR.

What MDR means in a UPI payment

MDR is the merchant discount rate: a fee associated with processing a merchant payment. The Ministry of Finance says it is distributed among participants in the payment ecosystem, including banks and payment application providers. It is not a tax collected by the government or NPCI.

That distinction matters because a merchant-side cost is not automatically a customer liability. The rates in the ministry’s framework describe what may be charged within the payment ecosystem for specified transaction categories. They do not create a matching amount that can simply be added to the shopper’s bill.

Person-to-person transfers (P2P)

For one individual sending money to another, the ministry says UPI remains free regardless of the amount. It says no transaction fee, platform fee or other charge may be imposed on individuals for sending or receiving money through UPI.

Person-to-merchant payments (P2M)

P2M is a purchase or payment to a business. The framework keeps P2M transactions up to ₹2,000 free of MDR. For transactions above that amount, the applicable rate depends on the merchant category and sector described below. In every case, these are merchant-side MDR descriptions, not customer surcharges.

Current MDR categories described by the ministry

The following figures come from the Ministry of Finance statement posted on 15 September 2026. They describe the payment ecosystem’s treatment of specified merchant transactions. They should not be read as amounts a customer owes.

Transaction or merchant category Framework described by the ministry What it means for the customer
P2P, any amount No transaction, platform or other UPI charge for the individual sender or receiver No UPI fee should be added to the person-to-person transfer
P2M up to ₹2,000 Zero MDR The ₹2,000 threshold does not authorize a customer surcharge
Small merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR codes Zero MDR on all transactions under the stated condition The monthly threshold is a merchant eligibility condition, not a fee the customer pays
Specified P2M transactions above ₹2,000 0.4% MDR, capped at ₹300 for transactions of ₹75,000 and above The rate is within the merchant payment ecosystem; it is not a bill add-on
Listed essential and thin-margin sectors above ₹2,000: railways, telecommunications, insurance, fuel and agricultural inputs Flat ₹5 MDR The ₹5 is not a customer UPI surcharge under the ministry’s stated position
Listed capital-market payments involving mutual funds, securities, stockbrokers and dealers 0.02% MDR, capped at ₹300 The merchant-side category does not transfer the MDR to the customer

The ministry estimates that approximately 96% of P2M transactions will remain unaffected and about 4% will attract MDR. That is the ministry’s own data analysis, not an independently validated calculation in the available material.

How the ₹2,000 threshold works

The threshold determines whether a merchant transaction falls within the stated zero-MDR P2M treatment or one of the specified above-₹2,000 categories. It does not mean that a customer crossing ₹2,000 must pay a UPI fee.

For example, if a qualifying merchant transaction of ₹3,000 falls under the 0.4% category, the ecosystem calculation would be ₹12 (0.4% of ₹3,000). For a transaction of ₹75,000, 0.4% equals ₹300, matching the stated cap. Those arithmetic examples explain the merchant-side framework only; they do not authorize the merchant to add ₹12 or ₹300 to the customer’s invoice as “UPI charges.” The category, merchant classification and sector must also match the framework before a rate applies.

Why the ₹1 lakh small-merchant limit does not change the customer rule

The ministry says small merchants, including street vendors, receiving up to ₹1 lakh per month through UPI QR codes under the P2PM category continue to receive zero MDR on all transactions. This is a monthly receipt condition used to determine the merchant’s treatment. It is not a customer allowance, exemption or surcharge trigger.

A vendor cannot point to the ₹1 lakh figure and claim that shoppers must pay extra after the vendor crosses it. The statement addresses how MDR is handled in the merchant ecosystem and separately says banks have been advised to prevent pass-through to customers.

Sector-specific rates are not permission to add fees

The framework lists a flat ₹5 MDR for transactions above ₹2,000 in railways, telecommunications, insurance, fuel and agricultural inputs. It also lists a 0.02% MDR, capped at ₹300, for specified capital-market payments involving mutual funds, securities, stockbrokers and dealers.

Those descriptions can be easy to misread because they contain familiar rupee amounts. They are still merchant-side rates. A railway ticket seller, fuel merchant or securities intermediary cannot treat the listed MDR as an automatic “UPI convenience fee” on the customer’s bill under the ministry’s stated policy.

UPI app fees and other line items

The same 15 September statement says UPI application providers are prohibited from imposing platform fees or hidden charges. That wording addresses fees imposed through the UPI application layer. It does not turn every amount shown on a merchant invoice into MDR, nor does it provide a universal ruling on charges for optional services outside payment processing.

Use the description on the receipt and the merchant’s explanation to separate the possibilities:

  • Clearly labelled UPI, MDR or payment surcharge: this is the situation covered by the ministry’s no-pass-through position.
  • A separately selected service: examples might include delivery, installation, booking or another service the customer actively chooses. The material available for this article does not establish a blanket legal rule for every such fee.
  • An unexplained price difference: ask the merchant to identify whether it is a product-price change, tax, service charge or payment-related amount before assuming it is MDR.

