No geoengineering or carbon-removal method has been shown to restore the Atlantic Meridional Overturning Circulation (AMOC) in the real ocean. Carbon dioxide removal (CDR) could slow the warming that is expected to weaken the circulation, but climate models show delayed and variable responses rather than a reliable return to a historical baseline. Deliberately changing North Atlantic salinity or freshwater input is even less controllable and could create serious regional and ecological harm.
The practical policy is rapid emissions reduction, continuous AMOC observation and carefully staged research into marine CDR. CDR may complement cuts in residual emissions; it is not a restart button for the Atlantic circulation.
What the AMOC is—and why “restart the Gulf Stream” is misleading
The AMOC is the Atlantic branch of the global overturning circulation. It moves warm, salty surface water northward, transfers heat between ocean layers and latitudes, and returns colder, denser water at depth. NOAA describes it as transporting heat, salt, carbon and other biogeochemical elements, while influencing regional climate, sea level and marine ecosystems.

The Gulf Stream is one fast western-boundary current within this larger system. It contributes to northward heat transport, but it is not synonymous with the AMOC. A project that changed the Gulf Stream locally would not necessarily recreate deep-water formation, the southward abyssal flow or the AMOC’s basin-scale carbon and heat pathways. Circulation strength, heat transport and ocean carbon uptake are related, but they are not interchangeable measurements.

What is happening to the circulation?
Warming adds heat and freshwater to the ocean, reducing surface-water density in regions where dense water normally forms. That tends to weaken deep convection and the overturning circulation. The observed record is not a smooth decline, however. A NOAA/AOML summary reported extensive weakening during the 2000s followed by a pause since the early 2010s, demonstrating why sustained observations are essential. Another NOAA/AOML assessment found a weakening of the deep or abyssal limb over roughly the preceding two decades and linked it to increased North Atlantic sea level.
Model projections also span a wide range. A 2025 Nature multi-model study using 34 climate models found AMOC weakening 90 years after atmospheric carbon dioxide reached four times its preindustrial concentration ranging from 20% to 81%, with a mean of 54%. These are responses to an idealized forcing experiment, not a prediction of a particular collapse year. In every simulated case, persistent upwelling around the Southern Ocean prevented a complete shutdown, although the circulation remained substantially weaker.
Could carbon dioxide removal restore the AMOC?
CDR removes carbon dioxide from the atmosphere and stores it in geological, terrestrial, ocean or product reservoirs. By lowering radiative forcing, it can address a major driver of long-term AMOC weakening. NOAA’s State of the Science factsheet, citing the 2024 State of Carbon Dioxide Removal assessment, says Paris-aligned pathways limiting warming to 1.5–2°C include approximately 7–9 gigatonnes of CO2 removal per year by 2050. That is a global mitigation scale, not an AMOC-restoration requirement.
The distinction matters because atmospheric forcing and ocean circulation adjust on different timescales. A 2024 Communications Earth & Environment modeling study found that North Atlantic sea-level changes can recover rapidly after atmospheric CO2 removal forcing changes, with heat and salinity patterns associated with AMOC alterations. The result supports a limited conclusion: reducing CO2 can influence the climate conditions that affect the AMOC, while ocean adjustment may lag and need not reproduce a historical circulation state.

Candidate intervention families
1. Iron or nutrient fertilization
Ocean nutrient fertilization adds iron or macronutrients to stimulate phytoplankton growth and, in favorable conditions, export more organic carbon into the deep ocean. The National Academies describes potential sequestration lasting 100 to more than 1,000 years depending on location, export depth and how quickly sinking material is remineralized. Its assessment gives the approach medium-high confidence for biological efficacy and medium confidence for durability, while emphasizing low efficiencies and uncertainty about where the carbon ultimately goes.
Iron fertilization is not an AMOC control system. Phytoplankton growth changes carbon cycling and nutrient distributions; it does not directly recreate the density gradients and deep-convection pathways that drive overturning. The National Academies’ 2015 committee called ocean iron fertilization “an immature CDR technology with high technical and environmental risk.”
Potential harms include extra nitrous oxide that could erode the climate benefit, oxygen depletion as organic matter decomposes, altered food webs, downstream nutrient shifts, subsurface acidification and possible methyl-halide and ozone effects. Monitoring would have to follow carbon, oxygen, nutrients and ecosystem changes over large areas and long periods. John Martin’s famous line, reproduced in a 2022 National Academies chapter—“Give me half a tanker of iron and I’ll give you the next ice age”—was a quip about leverage, not evidence that iron can restore the AMOC.
2. Ocean alkalinity enhancement and direct ocean capture
Ocean alkalinity enhancement adds alkaline materials so seawater can absorb and store more CO2; direct ocean capture removes dissolved carbon from seawater for storage. NOAA’s 2024 federal marine-CDR strategy lists both as active research areas. Their primary target is carbon chemistry and atmospheric CO2, not the density structure that controls North Atlantic sinking.

