Yes—but not automatically, evenly, or for the same people. AI investment can eliminate work by automating tasks, while also creating jobs through higher productivity, business expansion, new tasks and occupations, and demand in supporting industries. The balance depends on what firms adopt, how widely the resulting products and services are sold, where investment occurs, and whether workers can move into the new roles. Current evidence does not establish one reliable, economy-wide net-job figure for AI investment.
How AI investment can eliminate jobs
Investment affects jobs first through tasks rather than whole occupations. Software or machines may handle document classification, routine customer inquiries, basic coding, scheduling, data entry, image processing or other repeatable activities. If an employer can maintain output with fewer hours, it may reduce hiring, attrition replacement or headcount in the affected work.
That process can happen without an occupation disappearing. A nurse, analyst, lawyer or marketer may still be needed, but the number of people required for routine portions of the job can change. The employment effect depends on what managers do with the released capacity: cut staff, increase output, improve quality, shorten delivery times or assign workers to more valuable tasks.
Exposure is not a job-loss forecast
The OECD estimated that about a quarter of workers across OECD countries were exposed to generative AI under a task-based definition: at least 20% of tasks in a job could be completed at least 50% faster with AI. That statistic identifies potential task impact, not layoffs, occupation extinction or a prediction that one quarter of jobs will vanish. Adoption still requires suitable software, reliable data, management changes, employee acceptance, security controls and a business case. OECD, 2024

Why some workers feel the effect first
Employers may change entry-level or middle-skill work before highly specialised work because routine tasks are easier to standardise. A firm can also slow recruitment rather than dismiss existing employees. That makes falling vacancies, fewer junior openings or reduced contractor work important signals even when headline employment remains stable.
How the same investment can create jobs
Productivity and business expansion
When AI lowers the cost or time needed to produce something, a firm may offer lower prices, serve more customers, improve quality or launch products that were previously uneconomic. Expansion can require sales staff, managers, technicians, designers, compliance specialists, implementation teams and frontline workers. These jobs are not guaranteed: productivity gains create employment only when the firm or its customers use them to expand rather than simply reduce costs.
Regional evidence illustrates the distinction. The OECD reported that a 10% increase in a region’s share of jobs at high risk of automation was associated with a 5.6% increase in labour productivity over five years. This is a regional association, not proof that AI investment caused the productivity increase or that productivity itself caused additional hiring. OECD, 2024
New tasks and occupations
Technology creates work when people must design, supervise, maintain, audit or govern the systems being deployed. Examples include workflow integration, model evaluation, data stewardship, cybersecurity, AI assurance, user training and incident response. Some of these activities may become routine too, but new tasks can appear faster than existing job titles change.

Demand in connected industries
AI investment also requires data-centre construction, networking, chips, energy, cloud operations, facilities management, professional services and education. The resulting employment may arise in different companies and regions from the original investment. A local office that automates support work can therefore coincide with new jobs in an engineering hub, supplier network or customer industry elsewhere.
Lower prices and wider demand
If lower production costs reduce prices, customers may buy more. That “scale” response can offset some labour saving, particularly in services where demand was constrained by price or capacity. If demand is fixed, heavily concentrated or already saturated, the same productivity gain is more likely to reduce labour requirements.
What current evidence actually shows
Major studies are not contradictory simply because they report different outcomes. They examine different technologies, dates, places, measures and populations. A task-exposure estimate cannot be read as an employment estimate, and a regional association cannot be treated as proof that AI alone caused a change.

Why productivity has not automatically produced more employment
Productivity is output per unit of input; employment is the number of people working. They can move in different directions. A company may use AI to produce the same output with fewer hours, keep staffing constant while improving service, or expand output enough to hire. The aggregate result depends on the size of the productivity gain, the share passed to prices or wages, competitive pressure, investment elsewhere and demand for the additional output.

