Yes, but only conditionally. Google Cloud documents EU or European-location controls for supported Vertex AI and Gemini workloads. To use them, select the eu multi-region or an eligible European regional endpoint, keep datasets and related services in approved locations, and verify that the exact model and feature support the chosen location. Do not use a global endpoint when processing location matters: Google says global requests may be processed anywhere and provide no data-residency guarantee.
What Google’s EU data-residency controls actually guarantee
Data residency is a location control for covered processing and storage. It is not a promise that every operation connected with an AI project remains inside one country, nor is it by itself proof of GDPR compliance.
Google lists Generative AI on Vertex AI and the Vertex AI Platform among services that can be configured for AI/ML data location. The practical guarantee depends on the product, model, API, feature, endpoint, and contractual terms in force for that workload. A design that keeps inference in Europe can still fail an institutional requirement if its training files, retrieval index, logs, backups, support channel, or monitoring configuration use another location.
The eu multi-region
Google Cloud’s European Union multi-region, written as eu, covers data residency within EU member states. Google’s Agent Platform residency documentation states that the endpoint “strictly covers data residency within EU member states.” This boundary does not include the United Kingdom or Switzerland.

- 2x 1TB SSD + 2x 4TB HDD (Removable Hot Swap Drive bays)
- Nvidia Quadro P1000 4GB - Windows 11 Professional 64-bit
The multi-region is a jurisdiction boundary rather than a promise that every request is handled in the same building or country. It is appropriate when an institution requires EU-member-state residency and can accept the model and feature availability documented for that endpoint.
European regional endpoints
Google documents European regions including:
- Belgium:
europe-west1 - London:
europe-west2 - Frankfurt:
europe-west3 - Eemshaven, Netherlands:
europe-west4 - Zurich:
europe-west6
These are European regions, but they do not all sit inside the EU-member-state boundary. London is in the UK and Zurich is in Switzerland. A regional endpoint can therefore meet a country-specific or European operational requirement while failing a policy that explicitly requires EU-member-state processing. Exact model and feature support also varies by region.
Why the global endpoint is unsuitable for a location-constrained workload
Google’s documentation says: “Requests submitted to a global endpoint may be processed in any Google Cloud location around the world, and therefore don’t provide any data residency guarantees.” If prompts, uploaded documents, generated outputs, or tool calls must remain in the EU, use a documented EU or eligible regional endpoint instead of relying on account billing address, project location, or the physical location of a researcher.
Which AI workloads can use a European location?
Supported Vertex AI and Gemini processing
Supported Vertex AI and Gemini workloads can use regional data-location controls when the selected model and API expose that location. Google’s documentation describes Gemini Enterprise ML processing in the eu multi-region when requests use regionally available European APIs, subject to documented limitations.
“Gemini” is not one uniform residency product. Availability can differ for a particular model version, tuning job, grounding method, agent feature, batch request, partner model, or managed API. A location that works for online inference may not be available for tuning or batch prediction. Treat the model-and-feature support matrix as part of the architecture, not as a check to perform after deployment.
What the location setting does not automatically cover
The endpoint selected for inference does not automatically relocate every dependency. A typical research application may also use object storage, a warehouse, a vector database, retrieval documents, training artifacts, evaluation data, caches, logs, backups, and human support channels. Each service has its own location and retention behavior.
For example, a model request sent to an EU endpoint can still retrieve a document from a non-EU bucket or write conversation logs to a non-EU destination. The resulting workflow would not satisfy a strict end-to-end EU-residency policy even though the inference call itself used eu.
Architecture choices compared
| Architecture | Jurisdiction boundary | Model and feature availability | Main risk or trade-off |
|---|---|---|---|
eu multi-region |
EU member states | Only models and features documented for the EU endpoint | May exclude the exact model, tuning mode, agent capability, or partner model required |
| Single EU region such as Belgium, Frankfurt, or the Netherlands | One named European region inside the EU | Varies by model and feature; verify each API | Potentially narrower capacity or availability than a multi-region, with region-specific limits |
| European regional endpoint in London or Zurich | United Kingdom or Switzerland, respectively | Varies by model and feature | European location does not equal EU-member-state residency |
global endpoint |
No guaranteed jurisdiction | Often the broadest availability | Requests may be processed anywhere in the world; unsuitable where location must be controlled |
Compare more than the endpoint label. Your review should cover jurisdiction, inference and training support, tuning and batch support, storage and logging locations, retention and abuse-monitoring behavior, expected capacity and latency, and the contractual controls required by your institution.

