No—not every Steam game is guaranteed to run at 4K and 60 frames per second on Steam Machine. Valve says that the majority of Steam titles played well at a 4K/60 target when its testing used AMD FidelityFX Super Resolution (FSR), but it also says some games need heavier upscaling or a lower frame rate with variable refresh rate (VRR). Independent tests show why: demanding games can miss 60 FPS, require reduced settings, or reach a 60-FPS display figure only with frame generation and a much lower underlying render rate.
What Valve actually promises
The current Steam Machine product wording says “up to 4K gaming with FSR 4.1.” “Up to” describes a capability, not a universal native-resolution performance guarantee. Valve’s wording includes FSR, so the advertised target can involve rendering below 3840 × 2160 and reconstructing a 4K output image.

In a statement reported by PC Gamer in February 2026, Valve said: “In our testing the majority of Steam titles play great at 4K 60 fps with FSR on Steam Machine.” Valve added that some titles require more upscaling and that a lower frame rate with VRR may be preferable while maintaining a 1080p internal resolution. It also said it was working on HDMI VRR, investigating improved upscaling, and optimizing ray-tracing performance in the driver.
That is a qualified result from Valve’s own testing, not a percentage for the entire Steam catalog and not a promise that every title sustains 60 FPS. Valve engineer Yazan Aldehayyat had earlier described an ambition to play “every game on Steam at 4K60” with some form of upscaling such as FSR. The later “majority” language is the safer description of the demonstrated state.

Native 4K, upscaled 4K and generated frames are different
Native 4K rendering
At native 4K, the game renders each frame at 3840 × 2160 before the display receives it. This demands substantially more GPU work than rendering at 1080p or 1440p. A product page that says “up to 4K” does not establish native 4K at 60 FPS for every game.
Upscaled 4K output
With upscaling, the game renders internally at a lower resolution and an algorithm such as FSR reconstructs an image sent to a 4K display. The output signal can be 4K while the underlying image contains fewer rendered pixels. FSR mode matters: a more aggressive performance mode reduces internal resolution further and usually makes a 60-FPS target easier, but can soften fine detail or produce shimmer and other reconstruction artifacts.
Frame generation
Frame generation synthesizes additional displayed frames between conventionally rendered frames. A counter showing about 60 displayed FPS can therefore coexist with a base render rate near 30 FPS. In PC Gamer’s Cyberpunk 2077 test, the reported 58–61 displayed FPS at 4K came from Medium settings, FSR Performance and 2× frame generation; the reviewer estimated the underlying frame rate at roughly 30 FPS and observed added latency and image-quality problems during fast movement and in detailed scenes.

VRR
Variable refresh rate lets a compatible display change its refresh timing to follow a game’s changing frame rate. Instead of forcing a game to hold exactly 60 FPS, VRR can make a steady 45–55 FPS range look smoother and avoid repeated stutter from missed refresh deadlines. Valve identified a lower frame rate with VRR as a possible choice for games that would otherwise need very aggressive upscaling. VRR does not create performance; it makes fluctuations less distracting.
What independent tests show
Reviews do not form a controlled, catalog-wide survey. They use different patches, presets, upscalers, frame-generation modes and ray-tracing settings. Their value is in showing the range of outcomes that the phrase “4K/60” can hide.
| Game and reviewer | Configuration reported | Result | What it demonstrates |
|---|---|---|---|
| Cyberpunk 2077 — PC Gamer | 4K output, Medium settings, FSR Performance, 2× frame generation | 58–61 displayed FPS; estimated base rate around 30 FPS | The displayed number can be much higher than the rendered frame rate; latency and artifacts were noticeable. |
| Forza Horizon 6 — PC Gamer | 4K output, High settings, FSR Performance | Approached smooth 4K play, with occasional dips into the low 50s | Ray tracing had to be disabled to target 60 FPS. |
| Lego Batman: Legacy of the Dark Knight — PC Gamer | 4K output, Medium settings, FSR Performance, frame generation | Reached 4K/60 only just, with occasional dips | Frame generation helped the displayed rate but introduced noticeable latency. |
| Total War: Warhammer III — TechRadar | 4K Ultra, then 4K Low; no upscaling or frame generation specified for these table entries | 24 FPS Ultra; 35 FPS Low | A demanding strategy title can remain far below 60 FPS at native 4K without reconstruction techniques. |
| Cyberpunk 2077 — TechRadar | 4K Ultra, then 4K Low; no upscaling or frame generation specified for these table entries | 17 FPS Ultra; 38 FPS Low | Preset and rendering method can change the result dramatically. |
| Civilization VII — TechRadar | 4K, High, FSR 1 and balanced MSAA | 56 FPS | A near-60 result may be possible with a particular upscaler and anti-aliasing configuration. |
| Shadow of the Tomb Raider — TechRadar | 4K, Highest | 47 FPS | High-end presets can miss 60 even when the output resolution is 4K. |
| Marvel Rivals — TechRadar | 4K, Ultra, balanced upscaling | 22 FPS | Balanced upscaling alone does not guarantee a 60-FPS result in every workload. |
These figures should not be averaged. They were measured in different configurations and are illustrations rather than a statistical sample of all Steam games. The consistent lesson is that “4K/60” depends on internal resolution, image reconstruction, frame generation, graphics preset, ray tracing and the frame-time behavior of the particular game.

