A battery added to a California apartment building’s solar system is not automatically a personal investment for its tenants. First find out which utility tariff the building uses, how solar credits are allocated to your account, and whether you would pay anything toward the battery. Under the state’s Net Billing Tariff, export credits depend on when power is sent to the grid—not on a single statewide “pennies per kilowatt-hour” rate.

Why solar exports may earn less—and why batteries enter the conversation

California’s Solar Billing Plan, formally the Net Billing Tariff (NBT) and often called NEM 3, values exported electricity according to its value to the grid. That means export compensation is not necessarily equal to the retail price customers pay for imported electricity. The California Public Utilities Commission (CPUC) says new interconnection applicants in covered investor-owned utility territories have taken service under the NBT since April 15, 2023. CPUC: Net Billing Tariff

The export value varies with timing and tariff details; there is no universal fixed cents-per-kilowatt-hour figure that applies to every hour, utility, or account. CPUC: Net Billing Tariff

What a battery can change

A battery can store some daytime solar generation for later use, including in the evening, rather than sending all excess power to the grid when it is produced. The CPUC describes the basic idea this way: “Pairing a battery with your solar system allows you to store excess solar energy from daytime hours for use in the evening.” CPUC: California Solar Consumer Protection Guide

That is a general operating principle, not proof that a particular apartment renter will save money. In a shared building, the tariff, account credits, battery purpose, and payment arrangement determine whether any added value reaches your bill.

How shared building solar differs from rooftop solar you own

For many multifamily buildings in the territories covered by the CPUC’s Virtual Net Billing Tariff (VNBT), the property owner sets a prearranged allocation of solar generation credits among tenant and common-area utility accounts. Solar power is metered onto the grid, and credits are applied to participating accounts according to that arrangement. The renter does not necessarily own the panels or control the allocation. The CPUC says VNBT information mostly applies in Pacific Gas and Electric (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric (SDG&E) territories, with exceptions for qualifying Solar on Multifamily Affordable Housing (SOMAH) and Multifamily Affordable Solar Housing (MASH) arrangements. A building may also have a legacy Virtual Net Energy Metering (VNEM) arrangement. Ask the property manager which tariff and program actually apply rather than assuming the building follows the newer tariff. CPUC: Virtual Net Billing Tariff

Credits can be handled differently

Under VNBT, residential beneficiary accounts receive 15-minute interval netting: consumption is netted against allocated generation over each interval. Export compensation is based on the Avoided Cost Calculator (ACC). These are distinct parts of the tariff; neither implies that every renter receives the same credit or a fixed export rate. The utility, account, allocation, and tariff terms matter. CPUC: Virtual Net Billing Tariff

Request the written tenant credit-allocation terms and a recent utility bill showing how credits appear. Without those, a building-wide solar production claim cannot tell you what benefit is assigned to your account.

Questions to ask before judging a battery proposal

  1. Which utility serves the building, and which tariff applies? Ask whether the project is under VNBT, legacy VNEM, or an eligible SOMAH/MASH arrangement. Confirm the answer against the property’s utility documents.
  2. How much generation is allocated to my account? Request the allocation terms and a recent bill with the solar credits visible. Find out whether an allocation changes when a battery is installed.
  3. What will the battery do? Ask whether it is intended for shared onsite use, exporting power at selected times, backup during outages, or a combination. The intended use affects where potential value goes.
  4. Who owns and pays for it? Ask whether tenants face a direct charge or an indirect cost through rent, fees, or another building charge. Ask how any additional battery-related value will be reflected in tenant bills.
  5. What evidence supports the claimed savings? Request a calculation based on the building’s tariff, utility accounts, credit allocations, battery operation, and costs—not a generic export price or a rooftop-solar payback estimate.

The CPUC tariff descriptions explain how credits and exports can be treated, but they do not establish savings for a particular renter or building. A project-specific bill impact requires the building’s documents and account details. CPUC: Virtual Net Billing Tariff

What the adoption-era VNBT incentive figure does—and does not—tell you

A November 2023 CPUC fact sheet described a residential monetary adder lasting nine years, available to new customers for five years and stepping down during that period. That was an adoption-era description of tariff design, not a current per-kilowatt-hour rate or a guarantee that a renter, building, or proposed battery qualifies now. Confirm current eligibility and applicable terms with the utility and property manager before relying on it. CPUC: Virtual Net Billing Tariff fact sheet

If you are considering an individual solar contract

A personal solar contract is different from receiving credits through a landlord-managed shared system. Under a power purchase agreement (PPA), the provider owns the system and sells its electricity. If you move before the lease or PPA ends, the agreement may require paying remaining value or transferring it. Read the ownership, payment, transfer, and early-move terms before signing.
