Yes, in a specific future scenario. A cryptographically relevant quantum computer (CRQC) could derive a Bitcoin private key from its exposed public key by running Shor’s algorithm, then produce a valid spending signature. That puts old pay-to-public-key outputs, reused addresses and other outputs with revealed public keys at risk. An inactive wallet is not automatically vulnerable: the decisive questions are whether its public key is exposed and whether someone still controls the private key. No such machine is known to be operating today, and no reliable arrival date exists.
What a quantum attacker would have to break
Bitcoin ownership is enforced by digital signatures. Depending on the output type, the signature is created with ECDSA or Schnorr and checked against a public key. NIST’s transition work identifies ECDSA-family algorithms as vulnerable to Shor’s algorithm on a CRQC. A sufficiently large, fault-tolerant quantum computer could use the public key to calculate the corresponding private key, create a valid transaction and spend the coins without the owner’s cooperation.
This is not the same as saying that quantum computers can guess every Bitcoin seed phrase or reverse every address hash. A hash-based address conceals the public key until a transaction reveals it. The quantum risk begins when an attacker has a targetable public key and a machine capable of performing the required computation.

Why public-key exposure matters more than wallet activity
Bitcoin developer documentation describes the disclosure rule plainly: “In a transaction, the spender and receiver each reveal to each other all public keys or addresses used in the transaction.” The practical distinction is between an output that contains a public key and one that contains only a hash of it.

Exposed keys permit long-range preparation
If an output already places its public key on-chain, an attacker can copy that key today, derive the private key after a CRQC becomes available and prepare a theft transaction at any later time. A dormant address does not become safer merely because its owner never spends again. The attacker can wait indefinitely for an opportunity to broadcast.
Hashed keys delay exposure
Unique P2PKH and P2SH addresses keep the ECDSA public key hidden until the first spend. P2WPKH and P2WSH likewise hide the public key while the output remains unspent. This protects the coins from an at-rest attack during that period, but it is not a permanent quantum-proof design. Once the owner spends, the public key appears in the spending transaction. Address reuse exposes the key after the first spend and removes the benefit for later deposits.
Which Bitcoin output types are most exposed?
| Output or practice | When the public key is visible | Quantum-risk implication |
|---|---|---|
| P2PK (pay-to-public-key) | Already visible in the output | Exposed to a long-range, at-rest attack; old outputs of this type are prime targets. |
| Reused P2PKH or P2SH address | After the address has been spent from once | Future deposits to the same address share an exposed key. |
| Fresh P2PKH or P2SH address | When its first spend reveals the key | Hidden while unspent, but exposed during and after the first spend. |
| P2WPKH or P2WSH | When the output is spent | Protected from at-rest exposure while unspent; not quantum-resistant after disclosure. |
| Taproot output | The output commits to a public key directly | Treat as exposed in quantum-risk analysis rather than as a hashed-key shelter. |
The table describes key exposure, not whether a CRQC exists. Every row still requires a capable quantum machine before a quantum theft can occur.

Lost wallets and inactive wallets are different cases
Inactive wallet with a controlled key
If you still possess the seed or private key, an inactive wallet can be moved before a CRQC appears. The owner can sign a transaction to a new output and, once Bitcoin supports a post-quantum migration path, move the funds again to that scheme. An unspent hashed-key output gives additional time because its public key has not yet been disclosed.
Lost private key
A genuinely lost private key cannot sign a migration transaction. No quantum computer can help the rightful owner while the relevant public key remains hidden behind a one-way hash. If the public key is already exposed, however, a future attacker who derives the private key could spend the coins; the machine would not be “recovering” them for the original owner, only creating an unauthorized valid spend.
Dormant address that has already exposed its key
This is the most concerning combination: the wallet is inactive, the key is public and the owner cannot move the funds. There is no confirmation-time race that limits preparation. A capable attacker could calculate in advance and wait for network conditions that make a theft transaction likely to confirm.

How the theft transaction would work
- Find an exposed key. The attacker scans the blockchain for P2PK outputs, previously spent addresses, Taproot outputs and any other script that reveals a public key.
- Run Shor’s algorithm. On a CRQC, the attacker uses the public key to derive its private-key equivalent. Current sources describe this as a projected capability, not a demonstrated Bitcoin attack.
- Create a valid signature. The derived key signs a transaction that spends the vulnerable output to an address controlled by the attacker.
- Broadcast and confirm. Nodes validate the signature normally because it is mathematically valid under today’s consensus rules. The blockchain does not know that a quantum computer produced it.
For a fresh hashed-key address, the attacker cannot begin the key-recovery calculation until the owner’s spending transaction discloses the public key. That creates a race between quantum computation, transaction propagation and confirmation. Reusing an address eliminates that delay for every later deposit.

