Possibly—but “6 GB” alone cannot tell you whether an AI model will run well. It could refer to system RAM, available memory, or GPU memory, and the answer also depends on the operating system, runtime, model precision, context length, and workload. A 12-page tender is no more precise a workload measure: its text, tables, scans, and images can vary widely.
For a real procurement workflow, treat the laptop-and-tender pairing as an illustrative scenario, not a proven benchmark. Start by defining the task and data boundary, then test a representative document set on the actual device. Use AI to surface evidence for a person to verify—not to silently decide eligibility or award.
Can AI run on a 6 GB laptop?
There is no reliable yes-or-no answer from that number alone. “6 GB” might mean total system RAM, currently available RAM, or graphics memory; each describes a different constraint. Even when model weights fit, inference also needs memory for activations, the key-value (KV) cache, runtime overhead, the operating system, and other applications.
Amazon Web Services (AWS) lists approximate parameter-storage requirements of 14 GB for a 7-billion-parameter model at FP16, 7 GB at FP8/INT8, and 3.5 GB at INT4/NVFP4. These are AWS estimates for model parameters, accessed in 2026—not total memory requirements, and not proof that any such model will or will not run on a particular laptop. Actual feasibility depends on the rest of the system and the workload. AWS explains the components and sizing considerations for inference.

Context length and concurrent requests matter too. AWS’s illustrative Mistral-7B calculation assigns 1.95 GB of KV cache to a 16,000-token document-analysis context for one request and 7.81 GB for four concurrent requests. Those figures describe an AWS deployment calculation, not a laptop test or an estimate for a 12-page tender. Cache requirements vary with context and output length, concurrency, model architecture, and cache precision.
Page count is therefore a poor substitute for measuring the actual input. A short PDF may contain dense tables or scanned pages; another document of the same length may have much less text. Characterize the document and test the intended task on the target hardware rather than assuming its pages correspond to a fixed token count.

What does “AI triage” mean for a tender?
Make the job specific enough to check. “Review this tender” is too broad to evaluate; separate it into outputs with clear evidence requirements.

- Extract submission deadlines and identify the page or passage that states each one.
- Classify stated eligibility criteria and flag where the bid’s evidence appears to meet or miss them.
- List required forms, attachments, certificates, or other documents.
- Summarize selected sections and flag possible gaps for a human reviewer.
These are candidate assistance tasks, not guarantees of correct interpretation. For each output, require a supporting source location and have a reviewer check consequential claims against the original document. Microsoft advises validating model output and maintaining appropriate human oversight for consequential decisions in its AI inference guidance.

How should a production triage workflow work?
- Define the task and acceptance criteria. Specify what the model should extract, classify, summarize, or flag, and what counts as a correct result. Set thresholds for missed requirements and false alarms before deployment.
- Characterize the input. Record whether the PDF has selectable text or scans, whether it contains tables or forms, its language and file size, and whether it includes sensitive information. Page count alone does not describe the inference workload.
- Check the inference path. Confirm the device’s available resources, runtime, model, and context capacity. Decide whether a cloud fallback is allowed before the workflow encounters a failure; do not transmit a document merely because local processing is unavailable.
- Ground findings in the document. Ask the system to show the page or passage supporting each deadline, obligation, or flag. This is a workflow safeguard, not a guarantee that a citation feature will be accurate: reviewers still need to check the cited text.
- Evaluate with representative tenders. Use a human-checked set that reflects the documents the workflow will encounter. Measure task-specific correctness, missed requirements, false alarms, latency, throughput, and failure behavior. Microsoft recommends validating throughput and concurrency with representative models and requests before production; its guidance does not establish a score for this laptop-and-tender scenario. See Microsoft’s inference guidance.
- Keep a person responsible for decisions. A reviewer should verify important claims and make procurement judgments. The model can help prioritize attention, but it should not silently determine eligibility or award.
- Monitor and protect operations. Track resource use, latency, throughput, failures, and storage; monitor GPU use where applicable. Protect credentials and logs, and decide what sensitive information may appear in diagnostics.
Should tender documents be processed locally, in the cloud, or with a hybrid path?
There is no universally best route. Local inference can keep processing on the device or within controlled infrastructure, but actual data movement depends on the software, logs, diagnostics, and configuration. Cloud inference can use scalable service resources, but prompts or documents are transmitted to a service. A hybrid design can use local processing when suitable and fall back to cloud only when the policy permits it.
| Consideration | Local inference | Cloud inference | Hybrid path |
|---|---|---|---|
| Data movement | May keep inference on-device or within controlled infrastructure; verify software and logging boundaries. | Documents or prompts go to a service; check the applicable data policy and protections. | Can keep eligible work local, but make any cloud transfer explicit and policy-approved. |
| Capacity | Constrained by the device’s CPU, GPU or NPU, memory, storage, and capability. | Can use scalable service resources, subject to service limits and cost. | Uses local capacity when suitable and a fallback when permitted. |
| Latency and connectivity | Avoids network transfer for inference, but performance remains hardware-bound. | Depends on network conditions and service response. | Needs connectivity for fallback; users should know when it occurs. |
| Cost and maintenance | Requires device capacity and user or operator maintenance. | Usage charges can accumulate; the provider handles much of the infrastructure maintenance. | Requires local readiness management and governance of the cloud route. |
| Operations | Monitor resource use, failures, latency, throughput, and storage. | Track service capacity, latency, errors, and usage. | Record path selection and readiness or fallback outcomes without unnecessarily logging sensitive prompts. |
| Model capability | Smaller models are generally more suitable for constrained devices. | Scalable compute can support larger workloads. | Select the path per task and policy, and explain fallback behavior. |
These are deployment trade-offs, not a product comparison or a guarantee about a particular system. Microsoft’s guidance on choosing between cloud-based and local AI models recommends deliberate readiness checks, consent for optional model downloads, and explicit fallback behavior. For document triage, also specify which documents may leave the device and how users will be told when that happens.

What procurement safeguards apply?
For UK public procurement, PPN 017 applies to procurements commencing on or after 24 February 2025 and replaces PPN 02/24 for those procurements. It does not prohibit suppliers from using AI in bid preparation. It recommends understanding the associated risks, considering whether to disclose AI use, applying proportionate controls to protect confidential contracting-authority information, and allowing time for additional due diligence. See the UK Cabinet Office’s PPN 017 guidance.
The UK Government’s broader AI procurement guidelines also recommend a clear problem statement, iterative impact assessment, attention to data quality and governance, questions about a supplier’s model approach and limitations, and consideration of explainability and vendor lock-in. These are UK-specific recommendations, not universal legal requirements. Check the rules that apply in the relevant jurisdiction and procurement.

What should be established before calling it production-ready?
- The exact device configuration and what “6 GB” refers to.
- The chosen model, precision, runtime, context settings, and expected concurrency.
- Representative test results for the actual document types and tasks, including failure cases.
- A documented policy for local processing, cloud fallback, data transfers, logs, and diagnostics.
- Source-grounded outputs, human verification, and a named person or role responsible for final procurement decisions.
Microsoft’s inference guidance emphasizes representative workload validation and output review. Without those checks, the page count and memory figure alone cannot establish whether this workflow is usable, accurate, or safe for production.
