Not in the unrestricted sense implied by “mind reading.” Current systems can decode limited speech-related or semantic signals from a trained participant’s brain activity, but they depend on specialized recording equipment, an individual training session and a defined task. The strongest recent demonstrations do not show that an AI can silently read anyone’s private thoughts at will, especially without cooperation.

What “reading your thoughts” means in current research

Brain-decoding AI does not receive a direct stream of a person’s complete thoughts. It analyzes measurements of neural activity and estimates the content associated with a task the participant has been asked to perform. The result depends on the brain region being recorded, the scanner or electrode system, the model’s training data and the participant’s cooperation.

That distinction matters because two very different claims are often compressed into the phrase “AI can read minds”:

  • Targeted decoding: estimating a trained participant’s attempted speech, imagined words or the gist of language under controlled study conditions.
  • Unrestricted mind-reading: passively extracting whatever a person is thinking, without consent, preparation or an ability to resist.

The evidence available through 2025 supports the first claim in limited settings. It does not establish the second.

What the latest demonstrations actually decoded

A 2025 study decoded attempted and imagined words

A Stanford-led study summarized by the U.S. National Institutes of Health in August 2025 examined four people whose speech was impaired by amyotrophic lateral sclerosis (ALS) or stroke. Researchers recorded activity from the motor cortex while each participant attempted to speak words or imagined saying them. The NIH summary says the researchers could decode words in both conditions.

This is significant for people who cannot reliably produce speech, because motor-cortex signals can provide a route to communication when the muscles used for speaking are damaged. It is still a small clinical demonstration, not evidence that a general-purpose system can monitor the inner speech of an unprepared population.

The same work explored ways to prevent unintended output. That safeguard addresses a specific risk: a system connected to communication equipment could produce words when a participant did not intend to communicate. Investigating a way to block or reduce such output is an important privacy measure, but it should not be treated as proof that every possible privacy or security risk has been eliminated.

A 2023 fMRI system reconstructed the gist of language

A 2023 report from the University of Texas at Austin described a different system. It used noninvasive functional magnetic resonance imaging (fMRI) to measure brain activity and a transformer model to generate text representing the meaning of stories a participant heard or imagined telling.

Participants spent hours listening to podcasts in the scanner so the decoder could learn how that individual’s brain activity related to language. After this training, the system generated text while the same trained participant listened to a new story or imagined telling one. The output was intended to capture semantic content or gist, not to transcribe every spoken word.

The report said the generated text closely matched the intended meanings “about half the time.” That figure applies to the reported system and task; it is not a general accuracy rate for brain-decoding AI or for thought decoding in the population.

“For a noninvasive method, this is a real leap forward compared to what’s been done before, which is typically single words or short sentences,” said Alex Huth, an assistant professor of neuroscience and computer science at UT Austin. He added that the system was decoding “continuous language for extended periods of time with complicated ideas.”

Even this more ambitious demonstration had strict boundaries. The report said outputs from people whose brain activity had not been used to train the model were unintelligible. It also said that when trained participants resisted the process, the output became similarly unusable. The fMRI setup was not practical outside the laboratory.

Why these systems are not interchangeable

The 2025 and 2023 demonstrations involve different signals, equipment and goals. Treating them as one device exaggerates what either system can do.

Study Recording method Signal and task Training and cooperation Output Practical and privacy limits
NIH summary of Stanford-led work, 2025 Motor-cortex activity recorded in a small clinical group Participants with ALS or stroke attempted to speak or imagined saying words Study conditions with participants able to perform the requested tasks Words decoded in both attempted-speech and imagined-speech conditions Four participants; researchers explored preventing unintended output; evidence is not a general passive-reading capability
UT Austin report, 2023 Noninvasive fMRI in a scanner Stories heard or imagined; model estimated semantic content Hours of individual training; untrained people produced unintelligible results; resistance by trained participants reduced usability Text capturing gist imperfectly rather than a word-for-word transcript; close meaning match reported about half the time Scanner setup described as impractical outside the laboratory

What a decoder needs before it can produce useful output

An individual brain-to-model mapping

Neural activity varies across people. The UT Austin system therefore learned from each participant’s own fMRI responses rather than applying one universal decoder. The training involved hours of podcast listening while the participant was scanned. Without that subject-specific mapping, the report found that generated text was unintelligible.

This requirement is a major barrier to covert use. A person would generally need to spend time in the relevant recording setup, performing the kinds of tasks the model is designed to decode. A model trained on one person cannot simply be assumed to work on another.

A defined task and suitable signal

The systems were built around particular questions: What word is a participant attempting or imagining? What broad meaning is conveyed by a story? They were not presented as tools that can recover every thought, memory, emotion or intention from any brain measurement.

The recording method also narrows the use case. The 2025 work concerns motor-cortex activity in people with severe speech impairment. The 2023 work used a large fMRI scanner. A result demonstrated with one method should not be transferred automatically to consumer EEG headsets, ordinary cameras or unrelated brain signals.

Participant cooperation, even when the goal is to decode inner speech

Cooperation is not just an ethical formality; it affects whether the decoder works. In the UT Austin report, trained participants who resisted the process produced output that was unusable, much like people whose data had never trained the model. That finding means the system was not simply extracting a reliable transcript while the participant passively went about ordinary life.