Coins attributed to Satoshi Nakamoto are not a separate cryptographic category. Their risk depends on the output script and whether a public key is already on-chain. Early Bitcoin outputs that used P2PK expose a key immediately and would be candidates for a future long-range attack. Coins held in hashed-key outputs would remain hidden until spending, while Taproot outputs should be treated as publicly keyed for this analysis.
There is no evidence that a quantum computer can currently spend those coins. Nor does inactivity itself prove that they are lost: only control of the corresponding private keys can establish whether a migration is possible.

When could quantum theft become practical?
The threat depends on a CRQC: a fault-tolerant machine with enough logical qubits, error correction and runtime to execute Shor’s algorithm at Bitcoin-relevant key sizes. No source establishes that such a system exists today or gives a consensus date for its arrival.
Google Quantum AI’s published research summary includes resource estimates in which a fast-acting machine could recover a secret key in minutes. That is a projection about a hypothetical machine, not a report of a deployed attack or a promise about a calendar year. Planning should therefore use a capability deadline—migration completed before a CRQC is available—rather than a guessed date.

What Bitcoin holders should do now
- Stop address reuse. Generate a new receiving address for each payment. Reuse makes a previously hidden public key visible to anyone inspecting the chain.
- Do not publish extended public keys unnecessarily. An xpub or equivalent can reveal public-key information about an entire wallet branch and makes address privacy weaker, even when it does not directly authorize spending.
- Prefer hidden-key outputs for temporary exposure reduction. P2WPKH and P2WSH keep the public key concealed until spending. This is a timing advantage, not a post-quantum guarantee.
- Keep signing authority recoverable. Back up seeds and private keys using a tested recovery procedure. If a protocol migration becomes available, only a controlled key can authorize the move.
- Monitor Bitcoin protocol and wallet development. A conventional hardware wallet does not change Bitcoin’s signature algorithm. Hardware isolation protects key storage but cannot make ECDSA or Schnorr resistant to Shor’s algorithm.
- Migrate when a supported post-quantum path exists. Use a Bitcoin-compatible output type and wallet workflow that has been implemented and accepted by the network; do not send coins to an invented or unofficial “quantum-safe” address format.
What post-quantum standards mean for Bitcoin
NIST finalized FIPS 204 (ML-DSA) and FIPS 205 (SLH-DSA) in 2024. FIPS 204 specifies ML-DSA algorithms for generating and verifying digital signatures, while FIPS 205 standardizes a hash-based signature family. NIST’s transition analysis places ECDSA among the algorithms that must eventually move to post-quantum alternatives.

Those standards are building blocks, not a Bitcoin feature. Bitcoin would need consensus changes defining new output and signature rules, wallets that can create and spend them, exchanges and custodians that recognize them, and migration procedures that do not strand existing funds. Until that ecosystem exists, users cannot apply ML-DSA or SLH-DSA directly to ordinary BTC transactions.
A practical risk assessment for any wallet
- Public key exposed, private key controlled: plan a move as soon as a supported post-quantum destination is available; until then, avoid further deposits to that key.
- Public key hidden, private key controlled: the coins have no at-rest public-key exposure today, but preserve the key and avoid address reuse so you can migrate later.
- Public key exposed, private key lost: the owner cannot migrate; a future CRQC could make the output spendable by an attacker.
- Public key hidden, private key lost: a quantum computer cannot derive a private key from the address hash alone under the described attack, so the coins remain inaccessible rather than recoverable.
There is no authoritative single percentage for all permanently exposed Bitcoin. Estimates vary with the address classifications used and the date of measurement, so a wallet-level script and key-control review is more useful than a headline number.
Bottom line
A quantum computer could steal BTC from some lost or inactive wallets, but only after two conditions align: a CRQC capable of breaking the relevant signature and an on-chain public key that exposes the target. Old public-key outputs and reused addresses face the greatest long-range risk. Fresh hashed-key outputs postpone exposure, and a private key that remains under your control gives you a path to migrate when Bitcoin adopts post-quantum spending. There is no current quantum theft and no dependable arrival date, but waiting until such a machine exists would leave exposed, lost coins with no way to move.