How to configure an EU-resident research workflow
- Define the required boundary. Decide whether policy requires any EU member state, one named EU country, the UK, Switzerland, or merely a European operating region. Record whether the rule applies to prompts, outputs, training data, metadata, logs, backups, and support access.
- Select a supported endpoint. Use the
eumulti-region for an EU-member-state requirement, or a documented European regional endpoint when a single-region design is required. Do not selectglobalfor location-sensitive requests. - Check the exact model and feature. Confirm support for the precise Gemini or other model version and for every planned operation: online inference, batch processing, tuning, grounding, agents, retrieval, evaluation, and partner-model calls. Record the documentation date and model version in your design record because availability can change.
- Place source and training data correctly. Keep Cloud Storage buckets, BigQuery datasets, vector or retrieval stores, training files, evaluation sets, and generated artifacts in approved EU locations. Location labels on the AI endpoint do not move data that already resides elsewhere.
- Use regional access paths for dependencies. Configure supporting APIs and service clients to use regional routes where available. Google warns against global BigQuery access when processing location must be controlled; use a location-constrained path instead.
- Constrain observability. Set Cloud Logging destinations, audit-log sinks, tracing, caches, and backup locations deliberately. Check whether diagnostic data contains prompts, retrieved passages, identifiers, or model outputs before allowing it into a less-restricted project.
- Review retention and monitoring terms. Read the applicable zero-data-retention and service terms. Google documents that prompt logging for abuse monitoring may occur under applicable Google Cloud terms, so a “no retention” assumption must not be made without verifying the exact service and contract.
- Test the deployed path. Send non-sensitive test requests, inspect the configured endpoint and resource locations, verify that retrieval and logging remain in policy, and document the result. Do not use production personal or confidential research data until the review is complete.
Supporting services that need their own residency review
Storage and databases
Research files often enter the system before the model call. Set the location of Cloud Storage, BigQuery, vector indexes, metadata databases, and temporary staging areas to an approved EU location. Check replication, export, cross-region copy, snapshots, and disaster-recovery policies rather than looking only at the primary resource location.
Retrieval-augmented generation
Grounding and retrieval can expose more data paths than a simple prompt. The index, source documents, embeddings, query logs, and returned passages each require a location and retention decision. If a retrieval service is not available in the required region, the overall workflow may not qualify even when Gemini inference is regionally available.
Training, tuning, and evaluation
Training and tuning artifacts can have different regional support from online inference. Keep checkpoints, evaluation prompts, labels, and experiment outputs in approved locations, and confirm that the tuning job itself is supported by the selected endpoint. A model trained in one location and served through another needs a documented transfer and residency assessment.

Operational data can contain the same sensitive material as the original prompt. Review Cloud Logging sinks, abuse-monitoring logs, cached responses, backup copies, incident exports, and support-access procedures. Residency controls for customer data do not necessarily mean that every administrative or support operation is physically confined to the EU.
Why EU residency is not the same as GDPR compliance
Keeping covered processing in EU locations can reduce international-transfer exposure, but it does not answer the legal questions a research institution must resolve. GDPR compliance still requires an appropriate legal basis, a controller-versus-processor analysis, purpose limitation, data minimization, retention rules, security measures, rights-handling procedures, and governance over suppliers and subprocessors.
Institutions should also assess special-category data, pseudonymization, access controls, incident response, data-protection impact assessments, and whether a separate transfer mechanism is needed for any operation outside the EU. The answer can differ between a university, hospital, company, and public body, and between identifiable human-subject data and non-personal datasets.
Contractual language matters alongside technical configuration. Review Google Cloud service terms, product-specific exclusions, support arrangements, abuse-monitoring provisions, and any institution-specific procurement or data-processing agreement. An endpoint setting is evidence of a control; it is not a legal certification.

Can an institution in the UK or Switzerland use the EU endpoint?
An institution’s country does not determine the endpoint boundary. The eu endpoint covers EU member states, while the UK and Switzerland are outside that boundary. A UK or Swiss researcher may be able to call an EU endpoint if the product, account, network, contract, and institutional policy permit it, but the result is EU-member-state processing rather than UK or Swiss residency.

If policy requires data to stay in the UK or Switzerland, select a supported regional endpoint in that jurisdiction and verify that every dependent service is available there. If policy merely requires processing in Europe, London or Zurich may be relevant, but the organization should document why that broader definition is acceptable.
Common failure modes and fixes
A request silently uses the global endpoint
Symptom: The application works, but the request URL, client configuration, or deployment defaults to global.
Fix: Set the documented eu or regional endpoint explicitly, then verify the effective endpoint in deployment configuration and request traces.
The model is unavailable in the chosen region
Symptom: A model, tuning job, grounding option, or agent feature returns an availability error after the endpoint is changed.
Fix: Check the current support matrix for that exact model and feature. Choose a supported alternative only after confirming that its quality, licensing, and research requirements are acceptable; do not switch to global solely to remove the error.

Supporting data remains outside the EU
Symptom: Inference is regional, but source files, BigQuery tables, vector indexes, logs, or backups are in another location.
Fix: Inventory every data-bearing resource, relocate or recreate it in an approved EU location, and disable global access paths where location control is required.
“Zero retention” is treated as absolute
Symptom: The project assumes prompts can never be logged or retained.
Fix: Review the applicable product and contractual terms, including abuse-monitoring prompt logging, and obtain a written institutional interpretation before processing sensitive material.
A European region is mistaken for an EU region
Symptom: London or Zurich is selected because it is geographically close to the research team, but the policy says EU member states.
Fix: Use eu or an eligible EU-member-state region and document the jurisdiction distinction.
Pre-approval checklist
- The required jurisdiction is written in precise terms.
- The effective endpoint is
euor an approved regional endpoint, notglobal. - The exact model version and every required feature are supported in that location.
- Storage, BigQuery, retrieval, training, evaluation, cache, backup, and logging resources have approved locations.
- Regional access paths are used for dependencies where global routing would defeat location controls.
- Retention, abuse monitoring, support access, and contractual exclusions have been reviewed.
- GDPR roles, legal basis, security controls, transfer analysis, and institutional approvals are documented.
- A non-sensitive test confirmed the deployed request and data path before production use.
Google Cloud Vertex AI can therefore be part of an EU-resident research architecture, but only when the endpoint, model, feature set, dependencies, retention behavior, and legal controls are validated together. The location of one API call is not a substitute for an end-to-end data-flow and compliance review.
