A VPN can protect part of your internet connection, especially on public or unfamiliar Wi-Fi, but it cannot tell a real website from a fake one or stop you from giving a scammer your password. Treat it as one layer of protection—not a scam shield—and pair it with HTTPS, updated devices, unique passwords, multifactor authentication (MFA), and careful verification of unexpected messages.
What a VPN can—and cannot—protect
When active, a properly configured VPN creates an encrypted tunnel between your device and the VPN endpoint. That can reduce what someone on the same local network or operating the hotspot can learn from traffic that would otherwise be exposed on that network. The protection depends on using a trustworthy VPN and configuring it correctly; general guidance does not establish that every consumer VPN implements security equally.
A VPN does not make the rest of the internet trustworthy. It does not verify a website’s identity, prevent you from entering credentials on a convincing fake login page, or stop a phishing email or text from reaching you. The Federal Trade Commission (FTC) notes that public Wi-Fi is usually safe because most websites use encryption, but scammers can also encrypt fake websites. Look for HTTPS, and independently verify the domain and organization rather than treating encryption as proof of legitimacy. FTC public Wi-Fi guidance, February 13, 2023.

Encrypts traffic across the local Wi-Fi connection
With VPN protection active, traffic travels through an encrypted tunnel to the VPN endpoint. This can make locally intercepted traffic less useful to someone watching the hotspot’s network, depending on the VPN’s configuration and the traffic involved. It does not replace HTTPS or protect information after it reaches a fraudulent site.

Adds a layer when you must use a public hotspot
If you need to connect at an airport, hotel, café, or other public venue, a VPN can add network-level protection while you use the hotspot. First check that the network name and any sign-in process are legitimate; a VPN cannot stop you from joining a lookalike hotspot or entering information into a fake portal. CISA’s public Wi-Fi guidance recommends checking hotspot legitimacy.

Reduces what other users on the same network may learn from unprotected traffic
Other people connected to a shared network may be able to observe some locally exposed traffic. A VPN can reduce that exposure while its tunnel is active. The benefit is narrower when a site already uses HTTPS, and it does not prevent a scammer from targeting you through a message, a fake site, or another route.

Provides a consistent protection layer on unfamiliar networks
When you travel or move between networks you do not control, keeping a correctly configured VPN active can provide the same tunnel-based protection on each connection. It is an additional safeguard, not a guarantee that the network, VPN endpoint, or websites you visit are safe.

Reduces reliance on the hotspot operator’s security practices
A VPN can limit the hotspot operator’s visibility into traffic protected by the tunnel. That matters most for traffic that would otherwise be exposed locally. It does not make the operator trustworthy, hide all activity from every party, or establish how a particular VPN provider handles privacy. CISA’s communications-infrastructure guidance recommends strong cryptography for VPN gateways; it does not validate specific consumer VPN products or quantify their effect on scams. What to do when a message or website might be a scam
- Do not use links or phone numbers in an unexpected message. If it claims there is a problem with an account, contact the organization through a website, app, or number you already know is genuine.
- Check the destination independently. HTTPS indicates an encrypted connection, not an honest business. Verify the domain and the organization through a separate, known-good channel.
- Protect accounts beyond the network. Use long, unique passwords and MFA. A compatible security key can serve as an authentication factor; availability depends on the account and device.
- Keep software current. Update your operating system, browser, apps, and security software to address known vulnerabilities.
- Report phishing. The FTC’s guidance explains how to recognize phishing and protect accounts. FTC guidance on recognizing and avoiding phishing scams.
