CMake configures and builds projects, but it does not by itself provide a universal way to select, install, lock, verify, and inventory every third-party dependency. A package manager can govern those jobs while CMake continues to define how the project is built. The two tools overlap at integration points, but they solve different parts of dependency management.

What CMake does—and where its responsibility ends

CMake’s official Using Dependencies guide identifies find_package() and FetchContent as its primary methods of bringing dependencies into a build. find_package() locates a package made available to the build, often through a package configuration file or a find module. It does not, by itself, establish a universal policy for where that package came from, which version the project should use, or how that version is kept consistent across machines.

FetchContent can download source during CMake configuration and make a dependency’s CMake project part of the current build. That is useful when building from source fits the project, but the project still needs to decide which revision to fetch and how to review, cache, mirror, and update it. A CMake dependency provider can intercept requests made through find_package() and FetchContent_MakeAvailable(), allowing a package manager to provide or redirect dependencies without requiring every project to abandon familiar CMake calls. CMake recommends that package managers make setup files available through CMAKE_PROJECT_TOP_LEVEL_INCLUDES. These capabilities are documented in the current rolling guide, which identifies itself as version 4.4.4.

So the useful distinction is not “CMake or package manager.” CMake expresses and orchestrates the build; a package manager can acquire and select dependencies, resolve versions and configurations, and provide packages to that build. Some projects deliberately combine the two.

Why dependency management is a blind spot in C and C++

A library can enter a project through several routes: an installed system package, a package manager, source fetched during configuration, copied or vendored source, or a dependency brought in indirectly by another library. Those routes may be controlled by different files and tools. A successful build therefore does not automatically reveal a complete, centrally governed dependency graph.

A 2022 study of 24,000 C/C++ GitHub repositories reported that over 70% of dependencies in its sample were introduced unintentionally in build scripts. The authors’ CCScanner detector recorded 86% precision and 80.1% recall in its evaluation. These are results for that study’s sample and method, not a current universal rate or a guarantee about commercial scanners. The study also describes fragmentation among dependency databases as an obstacle to identifying libraries and reporting vulnerabilities. This is not evidence that C and C++ have no package managers. vcpkg and Conan are established options, and current documentation describes active workflows for both. The gap is that the ecosystem does not have one universally adopted dependency format and manager. Projects consequently vary in how they declare, fetch, build, and track third-party code.

Which tool or mechanism handles each job?

Approach What it can do Questions to settle
CMake find_package() Finds and uses packages made available to the build; it is one of CMake’s primary dependency methods. Where are packages installed? Who selects versions? Are suitable package configuration files or imported targets available for every supported platform?
CMake FetchContent Downloads content at configure time and can add a CMake dependency’s source to the main build. Is building source appropriate? Is the revision pinned? How are downloads cached, mirrored, reviewed, and updated?
CMake dependency provider Can intercept find_package() and FetchContent_MakeAvailable() requests so another tool can provide dependencies. Can the project retain ordinary CMake calls while package provision is centrally governed?
vcpkg Microsoft’s vcpkg overview describes a C/C++ package manager for Windows, macOS, and Linux, with baselines as a reproducibility mechanism. Does its catalog and toolchain integration fit the project? How will baselines and triplets be governed?
Conan Conan 2 documentation covers requirements, settings and options, profiles, cross-compilation, package revisions, and lockfiles. Does the project need configuration-specific binaries, build and host profiles, or support for multiple build systems? What operational effort is acceptable?
System packages, vendored code, or other source mechanisms These are also used in the wider ecosystem, but the sources cited here do not establish a complete current comparison of every method. Who owns patches and updates? Can clean builds be reproduced on supported platforms? Can the full dependency graph be inventoried?

For specifics, consult the vcpkg overview, Conan 2.21’s consuming-packages documentation, and Conan/JFrog’s vendor-authored pages on Conan workflows and Conan capabilities. Product descriptions establish what vendors say their tools support; they are not independent comparative evaluations.

How to choose a dependency workflow

There is no universal winner. Compare mechanisms against the project’s actual build and governance needs, not only how easily one library can be added.

  • Platforms and compilers: Confirm support for the operating systems, compiler families, and target architectures the project must build.
  • Build integration: Check how dependencies reach CMake or any other build system, and whether the resulting targets and configuration files fit the project.
  • Source or binaries: Decide whether dependencies should be built from source or consumed as prebuilt artifacts, and what review and provenance controls each route requires.
  • Version semantics: Understand whether the workflow records versions, source revisions, baselines, or a resolved graph in a lockfile—and how updates are reviewed.
  • Configuration and cross-compilation: Determine whether compiler settings, build/host distinctions, options, and target configuration must be captured alongside package selection.
  • Catalog and private packages: Check public package availability and whether the team needs private repositories or internal packages.
  • Offline and mirror behavior: Establish whether builds can use controlled mirrors or cached artifacts when public sources are unavailable or disallowed.
  • Inventory, security, and ownership: Verify how dependencies can be inventoried, vulnerability information reviewed, and updates assigned to an owner.
  • Operational burden: Account for the work to maintain package recipes, policies, mirrors, and build configurations across the team.

How to make dependencies more reproducible and auditable

1. Inventory direct and transitive dependencies

Start with components referenced directly by the project, then identify components those dependencies require. Google Cloud’s dependency-management guidance describes direct and transitive dependencies and notes that transitive dependencies form recursive trees affecting the application. Include libraries fetched or built by CMake, installed packages, vendored code, and dependencies introduced by other packages.

2. Centralize dependency decisions

Choose a mechanism suited to the project: a package-manager baseline or lockfile, a pinned source revision, or a documented system-package policy. The goal is to make the decision reviewable and shared, rather than leaving versions to incidental machine state or unreviewed build-script behavior. CMake dependency providers can connect package management to ordinary CMake dependency calls.

3. Record the build context, not only package names

Reproducing a dependency graph may also require the target platform, compiler, configuration, and package settings used to resolve or build it. Conan’s documentation covers profiles and configurations as well as revisions and lockfiles; vcpkg describes baselines as a reproducibility mechanism. Preserve the relevant toolchain and configuration with the dependency selection so that the same names do not silently resolve or compile differently in another environment.

4. Control sources and artifacts

A locked version does not prove that an artifact came from a trusted source or corresponds to reviewed source code. CNCF’s Software Supply Chain Best Practices points out that a binary package may not have an explicit one-to-one connection to its source. Build from source where feasible; otherwise use verifiable sources, documented processes, and an incident-response plan. Decide how downloads and artifacts are reviewed, mirrored, and retained.

5. Produce an inventory and act on vulnerabilities

Generate a software bill of materials (SBOM) for the produced artifact, then use it with vulnerability data to analyze what the artifact contains. CNCF guidance recommends this as a best practice for moderate- to high-assurance or risk categories. Google Cloud’s guidance also recommends monitoring dependencies for vulnerabilities and keeping the dependency footprint no larger than necessary. Assign responsibility for assessing findings and updating affected components.

Pinning or locking helps make dependency selection repeatable; it does not, on its own, establish artifact provenance, identify every component in a built artifact, or provide a vulnerability-response process. Those require separate inventory, source-control, verification, and ownership practices.

What a package manager adds on top of CMake

CMake can fetch source, locate packages, and integrate with a package manager through dependency providers. A package manager is useful when the team needs a consistent way to select and provide dependencies across developers, build machines, platforms, or configurations. The practical benefit is not another layer for its own sake: it is making dependency choices, build context, and change control explicit while preserving CMake’s role in describing the build.