Do not rely only on the fact that the final amount is higher when paying by UPI. The label and the underlying service determine what can be evaluated against the ministry’s statement.

What to do if a merchant adds a UPI or MDR line

The available official material resolves the policy position but does not set out a verified, step-by-step consumer complaint route for this exact scenario. You can still create a clear record without claiming that a particular escalation channel or refund deadline is guaranteed.

  1. Save the evidence. Keep the itemised bill, UPI payment confirmation, date, amount, merchant name and any displayed QR or checkout screen. A screenshot is useful if the fee appears only online.
  2. Ask for the line-item explanation. Request the merchant to state in writing what “UPI fee,” “MDR,” “platform fee” or similar wording covers.
  3. Compare payment methods carefully. If the product price is the same but an additional amount appears only when UPI is selected, record that difference. Do not alter or cancel a transaction merely to create evidence.
  4. Describe the issue accurately. If the merchant confirms that the amount is MDR or a UPI surcharge, identify it that way. If it is a separate optional service, record the service name instead of calling it MDR.
  5. Keep the response. Save messages, invoices and any refund or correction offered. The ministry’s statement says banks have been advised to stop pass-through, but the source does not specify the official complaint sequence, required form, deadline or expected outcome.

Because the precise escalation pathway was not established in the official material used here, avoid relying on an invented helpline, regulator order or guaranteed refund timetable.

What merchants and cashiers should understand

A merchant may have payment-processing costs, but the ministry describes MDR as part of the merchant payment ecosystem and says it should not be passed on to customers. Staff should therefore avoid adding a line labelled “UPI MDR” or “UPI surcharge” to a customer’s bill.

Internal accounting should distinguish the merchant’s settlement and processing records from the retail invoice. The framework’s percentages, caps and sector categories are relevant to the merchant’s payment arrangement; they are not instructions to rewrite the displayed product price at checkout.

August policy background versus the later framework

An 8 August 2026 Ministry of Finance statement described an enabling or proposed policy stage. It said the Taxation and Other Laws (Amendment) Bill, 2026 would amend section 10A of the Payment and Settlement Systems Act, 2007, and that an NPCI-headed UPI and Services Steering Committee would decide on MDR, if any, after passage. That statement also reported 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026.

The later statement posted on 15 September 2026 supplies the specific rates and thresholds summarized in this article. Use the August figures as dated policy context, not as evidence that a customer owes a fee. The implementation details may change, so merchants and consumers should check a newer official statement if one supersedes the September framework.

Common misunderstandings

“My payment is above ₹2,000, so I must pay a fee.”

No. Above ₹2,000 is a threshold used in specified merchant-side MDR categories. It is not a customer-fee trigger.

“The merchant says the bank charges it, so passing it on is allowed.”

The ministry specifically says banks have been advised to ensure merchants do not pass MDR charges to customers. The merchant’s processing cost does not become a customer bill item merely because a bank or payment provider is involved.

“The ₹5 sector rate is a government tax.”

No. The ministry says MDR is not a tax collected by the government or NPCI. The ₹5 description applies to specified merchant transactions in listed sectors.

“Any fee shown at a UPI checkout is illegal.”

The available statement directly addresses MDR, UPI platform fees and hidden charges. It does not establish a universal rule for every separately chosen service or every price difference. Identify the charge before drawing a legal conclusion.

What the official position does—and does not—settle

  • It states that customers should not be charged MDR as an extra amount on a UPI payment.
  • It keeps P2P transfers free and P2M payments up to ₹2,000 at zero MDR under the described framework.
  • It sets out merchant-side categories, rates, caps and the small-merchant ₹1 lakh monthly condition.
  • It says UPI application providers may not impose platform fees or hidden charges.
  • It does not, in the material available here, provide a consumer complaint workflow, deadline, refund guarantee or a ruling covering every non-MDR convenience fee.

Frequently Asked Questions

Does the Ministry of Finance statement itself list a fine for a merchant that passes MDR to a customer?

No. The statement says banks have been advised to ensure that merchants do not pass MDR charges to customers, but the material does not specify a fine, enforcement process or penalty amount.

Can a customer rely on this statement to claim that every checkout fee is unlawful?

No. The statement addresses MDR, UPI platform fees and hidden charges. It does not establish a blanket rule for a separately chosen delivery, booking or other service fee.

Where should a consumer file a surcharge complaint?

The official material used here does not verify a specific complaint channel or escalation sequence for this scenario. Keep the bill and payment records and request clarification from the merchant before choosing an escalation route.
