Yes—sometimes. A security-budget cut can create more expected loss than the spending it removes when it delays critical patching, eliminates detection and response coverage, weakens identity or data safeguards, or leaves too few people to operate controls. But a cut is not automatically reckless: the right decision compares the exposure accepted, the reduction in risk per dollar, the time needed to lower that exposure, and the organization’s ability to contain and recover from an incident.
Security debt is the accumulated exposure from deferred maintenance and capability gaps. Treat it as a measurable liability, not a vague warning. Track critical-vulnerability age, detection and containment times, identity-control coverage, recovery-test results, staffing capacity and operational disruption. Then fund the controls that protect your highest-probability, highest-impact attack paths.
What security debt is—and why a budget cut can enlarge it
Security debt builds when an organization postpones work that reduces cyber exposure. Typical examples include unpatched critical systems, unsupported operating systems, excessive privileges, weak multifactor-authentication coverage, untested backups, incomplete cloud logging, unmonitored endpoints and vacant security roles. The debt may not appear on the balance sheet, but it compounds: deferred patches increase the number of exploitable systems; missing telemetry lengthens attacker dwell time; and understaffing means alerts, vulnerabilities and recovery tasks compete for the same limited hours.

For example, cancelling a managed detection service without replacing its monitoring and escalation function may leave an attacker active for days. Freezing vulnerability-management work can allow a known, weaponized flaw to remain open. Reducing identity engineering can leave former employees or service accounts with unnecessary access. In each case, the saving is immediate while the potential loss is delayed and uncertain.

That does not mean every security line item has equal value. Some tools overlap, some licenses are unused, and some projects produce little measurable exposure reduction. The decision should be a risk trade-off supported by evidence rather than a blanket rule to increase or decrease the budget.
What the latest breach data says about deferred security work
Recent industry studies cannot prove that a specific percentage cut causes a specific increase in breach probability. They do show why deferring core capabilities can be expensive.
| Finding | Publisher and year | How to use it in a budget decision |
|---|---|---|
| 30,458 security incidents, including 10,626 confirmed breaches; vulnerability exploitation up 180%; 68% of breaches involved a non-malicious human element | Verizon Business, 2024 DBIR (activity from 2023) | Fund rapid remediation, identity safeguards, user education and controls that limit ordinary human mistakes. |
| 55 days to remediate 50% of critical vulnerabilities after patches became available | Verizon Business/CISA KEV analysis, 2024 | Measure your own critical-patch age; a long queue is a visible form of security debt. |
| USD 4.88 million global average breach cost; 70% of studied organizations reported moderate or significant operational disruption | IBM Security and Ponemon Institute, 2024 | Include business interruption and recovery effort, not only forensic or notification expenses, in the downside case. |
| Severe security-staffing shortages associated with USD 1.76 million higher average breach costs than low-level or no shortages | IBM Security, 2024 | Treat skilled capacity as a control. A tool that nobody can tune, investigate or maintain is not full coverage. |
| USD 4.45 million global average breach cost; 95% of studied organizations had experienced more than one breach | IBM Security and Ponemon Institute, 2023 | Budget for recurring exposure and resilience, not a one-time “pass” after an incident. |
| 51% planned to increase security investment, while 57% planned to pass costs to consumers | IBM Security and Ponemon Institute, 2023 | Expect security decisions to affect operating costs and pricing; make the trade-off explicit to leadership. |
Verizon’s 2024 release captures the operational tension. Craig Robinson, IDC’s research vice president for Security Services, said the findings require CISOs to balance addressing vulnerabilities faster than ever with continued employee education about ransomware and cybersecurity hygiene. That balance is exactly what a cut plan must preserve.

When cutting spending creates more risk than carrying the debt
Critical vulnerabilities remain open after a fix exists
Known, exploitable flaws are often the shortest path to compromise. If a reduction removes scanning, emergency change capacity or the staff who deploy patches, the organization may extend its exposure well beyond its risk tolerance. Compare your median and 90th-percentile age for critical vulnerabilities with the 55-day benchmark reported in Verizon’s 2024 CISA KEV analysis. The benchmark is not a universal safe limit; it is a prompt to investigate why your queue is longer and which systems are blocking remediation.

Detection and response coverage disappears
Security information and event management, endpoint telemetry, cloud audit logs and an escalation service work together. Removing one layer can create blind spots or force analysts to investigate manually. The key question is not whether a product is retained, but whether someone can detect, triage, contain and document a credible incident at all hours your business operates.
Identity or data controls are weakened
Multifactor authentication, privileged-access controls, joiner-mover-leaver processes, secrets rotation, encryption and data-loss protections reduce the blast radius of stolen credentials. Cutting identity engineering or access reviews may leave dormant accounts and excessive privileges in place. Cutting backup protection or restore testing can turn a manageable encryption event into prolonged outage and data loss.
Skilled staffing falls below the workload
Security debt grows when a small team must maintain a large estate, investigate alerts, remediate vulnerabilities, satisfy audits and support projects simultaneously. IBM’s 2024 analysis associated severe staffing shortages with USD 1.76 million higher average breach costs. That is an observed association, not proof that hiring one person produces that exact saving, but it is strong evidence that capacity belongs in the risk calculation.
Recovery is untested
Backups that have never been restored, incident plans that have never been exercised and recovery dependencies no one has documented create hidden debt. A budget cut that cancels exercises can reduce short-term spending while increasing outage duration when an incident occurs.
Controls to protect before seeking savings
Prioritize controls according to the attack paths most likely to cause material harm. In most environments, the following capabilities deserve protection or a documented compensating measure:

