Yes—if the “DOCSIS 3.0 router” is a separate router with an Ethernet WAN or Internet port. Connect the DOCSIS 3.1 cable modem to it with Ethernet; DOCSIS describes the modem’s connection to the cable network, not the router’s Ethernet connection. Check that your provider approves the exact modem for your location and plan, and that the modem and router ports can support your subscribed speed.
Why a DOCSIS 3.0 label on a separate router is not a problem
A cable modem communicates with your provider over coaxial cable. A separate router connects to the modem over Ethernet and routes traffic to your devices, usually over Wi-Fi or wired Ethernet. That means a router does not need a DOCSIS rating to work with a DOCSIS 3.1 modem. NETGEAR describes pairing its standalone DOCSIS 3.1 CM3000 modem with a separate router over Ethernet in its CM3000 product guidance.
The practical requirements are an Ethernet WAN/Internet port on the router and a compatible Ethernet connection from the modem. The router’s WAN port, processing capacity, and Wi-Fi can still limit the speed you receive, even when the modem and router connect successfully.

First identify whether you have a router or a gateway
Standalone router
A standalone router has an Ethernet WAN/Internet port for connecting to a separate modem. If yours is this type, its DOCSIS label—or lack of one—does not determine whether it can connect to a DOCSIS 3.1 modem. Use an Ethernet cable between the modem and router.

- ⚠️ CABLE INTERNET ONLY - NOT COMPATIBLE WITH: Fiber (Verizon FiOS, AT&T), DSL, Satellite, or Fixed Wireless. ONLY works with cable providers like Xfinity, Spectrum, Cox. Verify your internet type BEFORE purchase.
- 🚫 NO WiFi INCLUDED - ROUTER REQUIRED: This is a modem ONLY. You MUST buy a separate WiFi router to get wireless internet. Without a router, only ONE device can connect via Ethernet cable. This does NOT replace your current WiFi router.
- 🔌 CABLE INTERNET REQUIRED: Works EXCLUSIVELY with cable internet service (DOCSIS) from providers like Xfinity, Spectrum, or Cox. Will NOT work with fiber (Verizon FiOS, AT&T), DSL, satellite, or fixed wireless internet. Contact your ISP to confirm compatibility BEFORE purchasing.
- 🚀 MULTI-GIG PERFORMANCE: Supports internet plans up to 2.5 Gbps with 2.5 Gbps Ethernet port. Designed for plans 1 Gbps and faster from certified providers: Xfinity (up to 2.33 Gbps), Spectrum (1 Gbps), Cox (2 Gbps). Verify your plan speed and provider compatibility.
- 💡 SETUP REQUIREMENTS: You need: (1) Cable internet service, (2) Separate WiFi router with 2.5 Gbps port for full speeds, (3) ISP activation. This modem cannot create WiFi networks or connect multiple devices without additional equipment.
Cable modem/router gateway
A gateway combines a cable modem and a router in one device. If that gateway is DOCSIS 3.0, its built-in cable modem remains DOCSIS 3.0; the router portion does not turn it into a DOCSIS 3.1 modem. For example, TP-Link identifies the Archer CR500 as a combined DOCSIS 3.0 cable modem/router and marks the product End of Life on its product page.
In a typical home setup, use either a separate DOCSIS 3.1 modem plus a standalone router, or a provider-approved DOCSIS 3.1 gateway. Do not assume that a DOCSIS 3.0 gateway’s built-in modem can be bypassed simply by treating the whole device as a standalone router; the model must support the configuration you intend to use.

Check provider approval before choosing a modem
DOCSIS compatibility alone does not establish that a modem can be activated on a particular provider’s network. Check the provider’s current approved-device list or ask support about the exact modem model, your location, and your service tier. Policies vary by provider and may also depend on bundled services such as telephone service.
For one provider-specific example, WOW!’s “Modem/Wireless Gateway Compatibility / Customer Owned Device Guidelines,” updated November 29, 2023, says customers are responsible for ensuring their modem or gateway is compatible with WOW! service, permitted on its network, and capable of delivering their subscribed speed. Those guidelines apply to WOW!’s business service; they are not a universal or current policy for every provider. See the WOW! customer-owned device guidelines.

Check the speed limits along the whole connection
A DOCSIS version’s published maximum is not a promise of the speed your household will receive. NETGEAR’s comparison, last updated July 7, 2025, lists maximum downstream and upstream speeds of 1 Gbps and 200 Mbps for DOCSIS 3.0, and 10 Gbps and 1 Gbps for DOCSIS 3.1. NETGEAR cautions that these maxima are not guaranteed; actual service depends on the plan, equipment, connection type, and network conditions. See NETGEAR’s DOCSIS 3.0 and 3.1 comparison.
For your setup, compare the subscribed tier with the modem’s Ethernet port and the router’s WAN port and capabilities. Wi-Fi conditions can further affect measured speeds. A modem may connect properly to the router but still be unable to pass your full subscribed speed if one of these links is a bottleneck.

Use this checklist before connecting or buying equipment
- Identify the old device: check its model and determine whether it is a standalone router or a cable modem/router gateway.
- Verify modem approval: search your provider’s current list for the exact DOCSIS 3.1 modem model and confirm it is approved for your location and plan.
- Check service requirements: confirm whether you need provider voice service or another bundled feature, since not every standalone modem supports every service combination. NETGEAR, for example, notes on its CM3000 page that the modem is not compatible with certain bundled voice service.
- Compare port speeds and capabilities: check the modem’s Ethernet port and the router’s WAN port against your subscribed speed and networking needs.
- Connect the equipment: run Ethernet from the modem to the router’s WAN/Internet port, then connect your wired and wireless devices through the router.
- Activate and test: follow the provider’s activation steps, then test a wired connection as well as Wi-Fi if you need to distinguish an internet-service issue from a wireless limitation.
What a DOCSIS 3.1 modem changes—and what it does not
A DOCSIS 3.1 modem can be a suitable choice when your provider requires or supports it, but approval and service needs still matter. Motorola’s MB8611 specification describes it as a DOCSIS 3.1 cable modem that also works with DOCSIS 3.0, 2.0, and 1.1 service, and lists one 2.5 Gigabit Ethernet LAN port. That is a manufacturer specification, not a guarantee that the model is approved by your provider or will deliver a particular tier. Check Motorola’s MB8611 technical specifications and your provider’s current device list.

Replacing a modem does not automatically require replacing a separate router. Consider a router upgrade only if its WAN port, processing capability, or Wi-Fi performance fails to meet your needs. If you own a gateway rather than a standalone router, choose a compatible DOCSIS 3.1 gateway or use a separate DOCSIS 3.1 modem and router arrangement.
