Usually, the chatbot itself does not dial police or emergency dispatch. It may tell you to call emergency services, show crisis resources, or encourage you to contact a trusted person. Separately, the company operating the service may review a conversation and, under a stated safety policy, refer a serious threat to law enforcement without first asking you to approve that referral.
A third route is a government or police request for account data. Providers can disclose information under valid legal process and, in narrowly defined emergencies, sometimes without prior notice. Whether a disclosure is permitted or required depends on the provider’s policy, the account’s region and the law where the request is made.
Three different things people mean by “contacting the police”
The answer is clearer when the possible actions are separated. A model’s reply, a provider’s safety intervention and a government data request are not the same event.
The chatbot recommends help
A chatbot can respond to a crisis message by telling you to call local emergency services, go to an emergency department or contact a crisis line. Anthropic’s published self-harm protocol describes directing users to trained personnel, trusted people and region-appropriate crisis resources. OpenAI says ChatGPT may direct someone to seek emergency help. These are instructions or referrals in the conversation; the cited policies do not establish that Claude or ChatGPT independently places a telephone call or sends a dispatch request.

The provider refers a conversation to authorities
The company may have a safety operation that detects concerning content, sends it for contextual review and decides whether to involve law enforcement. That decision can occur without the user giving separate consent for that particular referral. It is a provider action, not the language model deciding to dial 911 (or the local equivalent).
A government agency requests user data
Police or another government body may seek messages, account identifiers or other service data through legal process. A provider can also describe an emergency exception for a request involving an imminent danger of death or serious physical injury. In that situation, the provider is responding to an official demand; it is not necessarily reporting the conversation on its own initiative.
What OpenAI says about ChatGPT
Current community-safety statement
OpenAI’s current community-safety statement describes automated detection followed by contextual review by trained personnel. It says that, when conversations indicate an “imminent and credible risk of harm to others,” OpenAI notifies law enforcement. OpenAI also says additional investigation is used for a limited subset of cases and that the criteria can account for situations in which a user has not explicitly stated a target, means and timing.
This is OpenAI’s description of its policy and practice, not a promise that every troubling message produces a police referral. The wording describes a threshold involving risk to other people, and the decision follows review of context rather than a single keyword match.
A dated 2025 statement about self-harm
In an August 26, 2025 statement, OpenAI described a human-reviewed case involving an imminent threat of serious physical harm to others as potentially referable to law enforcement. That post also said self-harm cases were not being referred to law enforcement at that time. OpenAI later published a broader safety statement, so the 2025 position must be read as a dated description rather than an evergreen guarantee about how every future case will be handled.

Trusted Contact is not the police
ChatGPT’s optional Trusted Contact feature is a separate path. An adult user chooses a contact in advance. After automated flagging and trained human review, OpenAI may notify that selected person. OpenAI says the notification contains a brief explanation and does not provide the contact with the conversation, chat details or a transcript. The feature does not give the contact law-enforcement powers and is not the same as a police referral.
Emergency requests and provider-initiated referrals are different metrics
OpenAI’s Trust & Transparency reporting lists 10 emergency requests for July–December 2025 in its government-requests-for-user-data section. That number counts emergency requests made to OpenAI in that reporting context. It does not count cases in which OpenAI initiated a law-enforcement referral, and it cannot be used as a referral rate.

What Anthropic says about Claude
Crisis guidance in the self-harm protocol
Anthropic’s self-harm protocol says Claude is trained to respond with care, direct users toward trained personnel and trusted individuals, and display crisis-support resources in Claude.ai based on region. It describes internal procedures for concerns learned through sources such as user reports or third-party referrals, with risk assessment informed by details including specificity and imminency.
The protocol does not state that Claude itself calls police or emergency dispatch. Anthropic also says in that protocol: “Claude is not intended to provide medical or mental health diagnoses, therapy, or treatment recommendations.” A crisis-oriented response should therefore be understood as safety guidance, not a clinical service or an emergency-dispatch channel.
Anthropic’s government-request route
Anthropic’s government-request policy says it generally discloses user information only in response to valid legal process. It describes an emergency exception when there may be imminent physical harm or death and prompt disclosure could help avert the emergency. That policy concerns the release of information to an official requester; it does not say that the model autonomously phones authorities after reading a message.

When can a provider disclose data without your permission?
Valid legal process
Providers commonly distinguish subpoenas, court orders, warrants and other forms of legally valid process. The exact requirement depends on the data sought, the agency, the jurisdiction and the provider’s policy. A user normally does not have to consent to a legally compelled disclosure for the request to proceed.

