Yes—foreign visitors can use an overseas-issued Visa card in mainland China, but acceptance is conditional rather than universal. A merchant must support the Visa network, and you should look for the Visa logo on the entrance, cashier counter or point-of-sale terminal, or ask before ordering. Carrying a second payment method remains important because many smaller businesses, individual branches and transport providers may not accept an overseas card.
You can also try linking an eligible foreign Visa card to Alipay or Weixin Pay (WeChat Pay) before you travel. The app and your card issuer must approve the link, and the app may apply transaction limits or service fees. RMB cash and a compatible ATM provide a separate fallback if a card payment or mobile-wallet authorization fails.
What “Visa works in China” actually means
Visa acceptance in mainland China depends on the individual merchant, its payment terminal and the acquiring bank behind that terminal. A card issued outside mainland China can be used at a participating merchant that displays the corresponding network logo, according to Shanghai Municipal Government guidance published September 21, 2026. The same guidance says some taxis with compatible point-of-sale terminals can accept overseas-issued cards.

Acceptance can differ between two branches of the same chain, between a hotel’s front desk and its restaurant, or between a taxi with a card terminal and one without it. Confirm the network at the place where you will pay rather than relying on a general assumption about China.

Three ways to pay, and the trade-offs
| Method | What must be available | Authorization and limits | Best use | Main weakness |
|---|---|---|---|---|
| Direct Visa payment | The merchant’s terminal must support Visa and display the matching logo or otherwise confirm acceptance. | Your card issuer must approve the transaction. The merchant may have its own terminal or transaction restrictions. | Hotels, larger retailers, restaurants and other participating businesses. | Not universal; acceptance may vary by location or branch. |
| Visa linked to Alipay or Weixin Pay | An eligible overseas-issued card, a verified account and a supported app setup. | The issuer must verify the card. Shanghai guidance lists up to US$5,000 per transaction and US$50,000 cumulative per year for linked overseas cards; app rules can vary. | Everyday purchases and merchants that primarily present QR-code payment. | Linking can fail, and fees or product-specific limits may apply. |
| RMB cash or ATM withdrawal | RMB obtained by exchange or an ATM displaying your card’s network logo. | Your issuer and the ATM can impose limits and fees. Shanghai guidance describes a generally applicable 3,000-yuan per-transaction ATM limit for overseas cards. | Fallback payments, small merchants and a failed card or app authorization. | Requires cash handling, exchange or ATM access. |
Using Visa directly at a merchant
Check for the network before you commit to the purchase
- Look for the Visa logo at the entrance, reception desk, cashier counter or payment terminal.
- If no logo is visible, ask the cashier whether the terminal accepts an overseas Visa card before ordering or requesting a service.
- Confirm the amount and currency shown on the terminal. Follow your issuer’s normal chip, PIN or signature prompts.
- Keep the receipt or the in-app transaction record until the charge appears correctly on your card statement.
Logo checks are practical rather than absolute: a displayed logo can be outdated, and a terminal can be temporarily offline. Conversely, a merchant may accept Visa even if the logo is not prominent. Asking at the point of payment gives you the most reliable answer for that location.
Where direct acceptance is more likely
Large international hotels, established retailers, airports and businesses that regularly serve overseas visitors are more likely to have international-card capability, but the evidence does not establish universal acceptance in any of these categories. A hotel can accept Visa for a room deposit while a nearby restaurant, spa or taxi cannot. Treat each payment point separately.

Linking a foreign Visa card to Alipay or Weixin Pay
What the national guidance allows
The State Council’s 2025 Guide to Working and Living in China says foreigners can register WeChat, Alipay or UnionPay and bind eligible overseas cards, including Visa. You do not need to open a mainland bank account solely to attempt this setup. The same guide cautions that supported card brands, limits and charging standards vary by product.
The guide states: “To bind a bank card to a payment product, it needs to be verified by the issuer.” In practical terms, the app may send a verification request to your bank, require an additional authentication step or reject the card if the issuer, card type or risk controls do not support the link. A successful registration does not guarantee that every transaction will be approved.
Before you leave home
- Install the official Alipay and/or Weixin app from your device’s normal app store and create an account with the phone number and identity details requested by the service.
- Add your overseas-issued Visa card in the wallet or bank-card section.
- Complete any one-time verification requested by the app or your card issuer. Keep access to your bank’s authentication method while traveling.
- Read the confirmation screen and current service agreement for card eligibility, transaction limits, exchange-rate treatment and fees.
- Make sure the app can display a payment QR code and that your phone can receive notifications or verification messages abroad.
Do this before departure, when you can contact your issuer without international roaming problems. If one app rejects the card, trying the other supported app is reasonable, but neither service is guaranteed to accept every foreign Visa product.

