Yes, an AI shopping assistant can be technically capable of completing a purchase without asking you to approve every individual step—but that is not the same as having permission to buy anything it chooses. The decisive issue is delegation: what authority you gave the assistant, what limits the service enforces, what instructions and approvals it records, and which laws and payment terms apply.
If “without your permission” means “without any permission from you at all,” the available evidence does not establish that a legitimate assistant may lawfully do that. A stored card, connected wallet, or enabled shopping feature is not automatically unlimited consent.
Two meanings of “without your permission”
The question combines two different situations:
- No approval prompt for every transaction: You give an agent standing authority, such as permission to buy items below a spending limit or from specified merchants. The agent can then act without interrupting you for each checkout.
- No permission at all: The agent buys something outside any authority you granted, or acts after your authority has ended. Technical ability alone does not prove consent, and these transactions may be disputed as unauthorized.
Agent systems are being designed for the first situation. The second depends on the facts: your instructions, account settings, authentication, the merchant and payment contract, transaction records, and the law in the relevant jurisdiction.

A shopping agent usually combines product search, a user instruction, account credentials or a payment token, and a checkout connection. The important control is the authorization boundary: the point at which the user has approved a defined action and the payment system accepts it.

Per-purchase approval
The assistant finds an item and prepares the order, but you review and confirm the product, price, delivery details and payment before the transaction is submitted. This minimizes standing authority but adds friction and makes unattended shopping difficult.
Standing or conditional authority
You authorize a rule rather than one item—for example, “reorder this product when the price is below a stated amount” or “buy from these merchants up to a weekly limit.” The assistant can transact without a new prompt when every condition is satisfied. A useful rule should define the amount, merchant, product category, quantity, delivery destination and expiry, not merely say “shop for me.”
Fully automated execution
Some agent architectures are intended to execute payments without a human approving each step. That describes a capability, not proof that a particular service has received valid authority or that its controls are safe. A system may still require an initial delegation, cryptographic authorization, or a payment-provider decision.

In its 29 September 2025 announcement, OpenAI described an Instant Checkout flow in which a user taps “Buy,” confirms order, shipping and payment details, and completes the purchase in chat. OpenAI stated: “Users stay in control — they explicitly confirm each step before any action is taken.” It also said encrypted payment tokens are authorized only for specific amounts and specific merchants with the user’s permission.

According to that announcement, the merchant accepts or declines the order, processes payment through its payment provider, and remains responsible for fulfillment and customer support. Those are OpenAI’s descriptions of that announced flow, not an independent audit and not a rule for every shopping assistant. A different service may offer standing authority, different token scopes, or no equivalent confirmation screen.
Controls to compare before enabling an agent
Two assistants can both advertise “AI checkout” while giving you very different protection. Check each control explicitly rather than inferring it from a marketing description.

The reviewed material establishes why these distinctions matter, but it does not provide a complete comparison of every shopping platform or confirm that every product offers a revocation control.

Why payment tokens and protocols do not eliminate risk
Compromised agents and credentials
A shopping agent can be attacked, misled or supplied with stolen credentials. The Reserve Bank of Australia’s 2026 summary of stakeholder submissions records concerns about malicious or compromised agents, compromised credentials and transactions that exceed a user’s authority. A token restricted to a merchant and amount can reduce exposure, but it cannot correct a bad instruction or a compromised account before the restriction is applied.

Actions before authorization
A 2026 arXiv preprint analyzing AP2 version 0.2 reports that signed Checkout and Payment Mandates protect transaction data after signing. It also notes that agent interactions and external inputs before the authorization boundary remain outside that protection. The paper catalogs 48 threats and places eight in the high band in at least one assessed architecture. Those are the authors’ threat-model results, not a count of real-world incidents or proof that a deployed product was exploited.
Prompt and content manipulation
Product pages, messages, feeds and third-party tools can contain instructions that conflict with your request. An agent that treats untrusted page text as an instruction may select a different item, add a subscription or change a delivery address. A robust design should separate your authorization from content supplied by merchants or other external systems and show the final order for inspection.
Who is responsible when an agent exceeds authority?
There is no single worldwide rule that answers every unauthorized-agent purchase. Responsibility can turn on your jurisdiction, the exact instruction you gave, authentication records, the payment agreement, merchant terms and whether the agent was acting within its delegated authority.

United Kingdom business guidance
The UK Competition and Markets Authority’s guidance published on 9 March 2026 says businesses remain responsible for complying with consumer law when they use AI agents. Its introductory summary states: “But if an AI agent you use does something illegal, you are responsible.” In context, the statement addresses businesses using agents; it should not be treated as a universal rule that makes every consumer liable for every automated purchase. The guidance emphasizes accurate customer information, respect for consumer rights, review of agent behavior and correction of workflows when problems appear.

