When a business requirement changes, the hard part is finding every place that change affects: data, permissions, workflows, screens, and integrations. A structured specification can keep that intent in one inspectable model, then a compiler can turn it into an application or conventional code. The choice is not simply “specification or code”: specification-driven systems often generate code. The key question is which artifact the team maintains as authoritative—and whether the model can express the app it needs.
What specification-first development means
A specification or model describes an application in terms closer to its business requirements: entities and fields, roles, behaviors, workflows, and screens. The implementation code describes how those requirements are realized in a particular technology.
Microsoft Learn puts the distinction plainly: “The model represents the requirements more directly than the code.” That does not make the model complete by definition. It is useful only for the parts of the application its language and tooling can represent and implement.

A compiler or generator transforms it before runtime into artifacts such as source code, a database schema, API definitions, or an application project. The generated output may be ordinary code, or it may be an artifact tied to a particular platform.

Three workflows that are easy to confuse
| Workflow | What the team maintains | When behavior is determined |
|---|---|---|
| Handwritten implementation | Application code is authoritative; developers edit it directly. | In the compiled or deployed application. |
| Model-to-code generation | The model is authoritative; a generator produces source code or other build artifacts. | Before runtime, when the model is transformed and the application is built. |
| Runtime model interpretation | The application and its model are used together; the model supplies values that influence behavior. | While the application runs, as it reads the model. |
Generation and compilation do not mean “no code.” They mean the team can maintain a higher-level description and produce code from it. Runtime interpretation is different: instead of generating source before execution, a generic application reads the model while it is running.
Why make the specification authoritative?
Keep requirement changes closer to their meaning
If a business rule changes, a model can give the team a place to express that change in domain terms, rather than locating and editing its effects across many implementation files. Microsoft Learn says deriving behavior from the model can help teams respond to changing requirements more quickly and reliably. That is guidance, not a quantified guarantee: the benefit depends on how well the model covers the application and how much behavior is actually derived from it.
Support related application variants
A shared model can make it easier to maintain several related versions of an application, such as variants with different roles, workflows, or screens. The advantage is strongest when variants coexist or requirements change repeatedly. If a deployment is stable and has few variants, building and maintaining the modeling system may cost more than it saves.
Review intent before building
A structured description can be inspected before it becomes an application. Oracle APEX 26.1 documents a workflow that takes a functional specification and database schema to create a human-readable Markdown blueprint. A team can review that blueprint, import it into APEX, and refine the resulting baseline application in App Builder. This is specification-driven scaffolding for the APEX environment, not evidence that every such workflow produces a standalone codebase.

Derive consistent artifacts
For API work, Microsoft’s TypeSpec documentation describes a compiler workflow that can emit API specifications, client code, and server-side stubs from TypeSpec definitions. That can keep related outputs aligned with a shared definition. The documentation marks some language generators as preview, so availability and maturity need to be checked for the specific target rather than assumed to be uniform.
The cost of modeling—and when generation pays back
A specification-first system requires an upfront investment in the model, the compiler or runtime, and the rules that connect business concepts to implementation. Existing applications may also need refactoring so the model can control the relevant behavior instead of sitting beside code that still does the real work.

Microsoft’s guidance distinguishes between deployment patterns: generating code can fit applications whose requirements rarely change, while runtime interpretation can fit requirements that change frequently or multiple variants that coexist in one deployment. Runtime flexibility comes with a trade-off: Microsoft cautions that a generic model-driven application usually performs less well than a specific counterpart. Where performance is important, measure the actual application rather than assuming the generic approach is adequate.

A generated conventional project
The Cordango repository describes an App Definition written in YAML as a description of the whole application. Its build command creates a conventional API, front-end, and database project, and the repository says the generated output has no runtime dependency on Cordango. This illustrates a specification that can produce a codebase rather than requiring the specification to be interpreted in production. The repository also describes Cordango’s hosted product as invite-only beta; its stated targets and availability can change, so confirm current status before relying on them.

Cordango documents custom-code hooks for some behaviors and diagnostics when a target does not support a requested capability, with a partial-build option. These are examples of explicit extension mechanisms and limits, not universal properties of compilers. Its documentation also says applications containing custom code cannot run on its hosted platform, showing how an escape hatch can affect deployment choices.
A platform-bound blueprint
Oracle’s APEX blueprint flow has a different output: it creates a baseline application to refine within APEX. That may be appropriate when the target platform is the intended home for the application. It is not interchangeable with a generator that promises a conventional project independent of its platform.
An API-focused language
TypeSpec is aimed at API design, not at describing every part of a business application. Its emitters can produce API specifications, client code, and server stubs, but the documented scope and preview labels for some outputs matter when deciding whether it covers a team’s target stack.

How to choose a source of truth
Compare the actual workflow and target, not the label “model-driven.” Answer these questions before adopting a specification-first approach:
- Source of truth: Is the specification, generated code, or runtime model authoritative when the two disagree?
- Change profile: How often do business requirements change, and must several variants coexist?
- Coverage: Can the model express the workflows, permissions, integrations, and domain rules the application needs?
- Extension: Can developers add custom logic? Does it survive regeneration, and does using it change where the app can run?
- Runtime needs: Must a change take effect without rebuilding or redeploying, or is a build-time transformation sufficient?
- Portability: Does the output run independently, or depend on a vendor platform or runtime?
- Performance: Is runtime flexibility worth using a generic application, or does the workload call for a specialized implementation?
- Target maturity: Which language, database, frontend, backend, or API emitters are available and stable for the required stack?
- Code ownership: Can developers safely edit generated files? Will regeneration overwrite those edits, and will the generator remain available?
Specification-first development is most compelling when the business model is stable enough to express clearly, changes or variants are common enough to justify the tooling, and generated or interpreted behavior covers the application’s real needs. If requirements are settled, the model cannot represent important behavior, or the team needs direct control over a specialized implementation, maintaining code directly may be the simpler choice.
