AI can improve payment-fraud detection, but it cannot reliably catch every fraud or provide one universal accuracy percentage. Its practical reliability depends on the fraud type, data quality, labels, decision threshold, human review, and how quickly the model is updated as criminals change tactics. A useful assessment looks at recall, precision, false-positive burden, missed-fraud losses and live operational performance—not a single “accuracy” score.
What the direct answer means
Machine-learning systems can examine transaction details, account behavior and relationships across a payment network much faster than a manual team. They can identify unusual combinations of amount, location, device, timing, beneficiary and account history, then rank transactions for a review, verification step or decline. That makes AI a valuable component of a fraud-control program.
It is not a guarantee. A model can miss a fraudulent payment (a false negative), interrupt a legitimate one (a false positive), or perform well in testing and deteriorate after criminals change their methods. Reliability is therefore a property of a specific system in a specific setting: a card-not-present model in one country and year cannot be represented as the accuracy of “AI fraud detection” generally.

How to measure reliability without hiding the trade-offs
Detection or recall
Recall asks: of all fraudulent transactions in the evaluation set, what proportion did the system identify? A high-recall setting catches more fraud, but it may also send many legitimate transactions to review. Recall is especially difficult to estimate when fraud is rare or when some fraud has never been discovered and therefore is missing from the labels.
Precision
Precision asks: of the transactions the model flagged, what proportion were actually fraudulent? Low precision means investigators spend time on false alarms and customers experience more friction. A system can increase recall by lowering its alert threshold while reducing precision.
False-positive burden
This is the operational cost of flagging legitimate activity. A false positive may trigger a one-time verification, a manual investigation, a temporary delay, a declined payment or an account freeze. The consequences are not interchangeable: a delayed small-business invoice and a blocked high-value transfer create different customer and regulatory risks.
False-negative loss
False negatives are fraudulent transactions that pass through. Their cost includes the payment itself, investigation, reimbursement, customer-support work and potential loss of trust. Reporting only a detection rate can make a system look strong while concealing the money and customers affected by misses.
Live operational performance
A model must produce a decision quickly enough for the payment flow, remain available, and support investigators with usable alerts. Performance also has to remain stable after new products, payment routes, customer populations or criminal tactics appear. A retrospective test cannot establish those operational properties by itself.

What the available evidence actually shows
The strongest published figures illustrate potential, not a general accuracy guarantee. They should be read with their conditions attached.
| Finding | What was measured | Important limitation |
|---|---|---|
| 12% more illicit accounts identified | BIS Innovation Hub Project Hertha reported that payment-system analytics helped banks and payment service providers identify 12% more illicit accounts than they otherwise would have found. | The experiment used a simulated synthetic dataset, not live customer data. This is an improvement in illicit-account identification, not the percentage of transactions classified correctly. |
| 26% improvement for previously unseen behavior | The same project reported a 26% improvement when attempting to detect previously unseen behaviors. | The result came from the same experimental setting and does not establish performance for every fraud channel or production environment. |
| €4.2 billion in EEA payment fraud in 2024 | A joint European Banking Authority and European Central Bank report gave this aggregate value for 2024, compared with €3.5 billion in 2023 and €3.4 billion in 2022. | This is the amount of reported payment fraud, not AI accuracy, recall or the percentage of transactions that were fraudulent by count. |
| About 0.002% of total transaction value | The EBA and ECB said the EEA value-based fraud rate was stable at around this level in 2024. | It is an aggregate fraud-rate measure. It does not tell you how well an AI model detects fraud. |
| Increasing AI use cases among significant European banks | ECB Banking Supervision workshops in 2023–2024 covered 13 selected banks and described growing use of AI, including decision trees and neural networks in fraud-related work. | The ECB cautioned that findings from this small sample should not be generalized to the entire banking sector. |
Project Hertha’s June 5, 2025 report characterized payment-system analytics as a supplementary tool. Its data contained 1.8 million simulated bank accounts and 308 million simulated transactions, with no real customer data. Practical, legal and regulatory questions were outside the project’s scope. Those qualifications make the results promising evidence of capability, not a live-deployment accuracy benchmark.

Traditional controls often use explicit rules: decline an impossible location change, require verification above a value threshold, or block a known compromised device. Rules are easy to explain but can miss combinations that no analyst has written down.
Machine-learning models can learn statistical relationships among transaction attributes. They may notice that a beneficiary is connected to several newly created accounts, that a device fingerprint appears across unrelated customers, or that a sequence of small transfers precedes a larger withdrawal. Network-wide data can add context that a single institution cannot see in isolation.
ECB Banking Supervision’s workshop participants reported decision-tree models for some credit-scoring and fraud-detection tasks, while neural networks were used mainly for fraud detection. This describes reported practice, not proof that one model family is always superior. The right choice depends on data, latency, explainability requirements and the consequences of an error.