Why one game reaches 60 FPS and another does not
Graphics preset and ray tracing
Ultra and Highest presets often increase shadow, texture, lighting and geometry work with relatively small visual benefits on a television viewed from normal distance. Ray tracing can be especially expensive. In PC Gamer’s Forza Horizon 6 test, ray tracing had to be disabled to aim for 60 FPS. A game may therefore meet the target on High without ray tracing but fail on Ultra with the same output resolution.
Internal resolution and upscaler mode
“4K” in a menu can mean a 4K output with a 1080p, 1440p or another internal render resolution. Performance-mode upscaling usually gives the GPU more headroom than Quality mode, at the cost of clarity. Valve’s own qualification that some titles need “more upscaling” acknowledges this trade-off.
Base frame rate versus frame pacing
An average FPS number can hide dips and uneven frame times. A game that averages 60 but repeatedly falls into the 40s may feel less consistent than one that holds 50 FPS with VRR. Ask whether a review includes minimums, dips or a frame-time graph rather than relying on the average alone.

Game engine and workload
Large simulations, crowded scenes, shader compilation, streaming data and CPU-heavy artificial intelligence can limit performance even when the GPU has spare capacity. A graphics preset change may not fix a CPU-bound scene. Results can also change after a game patch, a SteamOS update or a driver revision.
How to evaluate a 4K/60 claim for a specific game
- Identify the output and internal resolution. Record whether the test is native 3840 × 2160 or an upscaled 4K output, and note the internal-resolution or FSR mode if the game exposes it.
- Separate rendered and displayed FPS. If frame generation is enabled, look for a base-frame figure or frame-time data. Treat a generated 60 FPS counter differently from 60 conventionally rendered frames.
- Write down every major setting. Include the preset, ray tracing state, shadows, anti-aliasing, texture quality and any manually lowered options.
- Check lows and pacing. Note dips, traversal stutter and busy-scene behavior, not only an average. A VRR display can improve perceived smoothness but cannot remove a severe hitch.
- Record software conditions. A result should identify the game patch, SteamOS and driver version, test date and any special launch option. New versions can change performance.
- Judge image quality and latency together. Inspect foliage, hair, thin geometry and fast camera pans for reconstruction artifacts. With frame generation, test controller or mouse response rather than accepting the displayed FPS number alone.
Practical settings choices
If image quality is the priority
Start with native or a higher-quality upscaling mode, disable frame generation, and reduce expensive effects selectively. Accepting 45–60 FPS with VRR can produce a more coherent image and more direct controls than forcing a 60-FPS counter through aggressive reconstruction.
If a steady 60 FPS is the priority
Use a performance-oriented FSR mode, lower the preset from Ultra to High or Medium, disable ray tracing and then test frame generation. Verify the base rate first; frame generation is most convincing when the game already renders a reasonably responsive frame rate.

If smoothness matters more than a fixed number
Use VRR when the Steam Machine, cable and display support it, cap the game near the display’s comfortable range and choose settings that avoid large swings. Valve specifically described lower frame rate with VRR as a preferable option for some demanding titles.
Compatibility is not the same as 4K performance
A game launching, installing or passing a compatibility check answers whether it can run on the platform. It does not establish that the game will sustain 60 FPS at 4K, or even that it will use the same graphics settings as a desktop PC. Performance must be evaluated separately for each title and configuration.
What “the majority” does—and does not—tell you
Valve has not published a named, quantified percentage for the share of all Steam games that sustain 4K/60 on Steam Machine. “Majority” is a qualitative word. The selected PC Gamer and TechRadar measurements cannot be converted into a catalog-wide percentage because they are not a controlled sample and do not use identical settings.
The evidence supports a practical expectation: many games can deliver a convincing 4K television experience around 60 FPS when FSR and sensible settings are used, while the most demanding games may require lower internal resolution, disabled ray tracing, frame generation or a VRR-friendly frame rate. Native 4K/60 for every Steam title is not established.
Bottom line for prospective players
Buy or configure Steam Machine expecting game-by-game tuning, not a universal 4K/60 switch. For each demanding title, decide which compromise you prefer: lower internal resolution, reduced effects, no ray tracing, generated frames with possible latency, or a lower rendered frame rate displayed smoothly through VRR. That decision—not the 4K label or an FPS counter alone—determines whether the experience meets your standard.
