Yes—but only as part of a broader, carefully designed measurement framework. DORA metrics can help compare and improve software delivery performance, but they do not by themselves measure software quality across a country. A credible national benchmark would need clear population and measurement rules, context-sensitive comparisons, and separate indicators for reliability, product quality, user outcomes, and public value.

What DORA metrics measure—and what they do not

DORA’s current Core Model separates software delivery performance from reliability. Its four delivery measures are change lead time, deployment frequency, change fail percentage, and failed deployment recovery time. Reliability is represented separately through service level objectives (SLOs).

These measures describe aspects of how software changes move through delivery and what happens when changes fail. They are not a single, comprehensive software-quality score. DORA presents its Core Model as a practitioner guide for continuous improvement, derived from its research program; it is updated more conservatively than individual research publications.

That distinction matters for national policy. A team may deliver changes quickly without demonstrating that its product is secure, accessible, usable, or valuable to the people who depend on it. Conversely, delivery speed alone cannot establish whether a service meets its reliability commitments. A national quality framework should therefore treat DORA measures as one set of indicators, not as a substitute for quality measurement.

Can DORA results support a national comparison?

They can contribute, but comparability must be established rather than assumed. DORA’s 2025 report describes more than 100 hours of qualitative data and survey responses from nearly 5,000 technology professionals around the world. Those are characteristics of DORA’s research study, not evidence that its respondents constitute a nationally representative census of software producers.

DORA also cautions that annual reports can involve different, potentially overlapping respondents, updated questions, and new analyses. Year-to-year differences may reflect real changes in participants’ circumstances or changes in sampling and analytical methods; DORA says it cannot determine which with certainty. It does not publish the study’s raw data, citing privacy and confidentiality.

These limits do not make the measures unusable. They mean a government or statistical agency should define and document its own benchmark rather than treating published DORA findings as a ready-made national baseline. For meaningful comparisons over time or among jurisdictions, it should disclose:

  • Which organizations, teams, services, or projects are in scope, and how they were selected.
  • Metric definitions, data sources, observation periods, aggregation methods, and treatment of missing data.
  • Uncertainty around results, as well as changes to definitions, collection methods, or the population being measured.
  • Which differences are explained by context, such as service criticality or whether the work concerns a production service or a software release.

Why context changes what the numbers mean

A common measurement vocabulary does not guarantee that every organization is measuring the same activity. Before comparing results, policymakers need to set boundaries for what counts as a deployment, a change failure, and recovery. They also need to specify the unit being compared—such as a team, service, organization, or project—and the period over which results are aggregated.

The right measures can differ when there is no production service to operate. A 2023 study by Sánchez Ruiz and co-authors notes that open-source projects release code to third parties and may not themselves run a production service. In that setting, production-deployment terminology may not fit. The authors propose adapting the measures to release frequency, lead time for released changes, time to repair code, and bug issue rate, and apply their approach to Angular, Kubernetes, TensorFlow, and VS Code. This example supports adapting measurement to the population; it does not validate a nationwide benchmark across sectors.

Other design questions include how to account for differing service criticality, delivery models, and observation periods. These should be settled and published before results are ranked. Otherwise, a difference in a reported metric may reflect a difference in what was counted rather than a meaningful difference in performance.

What public-sector use demonstrates

A UK Health Security Agency Collaboration development standards page, published on 17 July 2025 and last updated on 3 September 2025, shows how public-sector guidance can turn DORA-style measures into a team-level review practice. It directs teams to measure and review at least every two weeks and gives traffic-light bands for four indicators:

The page is an operational example, not proof that these bands are national norms or are appropriate for every application, service criticality, procurement model, or delivery context. The bands should not be transplanted into a national league table without evidence that their definitions and interpretation fit the services being compared.

How to design a more defensible national benchmark

  1. State the purpose first. Internal improvement, public accountability, procurement oversight, and national statistical comparison create different data needs and incentives. Decide which purpose the benchmark serves before choosing indicators.
  2. Define the population and unit of measurement. Specify whether the benchmark covers production services, software releases, or both; which entities are included; and how criticality and other relevant contexts will be represented.
  3. Publish operational definitions. Define deployment events, failure attribution, recovery endpoints, aggregation levels, and observation periods. Where the activity does not map cleanly to production delivery, use a fit-for-purpose adaptation and explain it.
  4. Pair delivery indicators with measures of quality and outcomes. Include explicit reliability or SLO measures, and select suitable measures of product quality, accessibility, security, user outcomes, and public value. ISO/IEC 25020:2019 is a relevant reference framework because it covers measurement models for system and software product quality, quality in use, data quality, and IT service quality; its scope does not prescribe a national DORA implementation.
  5. Pilot the collection and publish its limits. Before public comparisons, explain sources, missingness, uncertainty, and revisions. Report distributions and comparisons among meaningfully similar contexts instead of collapsing unlike services into one score.
  6. Use findings to support learning. Identify bottlenecks and test improvements. Avoid attaching high-stakes rewards or sanctions to raw ranks unless comparability and resistance to gaming have been demonstrated; the sources available here do not test such a national sanctions design.

Why a single “higher is better” score can mislead

Delivery indicators can move in different directions, and a policy should not presume that maximizing one number improves the whole service. DORA’s 2024 report describes tradeoffs: AI adoption can raise individual productivity, flow, and job satisfaction while negatively affecting delivery stability and throughput. Internal developer platforms can improve productivity while also reducing stability or throughput in some cases.

OECD guidance on sub-national benchmarking highlights the conditions needed for fair comparisons and the risk that composite indicators can mislead when misinterpreted. Its digital government framework also spans dimensions beyond delivery, including digital-by-design, a data-driven public sector, government as a platform, open-by-default, user-driven government, and proactiveness. Taken together, these considerations favor a transparent dashboard of context-aware indicators over a simplistic cross-country league table or an unexplained composite rank.

What a national DORA benchmark can reasonably claim

A carefully designed benchmark can show how selected groups of software teams or services perform on defined delivery and reliability indicators, and can help those groups investigate where improvement may be needed. It cannot claim to measure national software quality comprehensively from DORA delivery metrics alone. Any broader conclusion depends on the population represented, the consistency of measurement, the treatment of context and uncertainty, and the quality and outcome measures reported alongside delivery performance.