Where payment-fraud AI fails
1. Poor, incomplete or irrelevant data
The U.S. Government Accountability Office (GAO) warns that insufficient, unrelated or low-quality inputs reduce model reliability. Missing device information, inconsistent merchant categories or delayed chargeback labels can distort the pattern the model learns. Data from one customer segment or payment rail may not represent another.
Labels are equally important. If a transaction marked “legitimate” was actually an undetected fraud, or if a customer dispute was coded incorrectly, the model receives a misleading training signal. Institutions need documented labeling rules, quality checks and a way to revise labels when investigations change the outcome.
2. Rare events and changing criminal behavior
Fraud is a small fraction of a large payment stream, so a model can appear accurate by predicting “legitimate” most of the time. That is why precision, recall and loss-based measures are more informative than overall accuracy.
Criminals adapt after controls are deployed. A model trained on historic account-takeover patterns may not recognize a new social-engineering script, mule-account network or payment route. The EBA and ECB reported that payer-manipulation fraud is rising even while strong customer authentication remains effective against the transaction types it was designed to protect. Authentication can therefore reduce some unauthorized fraud without stopping every scam in which the customer is persuaded to approve the payment.
3. Thresholds create unavoidable trade-offs
Every alerting system has a threshold. Lowering it catches more suspicious cases but increases review volume and customer friction. Raising it reduces interruptions but allows more fraud through. A published recall or precision figure is incomplete unless it states the threshold and the resulting review workload.

4. Adversarial and contaminated data
GAO identifies data poisoning as a risk: an attacker alters training or feedback data so that the system’s behavior changes. Fraudsters may also probe a live system to learn which behaviors trigger a challenge. Access controls, anomaly checks on training data, versioned datasets and independent validation help limit these risks.
5. Explainability and governance gaps
Financial institutions told GAO they are more cautious about AI in tasks that require very high reliability or clear explanations. A black-box score may be unsuitable when staff must explain a payment block, a regulator asks for the reason, or a customer needs a path to appeal.
ECB Banking Supervision describes governance policies, model review, human oversight and data-quality practices among the banks it consulted. Reliability requires more than a model file: someone must own the model, approve changes, monitor outcomes and document when staff override it.
6. System and process failures
A technically good model can still fail if its alert arrives after settlement, if investigators cannot access the relevant account history, or if a payment processor ignores a high-risk score during an outage. Availability, latency, escalation procedures and recovery plans belong in the reliability assessment.

In an unauthorized transaction, an attacker may obtain credentials or payment details and initiate the transfer. In an authorized-payment scam, the account holder personally approves the transaction after being manipulated by a criminal. The transaction can therefore look normal to a model that relies mainly on authentication, device and account signals.

GAO notes that generative AI can make scam messages and impersonation more convincing. Financial institutions and payment apps respond with customer education, staff training and, in some cases, payment delays that give the customer time to verify the recipient. These measures complement transaction scoring; they do not replace it.
When evaluating a system, ask whether it distinguishes account takeover, card-not-present fraud, transfer fraud and authorized-payment scams. Combining all of them into one score can hide a serious weakness in one category.
How to evaluate an AI fraud system in practice
- Define the fraud scenario. Specify the channel, fraud type, transaction value range and customer population. Do not compare a card model with an account-to-account transfer model as if they measured the same event.
- Request the complete evaluation context. Record the date range, geography, transaction volume, fraud labels, whether the data was live, retrospective or synthetic, and who performed validation.
- Collect threshold-specific metrics. Ask for precision, recall, false-positive rate, false-negative losses, prevented loss, alert volume and investigator workload at the actual operating threshold.
- Check for time-based testing. A model should be tested on a later period than its training data where possible. Randomly mixing old and new transactions can make performance look better than it will be against future fraud.
- Examine response actions. Determine whether a flag causes a step-up authentication, human review, temporary delay, automatic decline or account freeze. Ask how customers appeal a decision and how legitimate payments are released.
- Review drift controls. Establish how often performance and labels are reviewed, which changes trigger retraining, and how model versions, thresholds and overrides are audited.
- Assess data scope and privacy. Identify every data source, what is shared across institutions, retention periods, access controls and the legal basis for processing. More data is not automatically better data.
- Test failure and recovery. Simulate an unavailable scoring service, delayed labels, a surge in alerts and a newly observed fraud pattern. Confirm that payments do not silently bypass controls and that staff know the fallback procedure.
What customers should do when a legitimate payment is flagged
A flag is a risk signal, not proof that you committed fraud. The institution may ask you to confirm identity, verify a beneficiary or explain the payment. Complete the official verification route rather than responding to an unsolicited message claiming to “unlock” the payment.

- Use the bank or payment app opened from its normal website or app, not a link in a message.
- Ask what information is needed to release the payment and how long review normally takes.
- If the payment is urgent, request the institution’s documented escalation or appeal process.
- Never share a one-time passcode or approve a new authentication request solely because someone claims to be a fraud investigator.
These steps address the customer experience of false positives; they do not indicate that a particular bank’s model is accurate or inaccurate.
What trustworthy reporting should include
When a bank, vendor or researcher publishes a performance claim, readers should be able to see the fraud definition, channel, period, geography, data source and threshold. “AI catches 95% of fraud” is not interpretable without knowing whether that means recall on a labeled test set, accounts identified in a simulation, or money prevented in production.
Reports should also state the denominator. A value-based fraud rate such as the EEA’s approximately 0.002% in 2024 describes fraud relative to transaction value; it does not describe the percentage of transactions, accounts or alerts. Likewise, a 12% improvement in illicit-account identification is a relative improvement over a comparison method, not a claim that 12% of all payments were fraudulent or that 88% were missed.
Bottom line
AI can make payment-fraud defenses faster and more capable, especially when it combines transaction, behavioral and network signals. The evidence supports using it as a supplementary control, not as an infallible gatekeeper. Reliability comes from representative data, accurate labels, threshold-aware measurement, continuous drift monitoring, explainable governance, human review and controls designed for both unauthorized transactions and scams in which the victim authorizes the payment.