The ILO’s June 2026 summary captures the current uncertainty: “Large-scale job displacement remains limited, and worker-reported time savings of a few per cent of working hours have not yet translated into higher measured output, earnings or employment.” This does not mean time savings are unreal; it means measured economy-wide gains have not appeared consistently across the settings examined. Measurement also takes time. Firms may use saved hours to clear backlogs, check AI output, retrain staff or improve quality before increasing sales. National statistics may not identify AI use, may record a new task under an old occupation, or may miss work performed through platforms and contractors.
Who gains and who bears the adjustment
Net employment can rise while particular workers lose jobs. New vacancies may require different credentials, experience, location, schedule or technical ability. A displaced administrative worker cannot necessarily take an AI-integration role without training, and a new role in another city does not help someone who cannot relocate.

The IMF paper’s US findings point to larger adverse associations in manufacturing and low-skill services, among middle-skill and non-STEM workers, at both ends of the age distribution and among men. The ILO review highlights risks to younger workers’ opportunities and changes in work organisation and job quality. These are distributional findings, not a claim that every worker in those groups will be displaced.

Job quality matters as much as job count
An unchanged employment total can conceal fewer hours, weaker bargaining power, intensified monitoring, less autonomy or a shift from secure employment to contingent work. Conversely, AI may remove tedious tasks and let workers spend more time on judgement, care or creative work. Evaluating investment therefore requires measures of pay, hours, stability, autonomy, workload and advancement, not only headcount.
How to assess a claim that AI will create or destroy jobs
When reading a forecast or company announcement, check these six questions:
- Which technology and date? A text-generation system adopted in 2026 is not equivalent to industrial robotics measured over 2010–2021.
- Exposure or actual use? A task that could be automated is different from a task an employer has automated at scale.
- Which outcome? Task time, hiring, employment, wages, productivity and job quality are separate measures.
- What geography and industry mix? A commuting zone, country, platform or single firm can produce results that do not generalise.
- Who gains or loses? Report the affected occupations, skill levels, ages, genders and locations rather than only an average.
- Is it causal? Controlled evidence is different from a correlation or regional association in which other economic changes may be responsible.
What workers can do with this information
Workers should analyse their task mix, not assume that an occupation label predicts their fate. List recurring activities, identify which can be assisted or checked by current tools, and build complementary capabilities such as domain judgement, communication, problem framing, quality assurance, client trust, physical work or accountability. Those capabilities do not guarantee a job, but they can reduce dependence on tasks most easily standardised.

Then check the local labour market. Compare training with actual vacancies, employer requirements and likely wages; ask whether a programme includes practical experience, recognised credentials or placement support. “AI skills training” is not a single outcome, and no course can promise employment for a particular person.

What employers should decide before investing
Employers need a workforce plan alongside a technology plan. Before automating, map which tasks are changing, how accuracy will be checked, and whether demand can support expansion. Set measures for output, quality, customer outcomes, hours, redeployment and job quality rather than treating headcount reduction as the only return.
Where possible, redesign roles with affected employees, provide time to learn the new workflow and publish criteria for redeployment. Savings used to improve products, enter new markets or reduce prices are more likely to generate complementary work than savings retained solely as a labour-cost cut. Legal, privacy, safety and security obligations also determine whether a technically possible use is economically viable.
What policymakers should watch
Because gains and losses are geographically and socially uneven, policy cannot rely on aggregate employment alone. Useful measures include vacancy flows, starting opportunities for young people, earnings, hours, transitions between occupations, local industry concentration and access to affordable training.

Effective programmes should be connected to real employer demand, portable credentials, income support during transitions and services that help people overcome location, care or accessibility barriers.
The defensible answer today
AI investment can create jobs as well as eliminate them, but the mechanisms operate on different timelines and often reach different people. Automation can reduce labour demand for particular tasks immediately; expansion, new tasks and supplier demand may appear later, elsewhere or only if productivity gains produce more sales. The best-supported conclusion is therefore conditional: current evidence shows limited large-scale displacement so far, uneven productivity benefits and no settled net employment number for present-day AI investment.
