Yes, but only with layered controls. A free label, a billing alert, or a budget number does not by itself make a public AI demo safe. Some “free” offers are limited quotas; others require billing and merely apply credits. Alerts can warn while requests continue, and even enforced caps may allow a small amount of overage while usage is measured. Treat the demo as an untrusted public service: isolate it, keep credentials server-side, cap usage in the provider and in your code, and define what happens when a limit is reached.
What “free” means for a cloud-AI demo
Cloud AI pricing has several configurations that look similar in a dashboard but carry different risk:
- Genuinely free tier: A particular model and account can make requests within published free quotas without a payment method or paid billing relationship.
- Credits: A trial balance pays for usage until it expires or reaches zero. A demo can become billable when the credit is exhausted.
- Paid account with alerts: Billing is active and a notification is sent at a threshold. The API may continue serving traffic.
- Paid account with enforcement: A provider attempts to reject requests after tracked spend reaches a configured cap. Measurement and enforcement are not instantaneous.
Eligibility is specific to the provider, model, account, project and billing arrangement. A model that is free in one account can be billable in another, and changing a model or linking a different billing account can change the tier. Read the selected model’s current limits before publishing rather than inferring safety from a general cloud trial.

There is no reliable industry statistic for how often demos produce surprise bills. The useful evidence is how each provider’s controls behave and what your application does around them.

The controls that actually matter
Alerts versus enforced stops
An alert is a message, not a circuit breaker. OpenAI states that spend alerts notify you while API traffic continues; a separately configured hard limit can stop affected requests when tracked spend reaches it. OpenAI also warns that enforcement changes are not instantaneous, so recorded spend can slightly exceed the selected amount. See OpenAI’s troubleshooting guidance and its spend-limit documentation.
A number labelled “monthly spend” may still be a soft threshold. OpenAI’s project-management documentation describes the project monthly spend limit as a monitoring threshold; requests continue after it is crossed. If you need a stop, verify that an enforced hard limit is enabled at the organization or project level.
Scope: what shares the boundary?
Find out whether a control applies to one key, a project, an organization, or a billing account. A demo with several keys can still draw from one shared account. A cap on one project does not necessarily protect another project connected to the same paid account. Google’s Gemini documentation says keys do not have independent billing settings: their project and billing account determine status and limits, and projects on the same billing account inherit that account’s tier and associated rate limits.

Delay and overage
Every provider measures usage after requests occur. A cap therefore limits exposure; it cannot promise a mathematically exact final bill. Google marks its Gemini API project spend-cap feature experimental and documents an overage latency period of around ten minutes. OpenAI likewise says hard-limit enforcement is not instantaneous. Design for the documented delay, not for the headline number.
Failure behavior
When a provider returns a quota, balance, or spend-limit error, your app should stop costly retries and show a useful “demo limit reached” message. A fallback model, tool or image feature can create a second bill unless it is explicitly bounded. Decide in advance whether the demo should pause, queue, or offer a static example.

The figures “50%, 80%, and 100%,” “around a ten-minute latency period,” and “85 percent” are thresholds stated in provider documentation accessed October 13, 2026. They are control settings, not estimates of typical surprise bills.

OpenAI API: configure the stop, not just the warning
Understand the two different project numbers
OpenAI separates organization-approved usage limits from configurable spend controls. A project’s monthly spend threshold is intended for monitoring. Spend alerts notify you without stopping API traffic. An enforced hard limit can return errors for affected requests when the organization or project limit is reached.

Set alert thresholds below the hard limit so you have time to disable the demo or investigate abuse. Because propagation is delayed, keep the amount low enough that a short burst cannot create an unacceptable bill.
Design for the resulting error
Your server should treat a spend-limit response like an intentional shutdown: stop retries, record the event without logging prompts or keys, and return a plain message that the demonstration is temporarily unavailable. Do not silently switch to another paid model.

Google Gemini API and AI Studio: tier, balance and cap boundaries
Free-tier eligibility is model-specific
Google documents free access only for certain Gemini models and only within each model’s free-tier rate limits. Paid access requires linking billing, and tier, rate limits and account caps depend on billing-account status and history. Check the current rate-limit table for the exact model you enable.
Prepay creates a shared account boundary
With Gemini’s documented Prepay setup, adding credits funds paid requests. When the balance reaches zero, all API keys in projects linked to that billing account stop working until more credits are added. The boundary is the billing account, not an individual key, so a separate demo project will not protect another project that shares the account.
Do not assume a Google Cloud welcome credit will pay for Gemini API or AI Studio usage. Google says accounts opened after March 2, 2026 cannot use those credits for that purpose.