Australian payment-liability concerns
The Reserve Bank of Australia’s 2026 summary is a synthesis of stakeholder submissions, not a final legal ruling. It reports uncertainty about how chargeback arrangements should allocate losses when an agent may have exceeded authority. Participants noted that, without a way to identify agent transactions and preserve the user’s instructions, a bank, card issuer or merchant may struggle to decide whether the agent acted within authority.
That uncertainty means a dispute record matters. Keep the original instruction, the authority limits that were active, confirmation screens, token or account changes, timestamps, merchant receipts and any cancellation attempt.
What current adoption figures do—and do not—show
Visa reported in 2025 that AI-driven traffic to US retail websites had risen by more than 4,700% over the prior year, attributing the underlying figure to Adobe Data Insights from August 2025. Traffic is not the same as completed purchases or unauthorized transactions.

Visa further reported hundreds of agent-initiated transactions completed with ecosystem partners in controlled pilots. Those are company-reported pilot transactions, not evidence of broad consumer adoption, guaranteed safety or a particular rate of unauthorized purchases. Visa’s Trusted Agent Protocol is described as a method for approved agents to pass information to merchants and help distinguish trusted agents from malicious automation.

- Write the rule in concrete terms. Specify the products or categories, approved merchants, maximum price, quantity, delivery address, recurrence and an expiration date. Avoid an open-ended instruction such as “buy whatever I need.”
- Choose the narrowest approval mode. Use per-order confirmation when the purchase is expensive, unusual, recurring or difficult to return. Use standing authority only for predictable, low-value purchases.
- Inspect payment scope. Confirm whether the service uses a token limited to a merchant and amount or has access to a general card or wallet. Check whether taxes, shipping, tips, currency conversion and substitutions can push an order beyond the stated cap.
- Set merchant and category boundaries. Decide whether substitutes, marketplace sellers, digital goods, subscriptions or gift cards are excluded. A product-name rule is safer when it cannot silently expand to a broader category.
- Review the final order details. Verify seller, item, quantity, total, shipping address, delivery date and recurring-payment terms. Do not rely only on the assistant’s conversational summary; open the order record when the service provides one.
- Locate the activity and instruction log. Make sure you can see what you asked, what the agent did, which authorization was used and the merchant’s receipt. Save a copy for high-value purchases.
- Test cancellation and revocation before relying on automation. Find the controls to disable the agent, remove payment access and cancel queued orders. Determine whether revocation stops already-submitted transactions or only future ones.
- Monitor notifications and statements. Turn on merchant and payment alerts. Compare each charge with the agent’s log, especially after changing a rule or connecting a new account.
What to do if an assistant buys something you did not authorize
- Preserve evidence immediately. Save the instruction, agent transcript, confirmation page, receipt, account alerts and timestamps. Do not delete the rule that produced the order until you have documented it.
- Stop further access. Disable the shopping delegation, revoke tokens or disconnect the payment account. Change credentials if you suspect compromise.
- Contact the merchant. Ask whether the order can be canceled, returned or refunded and record the response. The merchant may control fulfillment even when an assistant initiated checkout.
- Notify the card issuer or wallet provider. Explain whether the purchase exceeded a stated limit, used a revoked authorization or resulted from account compromise. Follow the provider’s deadline and evidence requirements.
- Escalate through the applicable consumer process. The correct route depends on your country, payment instrument and contract. Do not assume that an AI-generated instruction automatically decides liability for you or the provider.
Common misconceptions
“The assistant had my card, so I approved every purchase.”
Possession of credentials does not describe the full scope of authority. A card may be connected for one merchant, one service or one rule. Whether a later purchase was authorized depends on the instructions and controls that applied at the time.
“A signed protocol guarantees the transaction is safe.”
Signatures can protect data after an authorization is created. They do not automatically protect earlier conversations, external content, compromised accounts or a user who was tricked into approving the wrong order.
“A company’s pilot proves the technology is safe for everyone.”
Controlled transactions demonstrate that a workflow can operate under test conditions. They do not establish independent safety, universal availability, legal liability or protection against every attack.
“The law already has one answer.”
Current guidance and submissions show unresolved questions, particularly when an agent’s authority is disputed. Consumer outcomes can differ by jurisdiction, payment terms and the evidence available.
Bottom line
An AI shopping assistant can buy without a fresh approval prompt when you have deliberately delegated that authority and the system’s rules permit it. It should not be treated as having unlimited permission merely because a card or account is connected. Before enabling purchases, define narrow limits, verify how approvals and tokens work, preserve the instruction record, learn how to revoke access and understand which merchant, payment-provider and jurisdictional rules govern a dispute.