Limits and possible service fees
Shanghai Municipal Government’s September 21, 2026 guidance lists a linked-overseas-card limit of up to US$5,000 per transaction and up to US$50,000 in cumulative annual transactions. These are stated ceilings, not a promise that your account will receive those maximums; the app, issuer, card product and applicable compliance checks can set lower limits.

The same Shanghai guidance says transactions of 200 yuan or less are generally exempt from the platform service fee. A transaction above 200 yuan may incur a 3% service fee on the full transaction amount, not merely on the portion above 200 yuan. Check the payment screen immediately before authorizing because the applicable fee, exemption and account limit can change by product or service.
Those figures describe the payment platform’s service fee. They do not determine whether your card issuer adds a foreign-transaction, currency-conversion or cash-advance fee. Ask the issuer for its own schedule before travel.

When hotels and attractions are expected to take overseas cards
A government summary of a circular says domestic and overseas bank cards should be accepted at certain categories of tourism venue: three-star-and-above tourist hotels, 4A- and 5A-level national attractions, national and provincial tourist resorts, and national tourism and leisure districts. The summary also says major cultural and tourism attractions should retain ticket booths and staff.
This policy describes the scope of specified venues; it is not evidence that every Visa card will work at every hotel desk, ticket counter, restaurant or concession. The wording refers to domestic and overseas bank cards generally, not to a guarantee for the Visa network at every location. Confirm acceptance when booking or before you enter a paid attraction, especially if you need to pay a deposit or buy a timed ticket.
RMB cash and ATM fallback
Getting cash
You can exchange currency for RMB or withdraw RMB from an ATM that displays your card’s network logo. The Ministry of Commerce’s 2024 expatriate guide describes both cash exchange and ATM access as payment options and advises checking in advance with a hotel about acceptance of Mastercard, Visa or other international cards.

Shanghai Municipal Government guidance says overseas-card ATM withdrawals are generally limited to 3,000 yuan per transaction. That is Shanghai-specific guidance, and an individual ATM or your issuer may impose a lower limit, a daily limit or a fee. An ATM’s displayed network logo tells you which card networks it is configured to serve; it does not waive issuer charges.
Use cash deliberately
- Withdraw a modest amount before a day of travel or a transfer to a less familiar area.
- Keep a separate reserve rather than carrying all your RMB in one wallet.
- Retain the ATM receipt until you confirm the withdrawal and exchange rate on your statement.
- Do not assume an ATM will dispense the exact amount you need; transaction denominations and limits vary.
A practical payment plan for your trip
- Confirm overseas use with your issuer. Ask whether the card is enabled for international purchases, what authentication may be required, and which foreign-transaction or cash-withdrawal fees apply.
- Prepare at least one mobile-payment option. Attempt to link the Visa card to Alipay or Weixin Pay, complete issuer verification and record the app’s displayed limits and fees.
- Carry a second physical payment path. Bring another card on a different network if available, or plan where you can exchange currency or use a compatible ATM.
- Check acceptance at each payment point. Look for the logo and ask before ordering, boarding or entering a ticketed venue.
- Keep enough RMB for interruptions. A declined authorization, unavailable network connection or failed card link should not leave you unable to pay for transport, food or accommodation.
What to do when a Visa payment is declined
If the merchant declines the physical card
- Ask which networks the terminal accepts and whether another terminal is available.
- Try the card again only after confirming the amount and currency; repeated attempts can trigger issuer security controls.
- Use your linked payment app if it is already working, or pay with RMB cash.
- Contact the issuer if declines continue across unrelated merchants, particularly if the bank’s fraud system may have blocked overseas activity.
If the app will not link the card
- Recheck the card number, expiration date, billing details and identity information entered in the app.
- Complete every issuer verification prompt and ensure your bank can send authentication messages while you are abroad.
- Check the app’s current supported-card list and service agreement; a foreign Visa card is eligible in principle, not guaranteed in every case.
- Use direct card payment, another supported app or RMB cash while contacting app or issuer support.
If an ATM fails
Try another ATM that displays the matching network logo, verify that the requested amount is within both the ATM’s and issuer’s limits, and avoid selecting a cash-advance option unless you understand its fee. If several machines fail, use an exchange counter or another payment method rather than repeatedly retrying a blocked card.
Questions to settle before departure
- Is international spending enabled, and what are the issuer’s foreign-transaction and cash-withdrawal charges?
- Can you complete a bank verification request without access to your home-country SIM?
- Which app—Alipay, Weixin Pay or both—successfully links your specific Visa card?
- What are the app’s displayed per-transaction and annual limits?
- Where will you obtain RMB if the first merchant or ATM does not accept your card?
For the most current app terms and exact account settings, rely on the payment screen and the card issuer’s notices at the time of travel. Official guidance itself warns that card brands, limits and charging standards vary by product.
The Bottom Line
Bring Visa, but do not rely on Visa alone. Use the logo check for direct payments, set up and verify Alipay or Weixin Pay in advance, and keep RMB cash or a compatible ATM as a working fallback.