Emergency exceptions
OpenAI’s December 2025 law-enforcement policy says that, in limited circumstances, it may disclose user data when it believes disclosure is necessary to prevent an emergency involving danger of death or serious physical injury. The policy describes case-by-case evaluation rather than automatic disclosure for every urgent-sounding message.
Anthropic describes a similar emergency exception for possible imminent physical harm or death. Both providers’ published policies treat an emergency request as a distinct legal pathway from a provider-initiated referral based on its own safety review.
Notice may be delayed or unavailable
OpenAI says notice is generally provided before disclosure unless law prohibits notice or an exceptional circumstance applies. If notice is delayed because of a legal restriction, the company says it may notify the user after that restriction expires. Anthropic likewise says users are generally notified unless legal restrictions or rare exceptions prevent notice. “Generally” is not a guarantee that notice will arrive before data is shared.
Privacy policies add broader safety grounds
OpenAI’s privacy policy says it may share personal data, including information about service interactions, with government authorities or other third parties in specified circumstances such as legal obligations and safety-related grounds. The applicable terms and privacy notice can vary by region, so the policy attached to your account and location matters more than a general statement about the service worldwide.

Does the type of threat matter?
Yes. The published materials distinguish at least three categories that should not be collapsed into one:
- Self-harm or suicide-related expressions: the documented response is crisis guidance, resources and possible internal safety review. OpenAI’s August 2025 statement specifically said self-harm cases were not then being referred to police, but that statement is dated.
- Threats to other people: OpenAI’s current statement addresses an imminent and credible risk of harm to others and says law enforcement may be notified after contextual review.
- Official emergency requests: a government agency can ask for data under an emergency exception, regardless of whether the provider itself decided to report the user.
Neither provider publishes a universal rule saying that every mention of suicide, violence or an emergency produces the same result. Specificity, imminency, context, applicable law and human review can all affect the outcome.
What the published policies do not prove
- They do not show that ChatGPT or Claude directly places an emergency call on its own.
- They do not establish that every concerning conversation is sent to police.
- They do not determine whether a disclosure is lawful in every country or for every type of account.
- They do not provide comparable cross-provider statistics for police referrals, false positives or real-world outcomes.
- They do not prove that another chatbot provider follows either OpenAI’s or Anthropic’s policy.
The absence of a published referral statistic is important. OpenAI’s 10 emergency requests are a government-request count, not evidence of how often OpenAI initiated a police contact.
How to assess a chatbot’s policy before sharing sensitive information
- Identify the provider and product. A model embedded in a third-party app may be governed by that app’s privacy policy, not only by the model developer’s policy.
- Open the current safety or law-enforcement policy. Look for sections covering imminent harm, emergency disclosures, legal process, human review and user notification.
- Check your region. Read the privacy notice and terms that apply to your account’s country or state. A policy written for one jurisdiction may not describe the rules where you live.
- Look for optional contact features. Determine whether a trusted-person notification feature is enabled, who can be selected and what information that person receives.
- Separate model behavior from company action. A response telling you to call emergency services does not answer whether the company can review or disclose the conversation.
- Use an appropriate emergency channel. If someone faces immediate danger, contact local emergency services directly. Do not rely on a chatbot to place the call, recognize the situation correctly or remain available.
Practical scenarios
“I typed that I might hurt myself.”
The model may present crisis resources and encourage contact with emergency help or a trusted person. The published materials do not establish an automatic police call. OpenAI’s August 2025 statement described self-harm as not then being referred to law enforcement, but later policy language means you should not treat that old statement as a permanent privacy promise.
“I described a specific plan to attack someone.”
OpenAI says a conversation indicating an imminent and credible risk to others may be referred to law enforcement after contextual review. That does not mean every angry statement qualifies, nor does it guarantee that authorities will be contacted in a particular case.

“Police asked the provider for my chat logs.”
The provider may evaluate the request under its legal-process policy. In an emergency involving possible death or serious physical injury, an emergency exception may permit disclosure. Notice may be given before disclosure, delayed or barred, depending on law and the circumstances.
“I enabled a trusted contact.”
The selected person may receive a brief safety notification after automated flagging and human review. This is a user-notification feature, not law-enforcement reporting, and OpenAI says the contact does not receive the chat transcript.
What “without your consent” means in practice
There is no single global yes-or-no rule. A provider-level referral can be made without asking you to authorize that specific referral when the provider’s published safety threshold is met. A government demand can compel or permit disclosure without your consent under applicable legal process or an emergency exception. At the same time, the chatbot’s own message may simply be advice to seek help, with no call made by either the model or the provider.