The 2025 study’s attention to preventing unwanted output reflects the same practical issue from another angle. A communication system must distinguish an intended command from an unintentional neural event. The reported safeguard is encouraging, but no source establishes that it provides universal protection against every accidental or malicious output.

Could someone use brain-decoding AI without your consent?

Based on these demonstrations, an outsider could not be expected to place a person into an ordinary setting and obtain a complete, accurate stream of thoughts without preparation. The studies required specialized equipment, a task-specific model and, in the fMRI work, extensive training on that individual.

That answer does not make consent unimportant. A system may not need unrestricted mind-reading capability to create serious privacy problems. Neural recordings can be sensitive in themselves, and an AI model can produce inferences from them. Those inferences may concern speech, intentions, emotions or cognitive patterns even when the output is incomplete.

The practical question is therefore not only “Can the machine read everything?” It is also:

  • Was a person told what neural data would be collected?
  • How long will raw recordings be stored?
  • Who can access the recordings and model outputs?
  • Can data be shared with third parties or reused for another purpose?
  • Can a person refuse a particular use after initially agreeing?
  • Could an inferred trait be used to discriminate against someone?

Why derived inferences create a separate privacy risk

The Organisation for Economic Co-operation and Development (OECD) describes neurodata governance as fragmented and dependent on context and jurisdiction. Its discussion distinguishes between the original neural recordings and information inferred from them. Existing laws may not clearly protect an AI-generated inference in the same way they protect a raw medical record.

That gap matters because an inference can be sensitive even when it is probabilistic or wrong. A model might estimate that a participant is attending to a word, imagining speech or responding to a stimulus. The estimate is not a transparent window into the mind, but it could still affect decisions if an employer, insurer, school or platform treated it as fact.

The OECD highlights several governance priorities:

  • Meaningful consent: people need clear information about collection, storage, processing and use, rather than a vague agreement hidden in general terms.
  • Control over data use and sharing: participants should have choices about secondary uses and disclosures.
  • Security: raw recordings, trained models and derived outputs require protection against unauthorized access.
  • Protection from discrimination: neural information and inferred cognitive characteristics should not become a basis for unfair treatment.
  • Safeguards for emerging categories: policymakers need to consider whether current definitions adequately cover AI-derived inferences.

These are policy principles and descriptions of an evolving governance debate, not one universal law that applies identically everywhere. The rules that govern a particular collection or use depend on the jurisdiction, setting and date.

How to judge a claim that an AI can read thoughts

When a headline makes a broad claim, check six details before accepting it:

  1. What was recorded? Look for the method: fMRI, motor-cortex electrodes or another signal. Invasive and noninvasive methods have different capabilities and risks.
  2. What was the participant doing? Attempting to speak, imagining words and listening to a story are different tasks from free-form thinking.
  3. Was the model trained on that individual? Subject-specific training is a strong limitation on generalization.
  4. Did the participant cooperate? If resisting the task makes results unusable, the system is not demonstrating unrestricted passive access.
  5. What does “accuracy” mean? A semantic gist that is close about half the time is not the same as a word-for-word transcript. A word decoder in four clinical participants is not a population-level benchmark.
  6. Where can it operate? A scanner-bound laboratory system is very different from a portable device that could be used in everyday life.

What this means for consumer devices

The reviewed evidence does not identify a consumer product that can perform the activity described in the title. The UT Austin system was not practical outside the laboratory, and the 2025 evidence came from a small clinical research group. Nothing in these reports supports the claim that a consumer EEG or brain-computer-interface headset can read private thoughts on demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consumer neurotechnology may measure electrical or other physiological signals for limited applications, but the existence of a brain sensor does not establish semantic decoding. A product advertisement that says “mind reading” should be evaluated against the six questions above, especially whether it names a validated task, explains individual training and reports how errors are measured.

Safeguards for people who participate in neural-decoding research

Anyone considering a study or clinical communication system should ask for concrete answers before providing data:

  • Which brain signals are collected, and is the recording invasive?
  • Is the model trained only for the participant, or will the data help train a shared model?
  • Will raw recordings, derived features and generated text be stored separately?
  • Who can view, export or delete each category of data?
  • Can the participant pause decoding, withdraw, or disable output without losing ordinary care?
  • How does the system prevent accidental words or commands?
  • What happens after the study ends, including backups and future research use?

A clear consent process should explain collection, retention, processing, sharing and security in understandable language. Because legal protections differ, participants should also identify the rules and oversight that apply in their country and research setting.

The bottom line on consent and mind reading

Brain-decoding AI has crossed an important research threshold: under controlled conditions, it can extract limited speech-related or semantic information from a trained participant’s neural activity. The 2025 motor-cortex study and the 2023 fMRI semantic-decoding report demonstrate real capabilities, but they rely on specialized methods, individual training and defined tasks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

They do not establish silent, unrestricted access to anyone’s thoughts without consent. The more immediate issue is responsible handling of neural data and the inferences produced from it. Consent, participant control, strong security and protection against discriminatory use need to develop alongside the technology.
