A VPN can protect data traveling across an untrusted network, but it cannot block every kind of hacker or secure a compromised device. Its clearest benefit is encrypting the connection between your device and the VPN service, making that traffic unreadable to someone monitoring the local Wi-Fi link. Protection depends on the VPN app, its configuration, and what the attacker is trying to do.

What a VPN can protect

A virtual private network creates a protected logical connection over another network, often using encryption and tunneling. As a result, someone monitoring the local Wi-Fi link may see encrypted traffic rather than readable content. The Federal Trade Commission (FTC) explains that this can protect traffic on public Wi-Fi even when the destination website does not encrypt that traffic itself: FTC guidance on VPN apps and public Wi-Fi.

This protection applies to information in transit along the protected connection. It does not automatically secure data already stored on a device, make accounts unhackable, or stop every attack that happens while you are online.

When it can help

  • You are using a public or otherwise untrusted Wi-Fi network and want to reduce the chance that someone on the local network can read your traffic.
  • You want to limit what the local network operator or your internet service provider can see about the traffic routed through the VPN. The VPN provider becomes another party you must trust.

What it does not establish

  • A VPN does not make you entirely anonymous. Websites can still recognize you when you sign in or provide identifying information.
  • A VPN does not, by itself, detect or block phishing, malicious downloads, or malware.
  • A VPN does not repair a device an attacker has already compromised or protect every file stored on it.

Why a VPN does not stop every hacker

“Hacker” can mean an attacker using very different methods. A VPN addresses exposure of traffic on the network path; it does not prevent someone from tricking you into giving up a password, exploiting a vulnerable device, or accessing an account with stolen credentials. If an attacker controls your device, encryption of the connection does not prevent them from reading or changing data on that device.

The Cybersecurity and Infrastructure Security Agency (CISA) recommends device and file encryption and secure backups to protect data if a device is accessed. Those safeguards address risks that a VPN connection alone does not: CISA guidance on securing devices and data.

How to assess a consumer VPN app

The VPN app and provider matter. The FTC warns, “Not all VPN apps actually encrypt your information.” Its consumer guidance recommends checking an app’s permissions, developer, terms, and privacy policy. The FTC page dates to February 2018, so do not treat any provider’s current privacy or security claims as established by that general guidance.

  • Confirm what the app protects. Check whether it encrypts the traffic you expect and whether it is active and configured correctly.
  • Review permissions and ownership. Consider why the app needs the permissions it requests and who develops it.
  • Read the terms and privacy policy. Understand what information the provider may handle and what it says about data collection and retention. Do not infer anonymity or “no logs” from the presence of a VPN.

Using a VPN changes which intermediary can handle your traffic: it may reduce visibility for the Wi-Fi operator or ISP, while the VPN app and provider become parties you need to trust. A VPN is therefore a privacy and connection-security choice, not a guarantee that nobody can identify or compromise you.

What organizations need from a VPN

For organizations, a VPN can protect communications carried over public networks. NIST’s National Cybersecurity Center of Excellence describes possible protections including confidentiality, integrity, data-origin authentication, replay protection, and access control. The protections available depend on design and deployment; a VPN is one part of a security program, not a complete defense: NIST NCCoE VPN guidance.

Organizations configuring remote access should apply controls appropriate to their environment. CISA’s guidance for communications infrastructure recommends limiting unnecessary external exposure of VPN gateways, using strong cryptography for key exchange, authentication, and encryption, disabling unused features and weak algorithms, and requiring phishing-resistant secondary verification such as hardware-based PKI or FIDO methods. Those are infrastructure-focused recommendations, not a universal checklist for every consumer VPN: CISA guidance on hardening communications infrastructure.

VPN access should sit alongside other defenses. FTC small-business guidance pairs VPN use for employees and vendors with patching and protections such as email authentication and intrusion prevention: FTC cybersecurity basics for small businesses.