- Identity and access management: multifactor authentication for workforce and privileged accounts, least privilege, privileged-session oversight and timely account removal.
- Endpoint, network and cloud detection: usable telemetry, alert triage, containment authority and retention long enough to investigate.
- Data protection: encryption where appropriate, key and secrets management, sensitive-data access controls and protected backups.
- Incident response and recovery: current playbooks, legal and communications contacts, offline or otherwise protected recovery copies, and exercises that test realistic scenarios.
- People and expertise: staff or managed services with defined coverage, escalation paths and time to tune controls and close findings.
Do not assume automation replaces expertise. IBM’s 2024 analysis found that prevention-focused AI and automation were associated with USD 2.2 million lower average breach costs among breached organizations. The result is an association, not a guaranteed return for every buyer. Automation still needs accurate data, appropriate permissions, tuning, human review and a response process.
Where you can cut with less added exposure
Lower-risk savings usually come from reducing waste rather than removing a control category. Start with an inventory that maps each product, service and role to an outcome and an owner.
Remove unused or overlapping capability
Identify licenses with low utilization, duplicate endpoint agents, redundant scanners and dashboards that no one uses to make a decision. Before cancelling, verify that the replacement provides the same telemetry, retention, integrations, response authority and service hours.
Defer low-risk projects, not maintenance
Postpone cosmetic portal changes, noncritical reporting enhancements or speculative pilots while keeping patches, logging, access reviews, backup tests and incident exercises on schedule. A deferred project should have a new owner and date; otherwise it becomes debt by default.
Right-size coverage by asset criticality
Apply the strongest controls to internet-facing systems, privileged administration paths, regulated data and systems whose outage stops revenue or safety operations. Lower-tier assets can use simpler controls if the decision is documented and reviewed.

Use managed capacity deliberately
A managed detection and response or vulnerability-remediation service can be cheaper than building every capability internally, but compare the service-level agreement, analyst qualifications, escalation time, data handling, geographic coverage and exit plan. Outsourcing a task does not outsource accountability.
A practical framework for deciding on a cut
- Define the asset and threat path. State what could be compromised, by whom, through which weakness and with what business consequence.
- Measure current exposure. Record critical-vulnerability age, multifactor coverage, privileged-account count, logging coverage, mean time to detect, mean time to contain, backup-restore success and staffing hours versus workload.
- Describe the proposed change precisely. Specify the dollars saved, the control or role removed, the date coverage ends and the assets affected.
- Estimate risk reduction per dollar for alternatives. Compare patch automation, additional analyst capacity, identity improvements, segmentation, backup hardening and training on the same criteria: exposure reduction, time to benefit, coverage, operating burden and resilience.
- Document compensating controls. Examples include tighter firewall rules, temporary isolation, shorter credential lifetimes, manual review, additional logging or a contracted escalation path. Name the owner and verify that the measure is actually operating.
- Set a restoration trigger. Triggers might include a critical vulnerability exceeding a defined age, detection coverage falling below a threshold, a failed restore test, a material change in threat activity or an incident involving the affected asset.
- Reassess on a fixed date. Record the accepted exposure, evidence used, assumptions and review date in the risk register. Do not let a “temporary” cut continue indefinitely.
A simple expected-loss comparison can make the discussion concrete: estimated annual probability of a material event multiplied by the organization’s plausible loss, adjusted for how much the control reduces likelihood or impact. Use ranges and sensitivity analysis rather than a single precise number. Include downtime, restoration, legal obligations, customer response, regulatory consequences and lost productivity—not only the cost of replacing data.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How to present the decision to a CFO or board
Lead with business outcomes, not product names. A concise decision paper should show:
- the systems, data and business processes in scope;
- the current exposure and trend, including overdue critical vulnerabilities and detection or recovery performance;
- the proposed saving and the exact coverage that would change;
- two or three alternatives ranked by risk reduction per dollar and time to benefit;
- the residual risk accepted, its owner and the compensating controls;
- the trigger and date for restoring funds; and
- the consequence of an outage, using a range and clearly stated assumptions.
Use operational measures the board can revisit each quarter: percentage of critical assets covered by multifactor authentication, median age of critical vulnerabilities, percentage of endpoints reporting telemetry, mean time to contain, restore-test success rate, open high-risk exceptions and security workload per available specialist. A falling software bill is not evidence of lower risk if these measures deteriorate.

“The exception is temporary”
Temporary exceptions become permanent when they lack an expiration date, owner and review. Put every accepted exposure in a register with an automatic escalation date.
“Training is optional because technology blocks attacks”
Verizon reported that 68% of breaches in its 2024 analysis involved a non-malicious human element. Technical controls and practical, role-specific education reinforce each other; neither is a substitute for the other.
“Averages predict our exact loss”
The IBM figures describe study populations. Use them to calibrate scenario planning, then adjust for your sector, scale, data, geography, contractual duties and recovery capability.

“A new AI product will close the staffing gap”
Automation can reduce repetitive work, but it cannot by itself set priorities, validate detections, authorize containment or coordinate recovery. Measure whether it improves those outcomes before counting projected savings.
Bottom-line decision rule
Cut security spending only when you can name the exposure being accepted, show a lower-cost way to manage it or explain why it is tolerable, assign an accountable owner, and set a date and trigger for review. Preserve rapid critical-patch capability, identity protection, useful detection and response, protected recovery, and enough skilled capacity to operate them. If a proposed cut makes those outcomes measurably worse without a compensating control, the organization is not reducing cost—it is borrowing against a larger and less predictable security debt.