Experimental project caps need extra margin
Google labels the Gemini API project spend cap experimental and documents approximately ten minutes of overage latency. Google Cloud billing budgets can alert at 50%, 80% and 100%; when a spend cap is enforced, covered usage is paused for the rest of the budget period unless manually lifted. Treat the latency window as part of your worst-case exposure and add application limits that are much tighter than the provider cap.

AWS automatically emails when usage exceeds 85% of applicable Free Tier limits, and the console and Free Tier API provide usage information. That alert does not stop a request or guarantee that the account will remain free. Eligible credits may cover some charges beyond a free limit; after credits expire or are fully used, usage beyond the free limits is billed at standard rates. A public demo should therefore have an account-level shutdown procedure and application throttles instead of relying on the email.
How to make a public demo safer
- Create a hard boundary. Put the demo in a separate project or account. Do not mix anonymous traffic with a personal or production project that has a larger budget, broader permissions or valuable data.
- Keep credentials on the server. Never place a provider secret in browser JavaScript, a mobile bundle or a public repository. Use a server-side proxy, restrict the key or service identity to the demo’s required API, and rotate it if exposure is suspected.
- Confirm the cheapest eligible configuration. Select a model whose current free quota actually covers the demo. Record whether billing is attached, whether credits are one-time, and what event changes the account to paid service.
- Set provider controls. If paid use is necessary, choose the lowest available enforced cap, not merely a soft threshold. Add notifications below that cap and verify the scope includes every project and key the demo can use.
- Limit each visitor. Apply per-user, per-IP and global request quotas. Require a lightweight sign-in or proof-of-work when anonymous abuse would be costly. Reset quotas on a schedule you can afford.
- Bound every request. Set maximum prompt and context size, maximum output tokens, request timeouts and a strict maximum number of tool calls. Disable image generation, web search, fine-tuned models or other expensive features unless they are essential.
- Stop retry loops. Use exponential backoff only for transient failures, with a small retry count. Never retry quota, balance or spend-limit errors indefinitely, and do not fan out one user action into unbounded parallel calls.
- Define graceful degradation. On a limit error, return a cached example, a static explanation or a clear temporary-unavailability page. Ensure fallback paths use no paid API or have their own independent cap.
- Run a controlled burn-in. Make a small number of known requests, then inspect the provider’s usage and billing dashboards. Repeat after changing the model, enabling a feature, linking a billing account or moving to a different tier.
- Recheck before publicity. Bots, shared links and exposed keys change the traffic profile. Confirm quotas, alerts, caps, key permissions and the emergency shutdown contact immediately before a wider launch.
Estimate exposure before launch
You do not need a perfect forecast, but you should calculate a conservative ceiling. Multiply the maximum requests per user by the maximum users you will allow during the billing period, then multiply by the maximum input and output size for the selected model. Add the provider’s documented enforcement delay as a burst allowance. If the resulting worst case is unaffordable, lower the application quotas or use a genuinely free configuration.

Launch checklist
- Separate demo project or billing account created.
- Secret key absent from client code, repositories and error pages.
- Model’s free eligibility, rate limits and billing status recorded.
- Hard cap distinguished from soft alert and verified at the correct scope.
- Alert thresholds set below the enforced cap.
- Per-user and global quotas enabled.
- Prompt, context, output, timeout and tool-call ceilings enforced.
- Retries bounded and disabled for quota or billing errors.
- Fallback response tested without creating a second uncapped bill.
- Usage dashboard checked after a controlled trial.
- Emergency key revocation and demo-disable procedure documented.
Bottom line for a free public demo
A cloud AI demo can be safe enough to share when “free” is verified for the exact model and account, provider enforcement is enabled where available, and your application limits traffic independently. OpenAI alerts alone do not stop calls; OpenAI hard limits can stop affected requests but may lag. Gemini’s free tier and prepaid balance have model and billing-account boundaries, and its experimental project cap has an approximately ten-minute latency window. AWS Free Tier’s 85% email is a warning, not a shutdown. Build for those realities, keep a margin for delayed measurement, and make the demo fail closed when it reaches a limit.
