Yes—AI can help remediate scanned PDFs by using OCR to recognize text and by proposing document tags and reading order. But an automated pass is a starting point, not proof that a PDF is accessible or conforms to a standard. A reliable workflow is to run OCR, generate structure, inspect and repair the result, then verify it against the requirements that apply to your document.
What AI can—and cannot—do for a scanned PDF
A scanned PDF may contain only page images. Assistive technology cannot use text that has not been recognized, so the first step is optical character recognition (OCR). After that, automated tagging can propose a structure such as headings, paragraphs, lists, and tables, along with a reading sequence.
Adobe documents cloud auto-tagging in Acrobat for eligible PDFs, with a local tagging method used when a file is unsuitable for the cloud feature. Its Auto-Tag API supports native and scanned PDFs and can identify reading order in complex layouts. These features can reduce manual work, but they do not guarantee accurate OCR, a logical tag tree, useful alternative text, accessible forms, or standards conformance. For either route, suitability depends on scan quality, language, layout, the amount of human correction required, data-handling terms for the specific configuration, and whether the validation covers your target requirements.
Remediate a scanned PDF in five steps

Check the scan
Confirm that pages are legible and correctly oriented. OCR cannot reliably reconstruct text that is missing or obscured in a poor-quality image. Adobe’s scan-to-PDF guidance describes enhancing a scan and recognizing its text so the PDF becomes searchable and editable.

Run OCR
In Acrobat Pro, open Scan & OCR, choose the pages and document language, then run text recognition. Compare the recognized text with the page image, paying particular attention to names, numbers, columns, and symbols. Adobe outlines this workflow in its Acrobat accessibility guidance.

Generate tags and reading order
Use Acrobat’s cloud auto-tagging if the file is eligible; an unsuitable file may use local tagging instead. For a programmatic workflow, the Auto-Tag API can propose headings, paragraphs, lists, tables, and other structures, including reading order for complex layouts. Eligibility and results depend on the document and chosen workflow.

Inspect and repair the result
Check that the tag hierarchy reflects the document’s meaning and that content is read in a sensible sequence. Review tables, figures and alternative text, links, and form controls. Correct OCR errors and repair problems the automated pass missed; use any generated report to focus review rather than as evidence that remediation is complete.

Verify against the actual target
Determine which WCAG level, PDF/UA version, and organizational or jurisdictional requirements apply. Run the available accessibility checks, then address items that require human judgment. A checker can test common or machine-verifiable conditions, but it cannot establish every question of meaning or usability.

What the evidence says about automated tagging
A March 2025 arXiv study evaluated the PAVE 2.0 prototype with 19 participants. Experienced users’ tag scores rose from 42.0% to 80.1%, while novice users’ scores rose from 39.2% to 75.2%. Those results describe that prototype and evaluation; they are not a general accuracy rate for AI remediation or a prediction of how any particular scanned PDF will perform. Read the study.
No broad, independently validated accuracy statistic establishes how reliably AI remediates scanned PDFs across document types. Assess the actual output and required standard rather than treating an automated score or successful tagging run as a universal measure.