Any AMOC effect would therefore be indirect. It would need to be demonstrated with coupled atmosphere-ocean models and observations that track alkalinity, pH, dissolved inorganic carbon, salinity, temperature and circulation together. Questions include mineral supply, energy use, trace-metal contamination, local pH excursions, measurement of net removal and the permanence of storage. A larger carbon sink cannot automatically be counted as stronger overturning.
3. Artificial upwelling or downwelling
Artificial upwelling brings deeper water toward the surface, while downwelling pushes surface water downward. The National Academies includes both in its six broad marine-CDR approach families. In theory, they could change nutrient supply, temperature, carbon chemistry and local density, producing circulation feedbacks.
In practice, the engineering scale and energy requirements are unresolved. Upwelling can also bring dissolved CO2 and low-oxygen water to the surface, potentially offsetting carbon benefits or harming ecosystems. Downwelling would have to operate over enormous areas to influence North Atlantic deep-water formation and would still face verification, maintenance and transboundary-governance problems. These are research concepts, not established restoration tools.

They do not directly recreate North Atlantic deep-water formation. Durability depends on what happens to the biomass after harvest or sinking; leakage, nutrient demand, disease, shading, habitat conversion and conflicts with fisheries or shipping must be assessed site by site. A local ecosystem project should not be presented as an AMOC intervention unless a measurable basin-scale circulation pathway is demonstrated.
5. Salinity and freshwater manipulation
Freshening the North Atlantic lowers surface-water density and generally weakens deep convection. A 2024 Nature Communications water-hosing study found that the magnitude of AMOC decline depends strongly on where freshwater enters, with the eastern subpolar North Atlantic especially important in its experiments.
That location sensitivity makes deliberate salinity engineering hazardous. A hypothetical project to add salt or remove freshwater would need to control an enormous, moving water mass while avoiding shifts in sea ice, precipitation, regional temperature, sea level and marine ecosystems. There is no field-tested system capable of safely adding or removing enough salt or freshwater to restore the AMOC. Because freshwater forcing can push the circulation in the wrong direction, “more intervention” is not a safe fallback if a model response disappoints.
How the options compare
| Approach | Relationship to AMOC | Carbon-storage question | Main risks or limits | Current status |
|---|---|---|---|---|
| Atmospheric CDR | Indirect: reduces warming pressure over time | Depends on reservoir, leakage and monitoring | Delayed, variable circulation response; high scale requirement | Potential climate complement, not a proven reset |
| Iron or nutrient fertilization | Indirect through biology and carbon cycling | Deep export may last 100–1,000-plus years in some settings | Nitrous oxide, oxygen loss, food-web change, acidification and uncertain fate of carbon | Immature, high technical and environmental risk |
| Alkalinity enhancement or direct ocean capture | Indirect through ocean carbon chemistry | Durability and net removal require site-specific verification | Material supply, energy, pH effects and measurement challenges | Active research |
| Artificial upwelling or downwelling | Potentially local physical effects; basin-scale benefit unproven | Could move carbon but may also expose CO2-rich water | Energy, oxygen, ecological and verification constraints | Research concept |
| Macroalgae and ecosystem recovery | Does not directly recreate deep-water formation | Depends on harvest, sinking and storage pathway | Leakage, nutrient impacts, habitat and siting conflicts | Case-by-case research and restoration |
| Salinity or freshwater manipulation | Direct physical influence is possible in models, but highly location-dependent | Not primarily a CDR method | Regional cooling, sea-ice, precipitation, sea-level and ecosystem disruption | No safe field-tested engineering system |

- Directness: Does the action alter the density and deep-convection pathways that set overturning, or does it only reduce a climate forcing indirectly?
- Net carbon benefit: How much CO2 is removed after energy use, material production and side effects are counted?
- Durability: Where is the carbon stored, for how long, and what process could return it to the atmosphere?
- Reversibility: Can operations stop quickly if oxygen, acidity, ecosystems or regional climate move outside agreed limits?
- Monitoring, reporting and verification: Can independent observers measure circulation, carbon inventories and ecological effects at the necessary spatial and time scales?
- Governance: Who has authority over a basin-wide intervention, and how would neighboring countries, fisheries and coastal communities participate?
- Compatibility with emissions cuts: Does the project complement rapid decarbonization, or is it being used to justify delaying it?
These tests are especially important for marine CDR because ocean changes cross national boundaries and can persist after a project ends. NOAA and the National Academies frame ocean CDR as both a scientific and governance challenge, with staged experiments and transparent monitoring rather than open-ended deployment.
What should happen now?
Cut emissions first
Lowering greenhouse-gas emissions remains the most direct way to limit the warming and freshwater changes that pressure the AMOC. CDR is relevant for residual emissions and for reducing atmospheric concentrations, not as a substitute for eliminating the main source of the forcing.
Maintain and expand observations
Because observations show pauses as well as periods of weakening, sustained measurements are needed for transport, temperature, salinity, sea level, deep-water formation and ecosystem response. A short observational window cannot establish a permanent trend or validate a claimed restoration.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesUse staged, monitored research
Laboratory work, small-scale experiments, coupled-model studies and independent environmental review should precede any larger marine-CDR activity. Success criteria must include unintended effects, not only tonnes of nominal carbon removal or a short-lived current change.
Bottom line
Geoengineering cannot currently restart the Gulf Stream or restore the AMOC. Carbon removal may reduce the warming driver and eventually ease some circulation pressure, but models do not provide a guaranteed timetable or a return to a chosen historical state. Iron fertilization, alkalinity enhancement, artificial mixing, seaweed projects and salinity manipulation all face unresolved efficacy, durability, ecological, monitoring and governance limits. The defensible course is rapid emissions reduction, long-term AMOC observation and cautious, transparent research into CDR as a complement—not a replacement—for climate mitigation.
